In what seems like a blink of an eye, we are already in the second month of the year; time really
flies when we have a lot of activities and programmes. Well, we have a lot more planned for the rest
of the year. MBAM’s diary is still full of activities for this month, with study visit, seminar and
meetings. Early this month, MBAM welcomed delegates from various countries around the region
for the 39th ASEAN Constructors Federation (ACF) council meeting and 38th International Federation
of Asian & Western Pacific Contractors’ Associations (IFAWPCA) mid-term executive board meeting.
Both international level events presented good opportunities for MBAM to showcase Malaysia and
the Malaysian construction industry on the world stage.
I would also like to take this opportunity to highlight current issues faced by the employers in the
construction industry. First up, the employers were in for another surprise following last month issue
regarding permit renewal of foreign workers. This never ending saga on foreign workers issues was
heightened when we were informed that the immigration officers at the counter had insisted that a
company director must be personally present to renew the permit of their foreign workers. This
contradicts with the previous practice where assigned HR personnel who hold the “yellow card” are
permitted to do the permit renewal at the counter. However, a day after the news broke, the
Immigration Department have stepped forward and rectified the problem by permitting human
resource managers to renew the workers’ permits over the counter. MBAM on behalf of the
construction fraternity would like to extend our sincere appreciation to the Immigration Department
for taking immediate action on the issue and for listening to the pleas of employers.
On another note, MBAM will start with our first Construction Occupational Competency Development
(COCD) Programme for Construction Trade Supervisor (Foreman) for this year on 25th March 2015.
Apart from that, we will also continue with our 3rd series out of total 6 Session of Practical Construction
Contract Administration/Management Programme Seminars and Workshops on 14th April 2015.
I look forward to more participation from our members for this beneficial programme.

The participants had the chance to understand the subject matter better through the interactive Q&A session. MBAM hopes more
members can send participants for the next programme. The third workshop will be conducted on 14th April 2015.
STUDY VISIT TO NATIONAL CANCER INSTITUTE
MBAM Mechanical & Electrical (M&E) committee organized a study visit to
National Cancer Institute (NCI), Putrajaya on 5th February 2015. A total of 35
participants joined the visit which was led by MBAM Council Member cum
Chairman of M&E Committee, Mr. Kenneth Liew. The main objectives of the visit
were to gain experience about planning, operations, and the M&E equipment and
facilities. MBAM’s participants were greeted by the Project Director of IJM
Construction Sdn Bhd, Mr Ng Eng Aan together with his team member. The
programme started with the project briefing by IJM Medical Equipment Manager,
Ms Lena Halim, who proceeded to update MBAM members on the project
overviews.
NCI is a hospital dedicated and specially built to treat cancer that specialises in
providing facilities to cancer patients. The Institute aims to address the growing
needs related to cancer issues in the country and will be facilitating improvements
in the various areas of the NCI control programme. NCI consists of 16 major
Mechanical Services. Nuclear Waste Treatment System is one of the most specialised systems in NCI compared to other general
healthcare facilities. Their system is built to accommodate 28 isolation wards.

39�� ACF COUNCIL MEETING
MBAM President, Mr Matthew Tee, MBAM Vice President, Tan
Sri A.K. Nathan, MBAM Deputy Secretary General 2, Mr Ong Ka
Thiam and I attended the 39th ACF Council Meeting on 5th
February 2015 at the JW Marriot Hotel, Bukit Bintang. The
meeting was chaired by ACF Chairman Mr Ng Yek Meng from
the Singapore Contractors Association, Ltd. (SCAL). Among the
issues deliberated at the meeting were:
a.
Update of the ACSTST programme
The Committee is currently in the stage of finalizing the
training modules template for six (6) trades namely steel
reinforcement work, welding, plastering, system formwork, concrete block laying and structural steel works.

b. Update on new ACF membership of Laos and Myanmar
In progress.
c.
ACF directory
The purpose of printing the ACF directory is to enable ACF to reach
out to the ASEAN region and to create better recognition for the
ACF as a union of construction industry champions of ASEAN.
d. New Chairmanship of ACF for the next term
The Thai Contractors Association (TCA) is scheduled to take over
the next ACF Chairmanship by end of 2015.

