is no longer an opinion municipality but

We are now living under a new form of
oppression whereby blacks are oppressing fellow blacks. And those underprivileged and with less voices to complain
are being fed a dummy such as used on
babies to suck or bite on to keep quiet
forever by those with ruling powers.

mouth. How pathetic is that! The two
bridges in Madibeng, one in Hebron
towards Hebron Police Station and the
other one in Klipgat crossing towards
ODI Hospital are still standing incomplete and unattended by the contractor
and the uncaring municipality.

or the province regarding the issue.
Who is responsible for the completion
of the bridges and for making sure that
the residents are safe from the deadly
bridges? Hebron bridge, who built it?
Who authorised the project and allowed
the contractor to do a half job? Was
there any timeframe for the project?
Our municipality is irresponsible when
it comes to the awarding of tenders and
ensuring that the project is done properly and completed on time. I do not
know whether it is because of those desperate construction companies who take

responsibility for the completion of the
bridges. Madibeng municipality denies
the responsibility, Madibeng Spokesperson Sipho Nkosi said, “the two bridges

not part of our responsibilities. You can
direct your inquiries to Public Works
North West for the Hebron Bridge and
Public Works Gauteng for the Klipgat
Bridge.”
Our municipality is so useless that they
cannot even do proper monitoring when
a project is given to certain construction
companies, or whether the company
itself complies with the requirements of
relevant regulatory institutions and is
entitled to do the required job. Assuming a huge responsibility to construct
a massive bridge that is supposed to
be used by motorists and pedestrians

required and strangely no one seems
to have evident answers as to why
the project was stopped and when the
contractor is going to begin and meet its
completion. This ineptitude is ruining
the lives of the ordinary citizens because
plenty of money has been spent yet people have to suffer and still use the risky

Madibeng Municipality has inherited
infrastructure, systems, procedures
and processes that are not congruent
to the task at hand. The infrastructure is aged and outdated technology
does not meet the required capacities.

problems currently facing The Local Municipality of Madibeng is
youth unemployment. This problem
encourages the youth to engage in
criminal activities.

he demand far surpasses the supply and during hot seasons, the raw

Key problems in the municipality
in
relation to water services can be summarised as poor water and sanitation
services provision. The services provision which often results in water supply
disruptions, poor water quality, poor
maintenance and operations of water
infrastructure. Uneven provision of
services to communities, project delays
due to prolonged pro-current processes
and possible fraud and corruption and
high water losses. Despite the fact that
the municipal is being judged negatively in service delivery by the communities around, Madibeng as category
B, Grade 4 municipality dermarcated
into 36 wards with 72 councillors

short-term trade-offs. Moral outrage is
not enough - the structural problems and
demand in peak season 108 mega litres
per day. Age of equipment exceeded
its life span, high maintenance cost
which is also limited due to financial
constraints. The status of Hartbeespoort
Water Treatment Plant supply 10 mega
litres and demand of 11 mega litres per
day and in the peak season the demand
of 15 mega litres per day and also
under refurbishment by DWA, Rand
Water bulk augmentation (9 mega litres
per day). The supply of water in rural
areas stands out that the municipality
currently tankers water to rural areas
through 18 hired and 6 owned water
costing approximately R2 million per
month. Water supply to ODI areas are
by means of Bulk Supply by City of
Tswane of approximately 25 mega litres
per day amounting to an average of
R3.4 million per month. Remedial plans

supply through boreholes in the area of
Majakaneng is completed while in Maboloka, Mmakau, Jericho and Madidi it
is still in progress.

divides. The youth unemployment is
currently the reason for the outbreak
of uncertainties in the municipality of
Madibeng. Every time when someone
is not satisfied about something in the
community, there has to be a violent
protest and memorandum submissions.
We said it previously and we will
again repeat it that the municipality of
Madibeng structural unemployment
crisis which affects the youth in particular is amongst the highest in the North
West Province.

