The Baltimore Buprenorphine Initiative
(BBI) is an effort in Baltimore City aimed
at expanding access to treatment for opioid
addicted individuals using the medication
buprenorphine. Buprenorphine can be
prescribed by certified physicians and is a
covered service by third party payers, including
Medical Assistance and Maryland’s Primary
Adult Care Program.
The BBI promotes individualized, patientcentered buprenorphine therapy in conjunction
with behavioral treatment with a goal of
recovery from opioid addiction. The model
promotes a continuum of care that includes
an outpatient treatment regimen, medication
induction, as well as maintenance and
stabilization in the medical care system.

The Baltimore Buprenorphine Initiative (BBI) is a joint
program of Baltimore Substance Abuse Systems, Inc.
(BSAS), Baltimore HealthCare Access, Inc. (BHCA) and
the Baltimore City Health Department (BCHD) launched
in October of 2006. Each of the following lead agencies
along with our treatment provider partners plays a critical
role in the development and success of the BBI.
Baltimore Substance Abuse Systems, Inc. (BSAS) –
BSAS is the substance abuse treatment and prevention
authority for Baltimore City. BSAS oversees the BBI
including the development of quality improvement
efforts and outcomes reporting. BSAS also develops
contracts with substance abuse treatment programs and
supports their work in the BBI.
altimore HealthCare Access, Inc. (BHCA) – BHCA
B
provides health education, care coordination, outreach,
and eligibility determination for a variety of public
insurance programs available to Baltimore City residents.
BHCA treatment advocates who work with patients,
treatment center staff and community physicians to
facilitate patients’ access to health insurance and other
benefits, and assist patients in transferring to the medical
care system.
Baltimore City Health Department (BCHD) – BCHD
promotes free online physician buprenorphine certification training and assists in expanding the number of
participating physicians in the BBI.