Prior to the board meeting Mr Kwan Foh Kwai, MBAM
Immediate Past President cum Board Member of IFAWPCA,
chaired the IFAWPCA Finance Committee on 5th February 2015
to scrutinize the finance reports for 2013 and 2014, finalize
budget 2015 and discuss other related finance matters.

resolutions.

Singapore
Contractors Association Limited (SCAL) has
nominated Datuk Lai Foot Kong to receive the
conferment of IFAWPCA Lifetime Membership
at the upcoming 42nd IFAWPCA Convention. The
nomination was seconded by the Thai
Contractors Association (TCA) and approved by
the board. The board also officially accepted two
membership applications from Cambodia
Constructors Association (CCA) and Mongolian
National Construction Association (MNCA).

With the admission of the above two (2) Associations, IFAWPCA now have eighteen (18) regular member Associations.

At the end of the meeting, IFAWPCA President, Mr Toru
Shiraishi urged members of IFAWPCA to look forward to the
up-coming 42nd IFAWPCA Convention in Tokyo, Japan which
is scheduled to be held on 16th – 19th November 2015 with
the theme “Partnership and Sustainability”. He expressed
his high expectation about the upcoming convention and
said that the seminar organized therein will add value for
the participants with the latest construction related topics

in particular Japan’s proactive initiatives in fields such

As the host, MBAM has arranged dinners for our overseas
guests after a long day of meetings as well as a tour to
the Petronas Twin Tower for the accompanying persons.
The guests were also treated to diverse culinary delights
of the multi-ethnic people of Malaysia at dinners hosted
by MBAM Vice President, Tan Sri A.K. Nathan (ACF
delegation), MBAM Honorary Life President, Tan Sri Dato’
Seri Dr. Yeoh Tiong Lay (IFAWPCA welcome dinner) and
MBAM President, Mr Matthew Tee (farewell dinner).
Many Council members and Committee members took
some time off from their busy schedule to meet up with
friends and business associates from IFAWPCA and ACF.
More than 80 foreign delegates from 17 countries
participated in the ACF and IFAWPCA meetings.

SIGNING OF MEMORANDUM OF UNDERSTANDING BETWEEN MBAM
AND MONGOLIA NATIONAL CONTRACTORS ASSOCIATION �MNCA�
Further to the Mongolian National Construction Association
(MNCA)’s courtesy visit to MBAM in August 2014, both MBAM and
MNCA have agreed to sign a Memorandum of Understanding to
strengthen our relationships on 6th February 2015. The signing of
the MOU between the two organizations was represented by
MBAM President, Mr Matthew Tee and MNCA Executive Director,
Ms Tumenjargal Gursed, and witnessed by IFAWPCA President,
Mr Toru Shiraishi and IFAWPCA Secretary-General, Mr Yoshihiro
Yamaguchi.
MBAM and MNCA are keen to:
a. Collaborate and combine effort with each other to
promote and coordinate the development of the
construction industry and contribute effectively to
the economic development of both countries.

Promote measures aimed at securing improvements pertaining to
techniques, procedures and methods in construction industry.

DIALOGUE BETWEEN MBAM AND BUILDING MATERIALS DISTRIBUTORS
ASSOCIATION OF MALAYSIA (BMDAM)
A friendly dialogue between MBAM and BMDAM was held on 10th February 2015
at MBAM Conference Room. During the dialogue, BMDAM discussed on payment
issues such as the manufacturers enforcement of strict credit limit, credit terms
and tight margin faced by their members. MBAM also highlighted on the average
4 months duration to get the payment from the date of certification and in
addition the retention sum. In regards to Construction Industry Payment and
Adjudication Act (CIPAA), MBAM stated that it is a temporary measure to relief
cash flow but not the final judgment as any party that have a dispute can appeal
finding. Asian culture and mindset need to change to adopt CIPAA as it affect
the relationship with client.

