Review, Accessibility Assessment, and Recommendations | Callista Womick ’13 2 Project Overview As part of the uAcademy for Conscious Social Change1, ICallista Womack 13' along with Victoria Townsend ’14', developed a venture focused on increasing support for pregnant and/or parenting undergraduate Students at Dartmouth College. Our Their vision statement read: “We hope for institutional and communal support from Dartmouth College for undergraduate parents, whether they arrive here with children or choose to have children after joining our community. Undergraduate parents will have a support group of other young parents; guaranteed family housing through the Undergraduate Housing Office; access to health services at Dick’s House and, when necessary, support in seeking health services off-campus; a clean, safe play space to share with other community families; and, above all else, the ability to pursue an undergraduate degree from Dartmouth College without undue pressure to choose parenthood over academics.” In October of 2012 I Callista reached out to the Director of the CGSE for guidance on theour project and, after meeting to discuss specifics, was invited to work on the project in the context of revitalizing the outdated Pregnancy and Parenting Resources Clearinghouse. Over Winter term of 2013, I Callista contacted various campus offices and researched resources available at and beyond the College. The information in this review reflects the state of pregnancy and parenting resources available to undergraduate students at Dartmouth College as of Winter 2013. It is my the hope of the project organizers that the College will expand its resources and update its infrastructure in order to increase the feasibility of pursuing an undergraduate degree while pregnant and/or parenting. Pregnancy and Parenting Lending Library Current Holdings Before the static online listing was removed, I it is noted that the most recent book listed is from 1992 and the mode publishing year is ’91/’92. It might be worthwhile to add more recent books to the collection. It is also noted that some books in the collection seemed to contradict the CGSE’s mission of fostering respect, understanding, and exploration of diverse individual and cultural identities. It is recommended that each item in the collection be reviewed before the new online listing goes live and, where appropriate, certain books be removed. An idea for updating the collection is to encourage graduating seniors to donate books in honor of their parent(s) or guardian(s). Suggested Acquisitions The Birth Partner, Penny Simkin Born Dancing, Evelyn B. Thoman and Sue Ellin Browder 1 “The uAcademy for Conscious Change is an experiential education program designed and delivered by Global Grassroots, a local non‐profit which operates a social venture incubator for women survivors of war in central Africa[, in cooperation with the Dickey Center for International Understanding and the Rockefeller Center for Public Policy]. The uAcademy provides [an] opportunity for Dartmouth juniors and seniors to develop the skills to advance social change via a transformational paradigm from idea conception through implementation. The program incorporates three components: conscious leadership practices, social entrepreneurship tools, and conscious change methodologies.” Adapted from the uAcademy PILOT promo flyer distributed during Fall 2012. Kushner The Womanly Art of Breastfeeding, Diane Wiessinger Catalogue Recommendation It is recommended that the new listing of books involve a way to search by not only title and author, but also topic. Ideally, it should be possible to know whether a book is available or not through the online interface. Dartmouth College Library Resources The Dartmouth library system has 1,237 hits for the term “pregnancy,” 545 for “parenting,” 239 for “fatherhood,” 136 for “motherhood,” 85 for “giving birth,” 57 for “childbirth,” and 9 for “doula,” many of which are relevant (that is, not strictly academic). Students seeking information should absolutely be advised to take advantage of Dartmouth’s library holdings and journal subscriptions as well as those available through Borrow Direct2. Campus Accessibility Child Care Project at Dartmouth College CCP staff advise parents about choosing childcare, best practices, and state regulations, and offer referrals to childcare providers. These services are provided for free. 2 Borrow Direct is a patron-initiated rapid book request and delivery system. It enables faculty, staff and students to search the combined library catalogs of Brown, Columbia, Cornell, Dartmouth, Harvard, Massachusetts Institute of Technology, University of Pennsylvania, Princeton, Yale and the Center for Research Libraries, a collection of over 50 million volumes, and directly request expedited delivery of circulating items. < http://www.dartmouth.edu/~library/res-share/borrowdirect/> Pregnancy and Parenting Resources Clearinghouse Review, Accessibility Assessment, and Recommendations | Callista Womick ’13 4 Dartmouth Dining Services DDS offers discounted pricing for children: Children 3 and under are free. Children 4 to 11 are: $4 for Breakfast $5 for Lunch $6 for Dinner Children 12 and over pay the adult price: $7.75 for Breakfast $10.25 for Lunch $13.95 for Dinner Dartmouth Student Group Health Plan Students enrolled in the Dartmouth Student Group Health Plan (DSGHP) may add dependents and spouses to their plan for an additional fee. A dependent application is due to the DSGHP office by the start of each plan year and a new dependent application3 needs to be submitted each plan year, dependent re-enrollment is not automatic. Fees for 2012-2013 Student only: $2,006 Additional fee for One dependent: $3,402 Two or more dependents: $4,861 The cost of the plan for dependent coverage is in addition to the cost of the plan for student coverage. Spouses and domestic partners enrolled in the plan are subject to an annual spouse/domestic partner health access fee of $225. Dick’s House The Women's Health Program provides services that encompass gynecologic annual examinations, breast concerns and exams, contraception counseling and prescription, as well as medical evaluation, treatment and prescription for menstrual irregularities, urinary tract infections, sexually transmitted infections, emergency contraception, pregnancy