ASEAN Leadership Awards on Rural Development and Poverty Eradication AWARD GUIDELINES ASEAN Second (2nd) Leadership Awards on Rural Development and Poverty Eradication (RDPE) I. Description The ASEAN Rural Development and Poverty Eradication Leadership Awards is a regular activity of Senior Officials Meeting on Rural Development and Poverty Eradication (SOMRDPE) under the Framework Action Plan on Rural Development and Poverty Eradication (2011-2015). The Awards is convened once every two years in conjunction with the biennial ASEAN Ministers on Rural Development and Poverty Eradication (AMRDPE). The host country of the 9th AMRDPE will be the Lao PDR. The objectives of the Leadership Awards are as follows: a. Recognize the roles, outstanding achievements and contributions of non-government organizations/ civil society organizations (NGOs/CSOs) in the Philippines to the rural/community development, livelihood and poverty reduction of local communities; b. Encourage the NGOs/CSOs to continue and strengthen their work and contributions to rural/community development and poverty eradiation in the country and, in a broader context, to the ASEAN Community Building by 2015; c. Promote inclusiveness through closer cooperation and partnerships between the government and NGOs/CSOs in developing rural areas/communities and eradicating poverty in the country; and d. In the spirit of promoting a people-oriented ASEAN, promote ASEAN awareness amongst the NGOs/CSOs and bring ASEAN closer to people’s heart. II. Eligible Participants The Awards are for NGOs/CSOs in the Philippines with outstanding achievements and contributions to the rural/community development and poverty reduction in ASEAN Member States. III. Eligibility Criteria Interested organizations must meet the following criteria: National or Local Organizations - must be registered with the Philippine Council for NGO Certification (PCNC), Cooperative Development Authority (CDA) or Securities and Exchange Commission (SEC) as a non-government organization Must have been operational for at least the past three (3) years Must be engaged in programs, activities or efforts for rural development and poverty eradication in the Philippines. Winners from the past awards are not eligible to apply 1 IV. Mechanics, Guidelines and Requirements 1. There is no application cost. 2. Self-nominations and third-party nominations are accepted, provided that, they are signed and attested by the head of the nominated NGO. 3. The eligible organization should submit the accomplished nomination forms in three (3) hard copies to the National Anti-Poverty Commission (NAPC). 4. The eligible NGOs/CSOs are also required to submit the following supporting documents in three (3) hard copies to NAPC: a. Project/program accomplishments that showcase significant contribution to the rural/community development, disadvantaged groups, and other poverty eradication efforts in the country. b. Adequate documentation of the following information: Organizational profile which outlines the background of establishment programmes, organizational structure, experiences, and achievements Description of the projects dedicated to rural/community development and poverty eradication efforts in the country, and the project/program impacts to the target communities Submission of photos, videos and other related documentation to the implementation of the projects/programs are welcomed Send the completed nomination forms and supporting documents to this address: National Anti Poverty Commission (NAPC) LWUA Water Supply Training Center (WSTC) Building, MWSS-LWUA Complex, Katipunan Avenue, Balara, Quezon City Attention: USEC. The Selection Committee will assess initial entries and select a shortlist of five nominations, before the selection of winning entries after a process of further evidence or inquiry. 6. The shortlisted NGOs and the NGO Leadership Award recipient will be posted in the NAPC website and bulletin boards. 7. NAPC will coordinate with the shortlisted NGOs and the recipient of the ASEAN Leadership Award for further announcement. 8. The NGO Leadership Award recipient will be invited to participate to the Second (2nd) ASEAN Leadership Awards Ceremony during the Ninth (9th) ASEAN Ministers Meeting on Rural Development and Poverty Eradication (AMRDPE) in Lao PDR this year (date to be determined). 9. The winning NGO from the Philippines will be awarded together with the other nine (9) nominated NGOs from the ASEAN Member States. 10. The Awards will be given in a form of trophies and certificates that will be arranged by the ASEAN Secretariat. The certificates will be jointly signed by the AMRDPE Chairperson and the Secretary-General of ASEAN. 11. The round trip airfare and hotel accommodation of the ASEAN Leadership Award recipient shall be shouldered/sponsored1 by NAPC, maximum of two (2) representatives from the winning NGO from the Philippines. 1 NAPC shall source funds from the Policy, Monitoring and Social Technology Service (PMSTS) fund, specifically for participation to ASEAN-related activities and advocacies. 2 V. Evaluation Criteria The Selection Committee will evaluate the organizations based on the following criteria: Criteria Impact Description Tracking and documenting results that show a positive, tangible sustainable impact of program/s on rural development and poverty eradication Weight 50% Sustainability Innovative practices within the program and/or project activities, implementation mechanisms and other measures to ensure sustainability of the impact of the program/project initiative 30% Leadership, Partnerships and Community Empowerment Demonstrating leadership in inspiring change while addressing specific needs in the community, developing innovative partnerships with the community, government, other NGOs/CSOs, and other relevant stakeholders, (publicprivate initiatives, if there are any) and quality of engagement with the community. 20% Total 100% The winning NGO will be selected or chosen according to the degree of organization’s outstanding achievements and contributions to the rural/community development, livelihood and poverty reduction of local communities. VI. Benefits The selected NGO will be recognized in the Ninth (9th) ASEAN Ministers Meeting on Rural Development and Poverty Eradication in Lao PDR in 2015. This year’s Awards will be an opportunity for the National Anti-Poverty Commission (NAPC) to understand the enabling conditions that will allow for the replication and scaling up of the successes of the nominees. NAPC commits to form a policy research and policy-implementation advocacy team that will support the winning NGO in an advocacy to replicate, scale up of mainstream its successes into government programs. The policy research and policy-implementation advocacy to be chosen shall be one that will best support priority agenda of the newly-elected Sectoral Councils of NAPC. 3 VII. Stakeholders Involved The process of selecting and giving the Awards will involve the following stakeholders: 1. The host country of the AMRDPE will organize the Awards ceremony in conjunction with the AMRDPE. The AMRDPE Chairperson will sign the Awards certificate together with the Secretary-General of ASEAN. The AMRDPE Chairperson will give away the Awards to the ten nominated NGOs/CSOs at the ceremony. 2. The SOMRDPE Focal Points will be responsible to select the suitable NGOs/CSOs and submit the nominated NGOs/CSOs to the ASEAN Secretariat.