MBAM Contracts and Practices Committee arranged a courtesy visit
to the office of Azman Davison and Co on 12th February 2015. The
visit was led by MBAM President, Mr Matthew Tee which was also
attended by MBAM Contracts and Practices Chairman Cum Deputy
Secretary-General 1, Mr Oliver Wee and Contracts and Practices
Deputy Chairman, Mr Steven Shee. A token of appreciation was
presented to Mr HY Chong, Managing Partner of Azman Davison and
Co. for all the assistance rendered so far by Azman Davison and Co
to MBAM.

MBAM SITE VISIT TO IKEA, CHERAS

At the site visit
MBAM Technical Committee organized a Study Visit to IKEA, Cheras on 12th February 2015. The visit was led by MBAM Deputy
Secretary General 2 and Chairman of MBAM Technical Committee, Mr Ong Ka Thiam together with 62 other participants. The
objectives of the visit were to learn about the adoption of precast construction methodology system, and other issues pertaining
to design, fabrication, logistics and installation of precast system at site.
During the visit, Mr Tang Lai Peng, General Manager of Eastern Pretech (Malaysia) Sdn Bhd briefly introduced Eastern Pretech and
the range of products that they produced from precast hollow concrete slabs, columns, beams, walls, staircase, to unit bathrooms.
The advantages of using precast methodology on construction were highlighted as follows:n

Faster project completion due to less disruption of work at site
Better quality finish as products are manufactured in factory under stringent QA/QC procedures
Reduction of labor at site
Neater, safer and more environmental friendly construction site.
In his presentation, Mr Tang touched on the ongoing IKEA project including the scope of design, supply and delivery, installation
and grouting work. The project is expected to take up 115,500M2 floor area and take up to 7 months to be completed.

MBAM CORPORATE SOCIAL RESPONSIBILITY (CSR) VISIT TO KELANTAN
MBAM conducted CSR site visits on 15th
February 2015 to schools in Kelantan that
we have identified under our MBAM
Flood Relief Donation Drive. The MBAM
delegation was led by MBAM President,
Mr Matthew Tee accompanied by MBAM
Executive Director, Ms Loh Mei Ling,
MBAM Public Relations Executive, Ms
Tessa Hamid and I. We are also pleased
that representatives from our affiliate
member, Persatuan Pembinaan Kelantan
(Kin Cho Hong), i.e. President, Datuk Tan
Liang Chong, Vice President, Mr King Chin
Wai and Second Vice President, Mr Steven
Lee were present as part of MBAM
At SMK Manek Urai
delegations for the visit. We went to three
schools namely, SJKC Yuk Chai, SMK Manek Urai and SK Manek Urai at Kuala Krai to see for ourselves the trail of destruction left
by the recent major flood. One of the school was flooded up to the third floor during the major flood which forced up to 500 victims
to stay on the fourth floor of the school building before they were saved by the authorities.
As a part of our Corporate Social Responsibility (CSR)
programme, MBAM has initiated the first ever MBAM Flood
Relief Donation Drive in order to provide relief for the
victims of the flood that hit this country late last year. With
the unconditional support from our members, we have
managed to collect RM124,400.00 to donate to those who
have been affected by the flood. MBAM have decided that
we will give out the donation in the form of school amenities
to lessen the burden faced by the victims. These donations
are apart from the RM20,000.00 that we have donated
earlier to National Security Council to assist the flood
victims.
At SK Manek Urai, one of the worst hit school by the recent flood

Effective 1st April 2015, the Goods and Services Tax (GST) Act 2014 will be implemented by the Government of Malaysia
replacing the existing Sales Tax Act 1972 and Service Tax Act 1975. I hope that through the series of GST seminar that
MBAM conducted throughout last year have helped in preparing our members better. Of course there will be problems
along the way as it is a new practice for the business communities in Malaysia. But I believe that at the end of the day
it will be beneficial and a good practice for businesses to be more professional and diligent in keeping all the paperwork
in order.
