The meeting of the Programme Approval Board for Mid-Day Meal Scheme was held
in New Delhi on 10th April, 2015 under the Chairpersonship

Government to improve its effectiveness.
He informed that the MOM is running well in their
State and every child is getting healthy & nutritious diet. State is having LPG based cooking
in 87% schools. Some Schools are also having Water Purifier. Funds amounting to Rs. 6.00
laklls have been provided to 600 schools @ Rs. 1000/- per schools for hand washing
facilities
in the State. 10445 (45%) Cook-cum-Helpers
have been trained. 27 cook-cum-
helpers have been imparted training in the Hotel Management
during 2014-15. Health checkup / Screening of cook-cum-helper
in a year.

Performance of the Scheme during last three years
The radar charts given below, are a summary of performance of State on important
parameters under Mid Day Meal Scheme during last 3 years.

It is evident from the chart that the performance of State has improved over the years in the
area of Number of working days, payment of food grains to Fel, honorarium to cook-cumhelpers, utilization of MME, utilization of TA etc. from the last year. At the same time the
performance has gone down on vital parameters like coverage of children, Utilization of
food grain, cooking cost, coverage under Rashtriya Baal Suraksha Karyakram (RBSK),
Inspection, drinking water availability, usable toilet facility etc. from the last year. Secretary
(SE&L) advised the State Government to take corrective measures on the poor performing
indicators for improving the performance of the scheme.

Areas of Concern: The appraisal has revealed the following areas of concern:i)
Delay in the release of funds (for approx. 2 Month from State to Block level).
ii) Food grains not delivered at school level.
iii) Construction of 430 kitchen-cum-stores not started.
iv) Honorarium to cook cum helpers paid in Cash I by e-transferl By Cheq ue in
10 districts.
v) Honorarium paid to CCH through e-Transfer in only 2 districts.
vi) Testing of meals is yet to be initiated.
vii) Low Utilisation of MME funds (38% only).
viii) Coverage under Rashtriya Bal Swasthya Karyakram (RBSK) is very low (only 27%).
ix) Mismatch in the data of MIS-MDM and AWP&B-2015-16 for cooking cost

Issues discussed during the meeting:
i)
Fund Flow Mechanism
JS (EE.I) enquired about the time taken in the process of release of funds from State
to implementing agencies level. The State representative informed that the
Department will ensure timely releases of funds to school. They also informed that
payment of honorarium to all the cook-cum-helpers will be made through e-transfer I
Banks only. Secretary (SE&L) advised the State representative that the State should
track the time taken in release of funds at every level & ensure tirne bound releases
from State Finance Department to implementing agency through State Directorate
She advised the State should ensure to release financial releases (like cooking cost
etc.) as 3 months advance (like in Green Channel System)
to the implementing
agency as being done by other States. She also advised the State to remove some
of the intermediary levels in the release of funds.
ii) Coverage
JS (EE.I) enquired about the decline in Coverage (i.e. Primary (92%)
& Upper
Primary (92%) only). The State representative informed that they will review their
enrolment with their attendance.
Secretary (SE&L) advised the State to enquire
about the issues of low coverage in these districts.

iii) Working Days covered in excess against PAB approved
JS (EE.I) observed that 11 more number of working days were covered against
PAB approval (AWP&B-2014-15) by State without informing MHRO. State
representative informed that the State will ensure actual number of working days
covered as per PAB approval.
iv) Non-delivery of food grain at School doorstep
JS (EE.I) stated that in many places, food grains are not delivered at School
doorstep & teachers are engaged to pick up food grains from POS shop,
hampering their duty for teaching. State representative assured that food grain
will be delivered at School doorstep so that teacher's teaching time is not
hampered / suffered under any circumstances.
v)
Honorarium to cook cum helpers through Bank (e-Transfer)
JS (EE.I) stated that the CCH Honorarium is paid in Cash/by e-transfer/
by Cheque in most districts. The State representative informed that the State
has decided that all CCH Honorarium will be paid bye-transfer only from current
financial year 2015-16.
vi) Construction
of kitche,n-cum-stores
JS (EE.I) observed that in 430 Kitchen cum Store construction work has not
even started. Secretary (SE&L) expressed deep concern over non completion of
sanctioned kitchen-cum-stores. State representative informed that construction
for 592 kitchen-cum-stores are at various stages of construction & will be
completed by the month of June, 2015 and construction for the remaining 430
kitchen-cum-stores will be completed by September, 2015.
vii) Poor Inspection
JS (EE.I) observed that Inspection of MOM in Shimla, Kullu & Chamba is
extremely poor as per MI Report. State representative informed that State will
ensure proper inspection of MOM in all the districts including above mentioned
districts in planned manner so that no reported any complaint regarding poor
inspection is reported in future.