Is this our constitutional right? To
live like animals!! Should we accept
to be treated as such by our municipality? Why does our municipality
want us to live like dogs and to sh**t
anywhere in full view of everyone
while there are toilets in every taxi
rank which are only reserved for
specific people?
S
ome of the public toilets are in
such bad state that even a dog itself
cannot use them. Instead, our senior
municipal employees continue stealing
the tax payers’ money to support themselves and their sidekicks while failing
to provide what they have promised to
the innocent population. Is the municipality thinking that the population in
town does not deserve toilets or they
should just go on open fields surrounding our CBD to help themselves? Or
maybe we do not know perhaps those
toilets are not public toilets and are of
course reserved for municipal employees only? Why not put a restricting
board on every entrance of every toilet
clearly indicating to the public that the
toilets are strictly reserved for municipal workers who are seen on daily basis
walking around pretending to clean up
the CBD and the toilets.
By so doing, this indication would
help a lot in terms of who should use
the toilets, the restricting board would
also give a direction to the public that
whenever they need to use toilets they
must look for private toilets in town and
pay a certain amount of money. In other
words, our municipality is promoting
the privately owned businesses running
small toilets businesses by making lives
difficult for the entire population by
closing down all the public toilets in all
the taxi and the bus ranks in town.
Back in the days during apartheid
era we used to get restricting signs
for specific races and colours to use
selected areas in the country. Today
Madibeng reminds us of those olden
days and transforming us into being
bitter and having hatred in our hearts.
Madibeng have been denying people
water, jobs, opportunities, lands of their
own and RDP houses to name the few.
Dogs and Cats owners are
fighting like dogs and cats
This happened at Elandsrand next to
Light House School in Brits after the
owner of the cats complained to the
owner of the dogs that his dogs are
always making noise during the day
and at night.
Today once again Madibeng is deliberately killing businesses in the CBD by
preventing the population access to the
public toilets. Why build toilets that are
not accessible, toilets that are difficult
to maintain and toilets that are constantly locked for no apparent reason? What
are we learning from our municipality when everyday we have to witness
elderly people having to help themselves on open spaces in the view of
everybody? It is very annoying to hear
elderly people among others complaining about the toilets every time they
come to town for their Social Grants.
They cannot afford to pay the amount of
money required by the privately owned
toilets companies. You will never even
see the budget allocated for the toilets
in the budget presentation. It is as if
the municipality has forgotten about
those terrible toilets or forgotten that
the public is entitled to public toilets
use or maybe they think that members
of the public are like dogs and can do it
anywhere they want to.

ccording to the dogs’ owner, he had
small dogs before and those dogs
were troubling the neighbours because
they used to jump out of the fence, until
he decided to close all the illegal entries
and buy bigger dogs that will behave
and scare the intruders.He further said
that he bought the dogs for his protection, before he had dogs, there used to
be numerous counts of housebreaking. He did not buy dogs to disturb his
neighbours or bite innocent individuals
but for his and his properties protection. “During the night we are disturbed
by many cats screaming and fighting
behind our houses. I even suspect that
maybe the reason my dogs bark at night
is because of the many cats in my neighbours yard. She cannot tell me to get
rid of my dogs, she must do that to her
cats first.” said the dog owner. On the
other side, the owner of the cats dislike
the dogs saying that the dogs are always
barking and making noise at night. This
is causing her sleepless nights and now
she wants the dogs owner to do something about the dogs. When the barking
happens, the owner of the cats goes next
door and knocks at the gate demanding that the dogs owner must shut them
down or kill them if necessary. As aggressive as he was, the dogs’ owner on
the 11th of May 2015 went to court for
protection order against the cats’ owner.
Saying that he wants to put an end on
the issue and that everybody must mind
their own business and stop interfering
in other people’s businesses. He further
said that if the cats owner comes again
to complain during the night, he will immediately call the police so that she can
be arrested.
Mahumapelo is loosing
his popularity
Apparently members of the public in
Mahikeng and some members of the
African National Congress (ANC) in
the area have uncertainties about the
leadership of the North West Province, under Supra Mahumapelo.

Mahumapelo, the wife to the Premier Mahumapelo, has a McDonald’s
franchise. One of the franchise outlets
that Kule owns was officially opened

2014. The town is part of the restaurant
chain’s plans to expand into urban areas
and smaller towns around the country.

A scary self-made-dam

area. The company used the site for
crafting granite stones to create fine
stones such as Tombstones.

for fishing and perhaps swimming. But
what will happen when the adult is
unavailable and the kids go fishing and

ince being abandoned by the company, people in the area are sometimes using the dam for fishing and
swimming in hot weather conditions.
The place has now turned into a ‘killer
dam’ with a number of murder cases
reported. Known by many as ‘Gwari
dam’, it is further alleged that in the past
years the self-made-dam has swallowed
a number of people including school
children. A rumour is spreading that
there is a big snake in that dam that is
particularly killing students every year.

