Millennium Challenge Account – Indonesia Reducing Poverty through Economic Growth Communications and Outreach Director Millennium Challenge Account - Indonesia (MCA-Indonesia) is a trustee institution that represents the Government of Indonesia to implement a five-year (2013-2018) Millennium Challenge Corporation’s Compact Program, a major pillar of the United States-Indonesia Comprehensive Partnership and the largest single pledge made by the United States to Indonesia to date. MCA-Indonesia has three projects under Compact Program: Green Prosperity (GP), Community-based Health and Nutrition to Reduce Stunting (CHNP) and Procurement Modernization (PM). MCA-Indonesia has been fully operational since April 2013. MCA – Indonesia is looking for a qualified professional: Communications and Outreach Director Position Objective: Reporting to the Executive Director, the Communications and Outreach Director will develop and implement broad-based strategic communications strategies and plans to effectively promote and publicize MCA-Indonesia projects and activities and to promote and strengthen private sector participation in the Compact projects. Duties and Responsibilities: Develop a communications strategy and plan with clearly defined objectives, messages, and an outreach plan with timeline of outreach activities to targeted stakeholders, and will liaise with MCC counterparts during the development and refinement of these plans. Supervise the Communications and Outreach team. Oversee the development and implementation a private sector partner outreach strategy in conjunction with the MCA-Indonesia Executive Director and relevant Directors. Communicate successes as well as publicize opportunities. Provide overall direction in maintaining and strengthening cooperation with private sector partners. Oversee updates on projects supported by the private sector, and assess progress and accountability report agreed with the private sector. Oversee all outreach and public relations activities and ensure that the US Embassy Public Affairs Office and relevant implementing entities communications personnel are aware of these activities. Develop and execute of annual and monthly work plans for all communications and outreach activities, clearly detailing roles/responsibilities, deadlines and budgets for each activity. In coordination with the Finance office, develop and manage of annual and quarterly budgets for communications and outreach activities (includes Detailed Financial Plan). Work in close coordination with M&E Director to accurately promote MCA-Indonesia results and success stories. Collaborate with project Directors to issue organization profile, annual report and timely bulletins to stakeholders and target groups furnishing them with information about the program. Develop the consultative process plan, in compliance with MCC’s requirements, in collaboration with the ESP Director and Director for Social and Gender Assessment. Oversee public consultation sessions, in coordination and collaboration with the ESP Director and the Director for Social and Gender Assessment. In collaboration with the Chief Information Officer/Information & Technology Director, co- manage and co-direct the development of the MCA-Indonesia website. In collaboration with other MCA-Indonesia offices/departments, ensure that minutes of meetings are properly recorded and made public via the MCA-Indonesia website. Manage and direct the development of MCA-Indonesia social media plan, brochure and other promotional materials. Promote and track action on MCC eligibility indicator performance. Manage the Government of Indonesia and MCA-Indonesia relations by building, maintaining, and leveraging a good network of contacts to facilitate and/or promote the program. Solicit media partners in electronic, printed and social media for the MCA-Indonesia to disseminate information about Compact project opportunities and achievements. Oversee the engagement with the media to ensure that accurate information about the program reach the public domain. Develop MCA Branding Guidelines that will adhere to the mandatory MCC Branding Guidelines and manage the MCA-Indonesia brand. Take direction from the Executive Director in serving as the spokesperson of MCA-Indonesia. Prepare speeches for Executive Director public speaking engagements. Write press releases, answer press enquiries. Perform other tasks and special projects as assigned by the Executive Director. Requirement: 1. Education, experience and technical competencies: • A Degree in Communications, Community Development, Business Administration or related field (advanced degree preferred). • Approximately ten (10) or more years of relevant working experience in corporate communications community and public outreach, approximately three (3) years of which at a senior management level. Experience in development communications is a plus. • Demonstrated knowledge of social and environmental impact assessment, gender, and economic development issues. • Demonstrated knowledge and expertise in crafting and delivering messages to diverse stakeholders. • Experience in managing development of print, audio/visual, advertising and promotional communication products. • Have experience in engaging private sector businesses and donor organizations, as well as engaging the government and civil society organizations. • Knowledge in the development of proposals, such as grant proposals, financing proposals or business plans will be an advantage. • Fluency in Bahasa Indonesia and excellent written and verbal communication skills in English. • Good Information and Technology skills, e.g. word processing, power point and other communications and publishing applications. 2. Personal attributes and competencies: Excellent interpersonal and communication skills, and demonstrated the ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions. Excellent coordination and management skills, and negotiation skills. Demonstrated knowledge and expertise in group and public facilitation. Demonstrated high degree of courtesy, tact and discretion. Have high integrity and exercise good judgement. Good in personal organization, planning and priority setting, and working under time pressure. Have creativity and capability to be flexible to respond to changing requirements. Values the continuous improvement and learning, and committed to mentoring and coaching. Terms and Conditions: The appointment will be for a period of one year with the option to renew the term up to three times or until the end of the compact period, subject to satisfactory performance of services. We will provide competitive remuneration commensurate with skills and experience. The duty station will be at MCA-Indonesia Office in Jakarta, Indonesia with frequent travels to all sites when needed.
