Marshfield Community Newsletter April 2015
Inspector Neil Muirhead:
Since my last ‘BLOG’ we have run a two day operation in the Marshfield area of Newport. On the
27th and 28th February 2015. The aim of the operation was to tackle crime in the Marshfield ward
and also to reassure residents and help make them feel safe.
The operation was run due to an increase in crime. In February we saw an increase in thefts from
vehicles and non-dwelling burglaries (Shed/Garages).
On 26th February, five sheds were broken into on Marshfield
15Road near to Castleton Rise.
On the 27th February a garage which was left open on Craig Yr Haul Drive had a chainsaw and
mountain bike stolen.
Vehicles have been entered on Cambrian Drive, Cambrian Close, Cambrian Grove, Church Lane,
The Shires and Mallards Reach. These vehicles have been left insecure and property left clearly
on display.
On the 25th February, fishing equipment was stolen from Peterstone lakes.
On the 24th February, equipment was stolen from the new Persimmon Homes site in Coedkernew.
Due to this increase in crime, local Pill officers conducted the operation, and were helped by
colleagues from the Road Policing Unit, the Farm Watch Co-ordinator, our Dog section and South
Wales Police Traffic Dept. The results are as follows;
1 man arrested for Dangerous Driving, Failing to Stop for police, no insurance and driving
otherwise in accordance with a licence
1 man arrested for driving while under the influence of excess alcohol
1 man arrested for driving while under the influence of excess alcohol and possession of a
controlled drug. This man was later charged with these offences and 2 outstanding
making off without payment offences
1 female arrested for driving while disqualified and no insurance. Their vehicle was seized.
1 man arrested for drunk and disorderly
3 fixed penalty tickets issued for Possession of Cannabis
5 vehicles seized due to having no insurance and the drivers reported for driving document
offences with one issued a £300 fine and 6 points.
1 Section 59 warning issued for inconsiderate driving – if seen driving in the same way again,
their vehicle can be seized.

Velothon Wales
Make a note in your diary that on Sunday June 14th a major cycling event will be
passing through the Wentloog Levels. This is an event on wheels similar to a running
marathon. At a recent briefing on the event it was said that 15,000 riders are signed
up to take part in the amateur event with riders leaving Cardiff City Centre from about
7.00am in batches spaced out for safety reasons. The part of the route which affects
us brings them along Wentloog Avenue and the Coast Road through Peterstone and
St. Brides and on to Newport and Abergavenny. I am told the road will be totally
closed to allow the riders to pass in safety. The 300 or so professional riders will
leave Cardiff at 12.30 and should pass through our area quite quickly. Whether the
road remains totally closed between the time the amateur and professional riders
pass through is not clear. The organisers will be contacting businesses that may be
affected and signs will be posted in advance of the event taking place. If you require

This is part of a global series of Velothons taking place in Berlin, Stockholm and other
venues around the World and should put Newport and Gwent on the world stage
once again. The event will have full TV coverage, is free to watch and will attract
thousands of visitors.
No Waiting Order- Marshfield Road
As part of the development at Acorn Place no waiting at any time yellow lines are
proposed either side of the entrance to the development and the entrance to 61a and
62a on Marshfield Road. A short section of yellow line is also proposed opposite the
entrance to Acorn Place. This proposal should be beneficial for traffic safety. Anyone
who wishes to object to the proposed order can see the details at the Civic Centre
during normal working hours and must respond in writing before the 17th April.
Traffic Accidents – Coast Road
There are an increasing number of traffic accidents occurring on the Coast Road
particularly on the bends in St. Brides. It is apparent that vehicles are driving too fast
for the road conditions and a lot of the time exceeding the speed limits. I would urge
everyone to drive with care and keep to the speed limits. Do not cut bends and be
aware that someone who does not know the road may be coming towards you and
may be going too fast or cutting a bend.
Temporary Closure of the Coastal Path
The Coastal Path will be closed at Tabbs Gout, Peterstone from the Cardiff boundary
for a distance of 700 metres to the east to allow repair works to the sea defences to
be carried out. The closure will take affect from April 1st for six months or until the
work is complete if that is earlier. A temporary signed alternative walking route will be
available.

Just a reminder that collection of garden waste re-commenced on and after the 16th
March on your

Cycling Events
In connection with the Velothon a cycle training event for young riders is proposed to
take place at the Velodrome on April 20th
Welsh Cycling are also proposing a “SheCycles” project aiming to encourage women
and young girls to take up cycling and possibly competitive cycling. If you are interested

Broadband
Considerable work is being undertaken by Openreach on their cable route to St. Brides.
I am told that Superfast broadband should be available by June of this year. Work to

Crime
It appears that we have to be vigilant and not leave our cars, houses, garages or
garden sheds unlocked. There have been several incidents in the area recently. If you

Tidal Lagoon
The proposed tidal lagoon between Cardiff and Newport to generate power from the
tides now has it’s own website which you can view at www.tidallagooncardiff.com The
website contains information on the proposals and will be updated as the project is
developed. You can also register for regular updates and telephone them on 02921 510
511 for information.
Register to Vote
Not long now until the general election in May so make sure you are registered to vote.
If you have not received a polling card telling you where your polling station is
telephone the electoral registration office on 01633 210744 to check whether you are
registered to vote.
Fly Tipping
It appears that as soon as the litter picking teams have cleaned up our roads that some
unthinking people throw litter out of their vehicles and mess the area up again. As you
are probably aware the Council’s budget is much reduced and as such we only have
limited time allocated to our ward for litter picking. If you witness anyone throwing
rubbish out of vehicles or dumping rubbish please take vehicle details and report it to