owner decides to move to the next portion leaving the open hole which will
after couple of rain falls become a place
for snakes and dangerous reptiles. Not
only snakes and dangerous reptiles such
as alligators and crocodiles find a home
at the self-made-dam, different kinds
of fish will also want to be recognised
and seen at the dam. In that case, the
community will from time to time visit
the place with fishing rods and nets to
catch the fish. Under no circumstances,
the message has been spread through
community gatherings, warning the residents to stay away from the ‘killer dam’
until the matter is resolved and the dam
is permanently sealed for safety.Turning
deaf ears and being literally driven by
hunger, members of the community at
the particular area still continue visiting
dam and performing illegal fishing.

the parents or adults travel to the dam,
they go together with their kids to teach
them how to fish. Thinking that they
have learned enough, later on, the kids
visit the dam on their own for fishing
and swimming. This then results in
some of the kids being swallowed and
killed by the dam. A nearby resident,
Joyce Madagane, who stays near the
dam said that she sees many people
almost everyday visiting the dam for
fishing and swimming. “Residents in
Phase 3 section pleaded with each other
on several occasions that no one is supposed to go and do fishing or swimming
in that dam because the dam is too dangerous. Unfortunately, residents never
take the plea seriously and are continuing visiting the dam.” “They were also
told that the dam is not for fishing or
swimming and will be sealed in a short
while. But you know our people, when
they are hungry they tend to lose focus
and act irrationally; they never listen
when they are warned.” “We strongly
demand that the owner of the abandoned

Is our Country fulfilling ‘right to free
education for all’?
It is important to begin a discussion
of this nature by sketching the legal
framework on which such a right
is premised. The objective of doing
so is not to overload the paper with
too much legalese, but to ground the
discussion within a factual context.
T
he Convention on the Rights of
the Child (CRC) defines a child
as a human being below the age of
18. In Article 28, it points out that
state parties should recognise the right
of a child to education, with the view
to achieving this right progressively
and on the basis of equal opportunity.
In particular, member states must
make primary education compulsory
and available to all, and also develop
different forms of secondary education that should be made accessible
to every child, taking appropriate
measures such as offering education
for free or providing financial assistance in cases of need. Section 29(1)
of the South African Constitution says
“Everyone has a right to: (a) a basic
education, including adult education,
and (b) to further education, which the
state, through reasonable measures,
must make progressively available
and accessible.” AfriForum is of the
opinion that the statement made by the
MEC for Education, Panyaza Lesufi,
that Afrikaans schools are only accessible to white people is racist. Carien
Bloem, Coordinator of Education
Campaigns at AfriForum, says that
Lesufi unfairly labels learners who
go to Afrikaans schools to receive
education in their mother tongue.
She emphasizes that Afrikaans is not
solely the mother tongue of white
people, but also other race groups and
that Lesufi is stripping these learners
of the choice to learn in their mother
tongue. “Learners choose to go to
single medium schools to learn in
their mother tongue due to the quality of the education. How are parallel
medium schools going to maintain the
same standards in providing mother
tongue education if everyone speaks a
different language?” Bloem says.

political unrest and poverty.
Mentally ill man causes a
terrible accident
Three motor vehicles were affected
in an accident after it is alleged that a
mentally ill man jumped on top of one
vehicle and caused a rampage. After
the man was hit by the vehicle he immediately stood up and fled the scene
unharmed.

he mentally ill man is a well-known
person in the Brits CBD and is also
nicknamed ‘Traffic Officer’. According
to bystanders, the ‘Traffic Officer’ who
is always half naked and in a hurry is
seen everyday on the middle of the road
controlling the traffic and allegedly confusing the motorists. They said that the
ordeal has been taking place for quite
a long time since and no one is taking
care of the situation. They further said
that the ‘Traffic Officer’ sometimes
controls the traffic in full view of the
real traffic officers when there are accidents or when the robot has stopped
functioning. On the 20th of May 2015,
‘Traffic Officer’ nearly killed by a running motor vehicle or caused death to
the people in the affected motor vehicles
when he accidentally jumped on top of a
running vehicle at the Robot that is next
to the main bus and taxi ranks. Is there

Brits is growing rapidly and as aggressive as they are, they get involved in
house and shop break ins, theft, robbery, rape, murder and various acts of
violence. Some of these people have
escaped from mental institutions around

while others are being changed by the

Our money has gone to
waste!
A wasteful expenditure project! Was
it really necessary for the dying municipality to have pole decoration that
is improperly maintained and has
cost about R177 000-00. This money
could have been used to address other
important basic needs such as water
and sanitation.