and other women's health concerns. They refer to Dartmouth Hitchcock Medical Center for gynecologic diagnostic procedures and specialists when necessary, including gynecologic surgeons, reproductive endocrinologists, and obstetrical teams including nurse midwives. Strict confidentiality is maintained at all times with regard to patients’ medical records. No one outside of the Health Service has access to a patient’s medical records without the patient’s written permission, except when needed in serious emergencies or as required by Federal and State laws. 3 http://www.dartmouth.edu/~health/docs/12_13_dsghp_dependent_application.pdf Pregnancy and Parenting Resources Clearinghouse Review, Accessibility Assessment, and Recommendations | Callista Womick ’13 5 Financial Aid From the 2011-2012 Dartmouth College Financial Aid Handbook4: “If you enter Dartmouth as a dependent student, it is expected that this status will not change and that your need for Dartmouth scholarship will be evaluated as a dependent student until you graduate. Meeting the federal independent student definition does not change Dartmouth standards for institutional scholarship eligibility. Only in rare cases where there are extreme extenuating circumstances will a student's Dartmouth scholarship eligibility be evaluated as independent. " (page 16) “You are considered independent for federal financial aid for the 2011-2012 award year if you are 24 or older as of December 31, 2011. If you are under 24, you will only be considered independent if you are: Married. A student with legal dependents other than a spouse.” (page 17) "If you marry while enrolled as an undergraduate at Dartmouth, you will still be considered a dependent student, and we will expect a need-based contribution from your parents. You will receive no more Dartmouth scholarship assistance than you would have received as a single student. On the other hand, depending upon the circumstances, we may expect a contribution from a working spouse in addition to a parental contribution. Students contemplating marriage should discuss the financial aid implications with a financial aid officer. Older students who are married at the time of admission and who have been independent prior to college enrollment will be considered “self-supporting,” although a spousal contribution will be included as a resource, if applicable." (page 17) Students are encouraged to contact a financial aid officer early on to assess any potential changes to their financial aid package. Greek Life None of the publicly available Bylaws and Constitutions of the Panhellenic Council5, the Interfraternity Council6, the Coeducational Greek Council7, or the Greek Leadership Council8 includes any kind of nondiscrimination clause for the selection of members or election of officers, let alone one which states that marital and familial status not be used as bases of discrimination. All four Councils failed to respond to multiple inquiries about nondiscrimination policies or the existence of more recent governing documents. I The project organizers did not inquire with individual houses about their nondiscrimination clauses; doing so may prove more fruitful. 4 http://www.dartmouth.edu/~finaid/docs/financial_aid_handbook.pdf Panhell Bylaws (updated May 21, 2012): http://www.dartmouth.edu/~orl/greek-soc/cfs/panhellenic_council_bylaws_updated_5_21_12.pdf 6 IFC Bylaws (updated August 28, 2012): http://www.dartmouth.edu/~orl/greek-soc/cfs/ifc_bylaws_8_28_2012.pdf 7 Neither Bylaws nor a Constitution are publicly available for the Coed Council and no one responded to requests that they be shared. 8 GLC Constitution (updated May 17, 2005): http://www.dartmouth.edu/~greeks/bylaws.html 5 Pregnancy and Parenting Resources Clearinghouse Review, Accessibility Assessment, and Recommendations | Callista Womick ’13 6 Office of Residential Life From College Residence Policies and Terms, Section IV: Housing Policies9: Eligibility. All first-year students who are not married, living with a dependent or in a College-recognized domestic partnership are required to live on campus during their first three academic terms at Dartmouth. Requests for an exemption to this requirement should be directed to the Office of Residential Life. Sophomores are guaranteed housing provided they are enrolled in classes in Hanover and participate in Room Draw or apply by the appropriate housing application deadline. The Office of Residential Life does not provide family housing. Students who are married, in College-recognized domestic partnerships, or living with dependents are referred to Jennifer Jones at the Dartmouth College Real Estate Office for help finding off-campus housing. Office of Visa and Immigration Services Advisors meet with students individually to discuss how specific issues might impact underlying immigration status. Student Accessibility Services From Ward Newmeyer, the Director Department of Student Accessibility Services: “Pregnancy per se is not considered a disability (e.g., an "uncomplicated" pregnancy). However, there can be pregnancy-related medical issues that, even if temporary, would cause services we offer to be appropriate. In such circumstances, we offer services and academic adjustments that are appropriate in the same manner that we serve other students with disabilities. For example, students restricted to bed rest (i.e., for preeclampsia) for a long enough time to miss important class activity and for a short enough time that they should not have to withdraw might be authorized for note-taking services, among other things.” Off-Campus Housing Information Dartmouth Real Estate Office The DRE Rental Housing website provides listings of College-owned rental properties as well as listings from area landlords. You can base your search on a number of criteria, including cost, size, furnished or unfurnished, pet policy, lease term, and even distance to campus. Pregnancy and Parenting Resources Clearinghouse Review, Accessibility Assessment, and Recommendations | Callista Womick ’13 8 Connect with current undergraduate parents During my project research the names of three current undergraduate student parents came up. I Project orgranizers wereas unable to connect with them, but they would certainly be able to shed even more light on the experience of being both a student and a parent.
