Staff Attorney II
The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming
law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a
regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three
casino licenses and one slots parlor license in Massachusetts.
The Commission is seeking to hire an energetic and highly motivated individual looking for growth
opportunities to serve as a Commission staff attorney. Ultimately reporting to the General Counsel, the
staff attorney will work on a wide variety of issues and tasks relative to starting up the Commission and
creating the framework for its operations. Examples of these tasks include working with the Commission
and the Commission’s outside counsel to draft regulations and procedures necessary for operation of a
state agency (i.e., state ethics rules, open meeting law, public records, etc.); drafting regulations
necessary for successful implementation of the governing statute; and providing legal advice regarding
the Commission's day-to-day operations, including oversight of racing governed by G.L. c. 128A and
128C for which the Commission is now responsible.
Duties and responsibilities include, but are not limited to, the following:













Review, analyze and summarize legislation and regulations
Support implementation of the Commission’s document management system and responding to
public records requests
Manage legal issues that arise in connection with procurement of and contracts with vendors
and other professional service providers to the Commission
Review transcripts, minutes and other documents connected with meetings of the Commission
and the Commission’s Racing Division
Support the internal efforts for the Commission’s licensing and investigation activities
Demonstrate a flexible leadership style by being fair-minded, forward-thinking, competent, and
inspiring, and in so doing, meet the needs of a broad range of individuals and situations
Communicate in a clear and consistent manner across all agency lines and with people outside
the agency

Skills and Qualifications:
• Excellent research skills
• Ability to work independently in a rapidly-changing environment
• Excellent oral and written communications skills
Experience, Education, and Training:
• 5+ years of legal experience, preferably with a concentration in administrative law
• Familiarity with the practical operation of the Commonwealth's Ethics Laws, Open Meeting
Law, Public Records Law and other statutes that deal with the operation of a government
agency
• General familiarity with the regulatory environment in the Commonwealth and the public
sector
• Admission to the Massachusetts Bar
Salary is commensurate with experience.
