Sarup, Secretary, Department Government of India. The representatives of School Education and Literacy (SE&L), of Government of Goa attended the meeting from Panaji, Goa through Video Conferencing. The agenda before the PAB-MDM was: a) to review the status and progress of the implementation of Mid-Day Meal (MOM) Scheme for the State of Goa b) to consider the Annual Work Plan and Budget (AWP&B) 2015-16 proposal of Goa for MOM Scheme. The list of participants of the meeting is enclosed at Annexure-/. 2. Secretary (SE&L), Government of India welcomed the members of PAB-MDM and other participants. The representatives of the State Government were asked to highlight the achievements in the implementation of the scheme during 2014-15, best practices followed in the State, constraints if any, in the implementation of the programme and their proposals for 2015-16. 3. At the same time the performance has gone down on coverage of children from the last year Secretary (SE&L) requested the State 2 Government to take corrective measures improving the performance of the scheme. 4.1 Areas of Concern: i) on the poorly performing indicators for The appraisal has revealed the following areas of concern State Gov!. has not engaged cook-cum-helpers in schools having enrolment of less than 20 children. ii) State Gov!. has not provided funds for honorarium to cook-cum-helpers to Self Help groups. ,. •• • iii) State Gov!. has not submitted proposal for reimbursement of cost of fuel incurred towards usage of non-subsidized LPG cylinders. iv) Data for cooking cost utilization and food grain utilization not entered in MOM-MIS. v) Monitoring Institute (MI) has reported that Mid Day Meal was not served hot in all the visited schools. vi) MI has also reported that 74% children in the visited schools were not satisfied with the quantity of meal served to them as one pao is given to every child which is not sufficient for many of them. It is also reported that 40% children were not satisfied with the quality of meal served to them. 5. Issues discussed i) during the meeting: Fund Flow Mechanism Secretary, Education, Gov!. of Goa informed that in the state of Goa all the funds under MOMS are released directly to implementing agencies from the state level itself and there is no other level in between. He further informed that the implementing agencies submitted the bills to the taluka ADEls who inturn certified the bills and submit to Directorate of Education. These bills in turn are reimbursed through ECS- payment by the State. ii) Quality and Quantity of MOM served Joint Secretary (EE.I), Gov!. of India stated that the Monitoring Institute has reported that meal served under the menu 'Pao bhaji' was inadequate as only one pao was served to the children. At the same time meal was not served hot in all the visited schools. Secretary, Education, Gov!. of Goa assured to improve the quality & quantity of the meals. He further informed that a committee has been formed for revision of menu and it has been decided to serve wheat based meals every day and to discontinue with the vegetable pulao as it is not liked by children. JS (EE.I) advised the State officials to maintain variety in the menu. Secretary (SE&L) advised the State officials to explore the 3 feasibility of serving MOM through school based kitchens instead of centralized kitchens of self help groups. iii) Submission of proposals for kitchen devices and kitchen sheds Director (MOM), Gov!. of India, informed that State Gov!. has never submitted the proposal for procurement of kitchen devices. He further added that the 5 schools where meals are cooked at school level by the respective PTAs are eligible for kitchen-cum-stores for these. and State Gov!. may submit proposal Secretary, Education, Gov!. of Goa assured to submit the proposal for the same. iv) Engagement of cook-cum-helpers Director (MOM), Gov!. of India, informed that State Gov!. has engage only 2077 cook-cum-helpers against the sanctioned 2777. He added that State Gov!. has not engaged cook-cum-helpers in schools having enrolment of less than 20 children. He also added that the State Gov!. is also not providing the honorarium to cook-cumhelpers working at the centralized kitchens of self-help groups Secretary enquired about the reasons for this and to engage cook-cum-helpers norms under the scheme. She advised the State Government to meanwhile collect the mobile numbers of all the teachers in the State. Secretary, Education, Gov!. of Goa assured to collect the mobile numbers of teachers in one month. vii) Testing Secretary, of meals Education, Gov!. of Goa, informed that the Directorate of Food & Drugs Administration collects and test the foods Samples in their lab. Nutritional expert also collect the food samples and analyzed in the laboratory of Goa Collage of Home Science. 4 • • viii) Training of Cook-cum-helpers Secretary, Education, Govt. of Goa, informed that two training programmes per taluka have been organised for training of cook-cum-helpers. He also added that Module on personal hygiene of self help group members, hygiene and clean surrounding of the kitchen, healthy and nutritious cooking practices, storage of food ingredients and handling of distribution of MOM were used during training by the Nutrition Experts. ix) Social Equity Secretary, Educ •• tion, G"""t. of Goa, informed that no case of discrimination on the basis"of caste, gender or religion in cooking, serving and eating of MOM has been reported in the State. 6. The MOMS provides that every child attending the eligible institution, is to be covered under the Scheme and shall be served mid day meal on all school days. In case the State Gov!. finds that the average number of children availing mid day meal and the working days are more than the approved numbers by PAB-MOM, they may approach the GOI at any time with justification for additional Central Assistance. 8. Dissemination of the approvals by State Government The State is advised to disseminate functionaries the approvals of the resources to all the field in the State and districts, so as to enable all the eligible institutions to ensure that every child attending the eligible school must be served hot cooked mid day meals on all school days irrespective of the approvals of PAS-MOM. 9. Admissible Allocation of resources The release of Central Assistance for the financial year 2015-16, would be as per the funding pattern under the Mid Oay Meal Scheme. Total outlay of Rs. 478.33 crore (including both Central and State share) for Goa for Financial Year 2015-16 has been worked out on the basis of number of children & number of working days approved by the PAS-MOM and as per proposed revised norms after revision of cooking cost by 7.5% w.e.f. 1st April, 2015 revision of cooking cost by 7.5% or any other enhancement . The order for for the financial year 2015-16 will be issued separately after approval of the Competent Authority. Thus, the present rate of cooking cost will continue till further orders.