We do believe that the poles used at
the park were not bought but donated
by a certain good Samaritan who felt
that the poles were no longer required.
Then the constructor saw fit to use the
poles that were freely given to decorate
the park and maximise his profits. Why
are the poles not being fixed? Who is
the municipality protecting? Why is
the municipality so useless in spending
money? The way they are spending
money, is like there is no monitoring
departments in the council. There is no
justice in our municipality, if someone
does something wrong, the person must
be exposed no matter what.
A transfer station is a building or
processing site for the temporary
deposition of waste. Transfer stations are often used as places where
local waste collection vehicles will
deposit their waste cargo prior to
loading into larger vehicles.

the waste to the end point of disposal in an incinerator, landfill, or hazardous waste facility, or for recycling.
In the future, transfer stations could
be equipped with material recovery
facilities and with localized mechanical
biological treatment systems to remove
recyclable items from the waste stream.

single shipment, communities can save
money on the labor and operating costs
of transporting the waste to a distant
disposal site. They can also reduce the
total number of vehicular trips travelling to and from the disposal site.

until those corrupt officials are removed
from the council and put behind bars.
The police must further treat the corruption in the municipality as a serious
crime. The police must also infiltrate
and establish the way this crime syndicates in the council operate. People
such as Mapulane are ruining the affairs
of our municipality with a number of
municipal officials working hand in
hand with him. The question regarding Madibeng at the POL was, ‘should
the government bring back the death
sentence for corrupt officials at the Lo-
dent. Meanwhile Oukasie is now being
regarded by many as a ‘Waste Transfer
Station’ because all the entrances are a
dump site including some parts in the
inside of the area. Many individuals
and companies around the area dump
their waste materials at the place and
make the situation worse. Community
leaders in the area turned deaf ears and
are saying nothing about the situation.
The place has now turned into a stinking zone with disgusting refuse all over.
A tender was awarded to construct a
Waste Transfer Station in Oukasie.
The Waste Tranfer Station was scheduled to be located at the old entrance
next to the railway line towards Mashao
road. The contractor proceeded with
the work and in less than two months or
so, it is alleged that the money for the
tender was finished before any fruitful progress could be seen. After the
money scandal, the contractor decided
to call it a day, leaving the workplace
with an ultimate huge hole that will
later result in being a deadly zone.
There was also a fence surrounding the
place and a site office. Few weeks later
the fence was no more and only the site
office with security guards remained.
Residents indicated that only if the station had been completed and functioning, none of these illegal dumping and
shortage of waste trucks would have
been experienced. While some of the
residents are arguing the fact that the
Transfer Waste Station be constructed
in front of the location as it will be a
disgrace for the location to have dirt
in the front where the place is used by
everybody as the entrance.

promotes them to continue doing harm
to the public and corrupt the municipality. They said why was Mapulane
given R15 million after it was alleged
that he stole millions in the municipality? Did the ANC orchestrate the whole
thing and allow Mapulane to walkaway
a free man? Out of the total, those in the
POL who said the municipal officials
must be stoned were 5% and those that
said they must be hanged were 86%
while those that said they must be promoted to do more corruption or did not
care were 9%.

fter countless violent protests in
our Municipality, our Province
implemented a most wanted section,
Section 139 (1) b so that the incompetence of our Municipal leaders can be
tested and be exposed to the public once
and for all. Nonetheless, what we are
witnessing today through the implementation is another unwanted public funds
spending inappropriately carried out by
our government when planning forever the strategy to be used to save our
municipality from the criminals. Our
government is hosting countless meetings that also need to be challenged and
tested. What is needed in Madibeng is
not meetings that we see every Monday
at the Fire Station, but two hands in
the gloves and foot in the boots to start
the working missions and eliminate
incompetence. Our communities for so
long have been hearing many stories
from the government with regard to key
problems in Madibeng. The problems
can be summarised as poor water and
sanitation services provision which often result in water supply disruptions.
Poor water quality, poor maintenance
and operations of water infrastruc-

ture, uneven provision of services to
communities, project delays due to
prolonged procurement processes and
possible fraud and corruption and high
water losses. The terms of reference for
the intervention team include planning and prioritisation of infrastructure
programmes and projects on water and
sanitation services, allocation of the
budget for water and sanitation programmes and projects, overseeing the
procurement of goods and services in
relation to water and sanitation services,
management of the Project Management Unit and Monitoring and overseeing of water and sanitation projects and
programmes. The seating and chatting
in the boardrooms must come to an end
and the working mission start rolling so
that the population can now have what
they have voted for which is water and
sanitation among others. There are
many questions as to whether the new
administration in Madibeng will be able
to make changes in our municipality
and prioritise service delivery. Municipal employees who steal the tax payers
money should be sent away for a long
time.