Entry for Marshfield Community Council following March 2015 meeting:
Proposed Multi-Use Games Area. The meeting, which was attended by a number of
local residents who had been made aware of this agenda item, received an
illustrated presentation of the MUGA that is being proposed by the preferred bidder
for its construction. This is aimed at providing a free access, all-weather facility for
tennis, netball, basketball, and 5-a-side style football. The aim is to encourage
young and older people to engage in self-organised activity sport whenever they
want. However, the aims of the proposal, its location in the sports field and a lack
of operational management were strongly challenged by those present and we will
now be critically reviewing the proposal and its objectives. It is probable that we
would then come back with an all-inclusive questionnaire to gauge the opinions of
the wider community.
the very serious situation that would occur if the Village Hall committee AGM failed to
elect a new fully operational team in place of the high number of members retiring.
The present members were elected 4 years ago from a similar situation when the
hall had been closed and locked up. MCC has the ability to take up a fixed number
of seats but the hall is a separate charitable trust and needs to be run
independently if possible. We agreed that members of MCC were free to attend
the AGM as independents if so desired. MCC will work with the new committee to
assist with shortfalls if necessary.
We were pleased to welcome the Police Community Officers to the meeting. They were
able to assist with questions about possible nighttime misuse of a MUGA.
Regrettably, they reported an increase in neighbourhood crime and gave the
message that we should all remain vigilant. However, they were also able to report
that, as a result of their recent Operation, they made a number of arrests and
issued several fixed penalty notices and warnings for a range of crimes. Once
again, we are all urged to resister with their OWL system for real time information
on local crime.
Councillor Joel Williams took up Barchester’s invitation to represent the Community
Council at their “topping out” ceremony at Castleton Care Home. He had a guided
tour of the quickly progressing Care Home. The new home will provide a muchneeded service to our local community and create local jobs for local people. He
reported that the quality of the new facilities was impressive and he is confident that
the new establishment will be a valued asset to our community.
The Council is currently formulating responses to a number of consultations including:
Devolution of Powers to Community Councils;
Tidal Lagoon consultation on their environmental scoping report;
Tax Devolution in Wales;
Powers of the Public Services Ombudsman for Wales;
The new National Plant Monitoring Scheme.

Marshfield JYFC is a vibrant, well organised and welcoming
village football club that runs teams from U7 to U18. We have in
excess of 180 players. We are keen to recruit players at all age
levels but especially at U9 (Yr4), U12 (Yr7) and U13 (Yr8).

managing/coaching an age group or just volunteering on a training

St Mary’s & St Bridget’s Churches
Last month I wrote to you all about the serious financial situation of St.Mary’s
Church in Marshfield. Following the distribution of the March Mail, each house in
Marshfield received a copy of the questionnaire through the door as well as a gift aid
envelope. The Marshfield Store and Post Office has kindly agreed to a box being
placed on the counter to receive the completed forms and any donations you may
wish to give. Alternatively, both could be posted through the Vicarage door or taken
to the church. We have received a small number of responses so far and I urge you
to let us have the forms back so that we can have a true picture of what the church
means to you.
We are launching a website on www.stmarysmarshfield.co.uk to keep everyone up
to date with our news and fundraising events etc. There is also the option via the
web site to access the questionnaire and to answer it on line. May I also ask that
you consider setting up a monthly standing order to support the church, if you contact me I can give you details.
St.Mary’s is holding a quiz on 23rd April at St.Mellons Village Hall ( maximum of 8 in
a team) £7.50 to include supper. The Annual Fete will be held at the church on 30th
May from 11.00am – 3.00pm.
St.Bridget’s is holding a coffee morning at the church on 11th April 10.30am –
12.00 noon and a ‘Pig Racing’ evening at the Lighthouse Inn on 8th May at 7.30pm.
The beginning of April falls during Holy Week with the Maundy Thursday service on
2nd April at St.Mary’s at 7.00pm. This is the service where we commemorate Jesus
washing the feet of his disciples. There are two short services on Good Friday,
11.00am Family service and 2.00pm service of The Cross both at St.Mary’s. Please
bring the children during the morning so they can understand the whole story of
Easter. There is a service at St.Bridget’s on Easter Eve at 8.00pm where the Paschal candle for the coming year is brought into church and a 9.00am Eucharist at
St.Bridget’s – 10.30am at St.Mary’s for Easter Day. Wear your Easter Bonnet and
also colour the Easter Egg from the March edition to win an Easter Egg (a symbol of
the empty tomb of Christ).
Easter Day is when Christians celebrate the Resurrection of Jesus after three days
in the tomb. The gospel accounts tell us of the women coming to the tomb at dawn
and encountering the Risen Christ. It is the most important day in the Christian
year. You will be welcome at both of the churches. In countries where Christianity is
a state religion or where the country has a large Christian population, Easter is often
a public holiday. As Easter is always a Sunday, many countries in the world also
have Easter Monday as a public holiday. Some shops, and restaurants are closed
on Easter Sunday. Good Friday, which occurs two days before Easter Sunday, is
also a public holiday in many countries.