South African School Choral Eisteddfod Primaries
The South African Schools Choral
Eisteddfod is one of the most prestigious events in the annual school
calendar. According to Mogale, it
is part of their broader strategy for
building social cohesion and promoting unity in diversity as envisaged in
the 1996 Constitution of democratic
South Africa.

Dithuto tsa Sekolo, SATB MDQ: The
Crown of Roses, Sextet: Molly Malone,
SSA Afrikaans: Kom Dans Klaradyn,
SSA Western: Where the Gentle Avon
Flows, SSA African: Seotsanyane and
Folklore. Madibeng SASCE Committee
comprises of the Coordinator Departmental Official T. Kabelo, Chairperson
Mogale E from Maruatona Primary,
Secretary J Kungwane from Kutlwano
Primary, Treasurer T Sefike from

Semake’s Coaching & Mentoring
Institute (SCMI) hosted a launch for
their new products and introduced
dynamic accredited programmes.
The launching took place in Brits Primindia Hall on the 24th of April 2015.

CMI was established by a team
of professionals whose aims is to
drive the implementation of effective
training and development programme
in and around Brits. The vision of the
company is enshrined in Batho-Pele
principles which are promotion of the
customer satisfaction which is holistic
in approach. The Institution has been accredited with Services Sector Education
and Training Authority. The Services
Sector Education and Training Authority (or Services SETA as it is more
commonly referred to) was originally
established in 2000 to ensure that the
skills needs of the services sector would
be identified and correctly addressed.
Its aim is to drive the implementation of
effective training development programme which is based on the principle
of competency based training (CBT);
mastering adult learning. The objectives
are to express commitment to quality
and customer satisfaction at all times.
To create an increasing customer base,
to endeavour to achieve growth and
profit in line with industry and company
standards, to pride ourselves on delivering excellent training interventions and
the mission being to produce competent
learners with maximum knowledge and
skills that are emotionally, intellectually; spiritually, physically and Professionally matured.
SCMI products and services include the
following: Training (Credit bearing/ unit
standard based) Learnership and Skill
Programmes; Employ a systematic approach to achieving objectives - level 4,
motivate and Build a Team level-4,
Apply Leadership in a work contextlevel 5 and Demonstrate knowledge
and understanding of HIV/AIDS in a
workplace; and its effects on a business sub-sector; own organization and
specific workplace. Level 4.
Bojanala District Municipality needs to be dissolved
An unreliable District Municipality
could be the cause for poor service
deliveries within the Local Municipalities.
B
ojanala District Municipality is one
of the Municipalities that have been
established for no reason. In most cases
you would find municipal workers in
the municipality seating around without
any job to do. Why was the municipality established in the first place while
we have a provincial administration that
can do everything. The money used in
that municipality can be used in other
municipalities and help resolve the
challenges that the municipalities have.
Therefore there is no need for the municipality to remain functional, it needs
to be dissolved immediately.
Water bills very high, water
tankers very scarce
There is a huge water crisis in
Rabokala. The water tankers run
through Rabokala to supply yet the
area has no water. In some sections
the tanker comes only once per week.
A
mid this lack of water, Madibeng
Local municipality is pumping the
residents with water bills that are going
higher and higher every month. I find it
very irrational that a water bill should
be issued when people are shunting
around in search of water.

Brits Third Team (Pit Bull) Rugby

he owner and coach of the
club Mr. Luan Degenaar told
Madibeng Times that he is very
much impressed with the performance rendered by the boys in the
last match played against Silver
Valkens. “Even though the match
was tough we managed to pull
through.” said the coach. Before
the match between Pit Bull and
Silver Valkens, the Pit Bull hosted
the Correctional Services and the
Correctional Services won the
match by 33-0 and the second match
between Dragons saw the Dragons
winning by 20-7. Apart from that,
a great improvement was registered