viii) Food Sample Testing
JS (EE.I) enquired about the food sample testing State representative informed
that there is no NABL (Lab) available in the State. State is planning to execute
this task through convergence with other concerned department like Health etc.
in the current financial year. Secretary (SE&L) advised the State to create a
team of officials on deputation basis who will be responsible for Testing of food
samples from NABL Lab etc.
ix) Poor coverage under Rashtriya Bal Suraksha Karyakram (RBSK)
JS (EE.I) enquired about Poor coverage under Rashtriya Bal Suraksha
Karyakram (RBSK) (only 27%) during first 3 quarter of 2014-15.
State
representative informed that State is having facility of treatment from the three
branches of medicine i.e. Allopathic, Homeopathic and Ayurvedic and there are
problems in collating the data from various sources. Secretary (SE&L) advised
the State to correct their health related data.
x)
Funds to the extent of Rs. 48.98 Lacs lying with Kitchen Device in ST
Category
State representative requested for utilization of ST fund in General Category.
Secretary (SE&L) informed that as per MOM Guideline and Gov!. of India
Financial Rules, funds could not be deviated from head to another in any
circumstances. She also informed that that these funds will be revalidated in ST
head only.
xi) Exemption of LPG connection which is connected with Adhaar base.
State representative requested for exemption of LPG connection which is
connected with Adhaar base in the State. Secretary (SE&L) informed that this is
just an institutional arrangement for MOM purpose, hence it is not linked with
Adhaar based LPG connections in any form.
xii) Exemption from Registration of Schools for MOM under FSSAI
State representative has requested for exemption from registration of School
based kitchen under FSSAI. Secretary (SE&L) stated that the MHRO will raise
this issue with concerned department of FSSAI as school kitchen is not catering
business.

xiii)Committed
liability of the State Government
It was informed by State Government representative that there is no committed
liability in respect of any components of MOMS for the year 2013-14.
xiv) Technological
intervention
a) MDM·IVRS - Secretary (SE&L) mentioned that this department is in process
of Introduction of IVRS based monitoring mechanism. She advised the State
Government to collect the mobile numbers of all the teachers in the State.
Principal Secretary, Govt. of Himachal Pradesh assured to collect the mobile
numbers of teachers in one month.
xv) Social Audit of the Scheme
State Representative has informed that State will execute the Social Audit from FY
2015-16 with a few districts at the initial stage and subsequently in a phased
manner, it will cover all the districts.
xvi)Social
Equity
State representative informed that there is no case of discrimination on the basis of
caste, gender or religion in cooking, serving and eating of MOM. State Government
has resolved the only case of discrimination in Mandi District.
xvii)
Request for enhancement of Honorarium
State representative & Monitoring Institute (MI) of Himachal Pradesh informed that
Honorarium
to cook-cum-helpers is very less and requested to enhance their
honorarium. Secretary (SE&L) informed that the state government was free to top
up the honorarium from state resources, as some of the other States are doing.

PAB·MDM approval for the year 2015·16
Director (MOM), Govt. of India informed that the State has proposed to cover 3.13 lakh
children in primary and 2.30 lakh children in upper primary. He further added that these
numbers are average number of children who availed MOM during first three quarter of FY
2014-15.

After discussions with State officials and based on the achievement during 2014-15, the
PAB-MOM approved the following number of children, number of school days etc. for

for 2015-16.
7.
Submission of proposals for additional requirement of funds for covering
children over and above PAB-MDM approval for 2015-16
It was clarified that the quantification of resources is only an estimate for release of
Central Assistance during 2015-16 under the MOM Scheme. The MOMS provides
that every child attending the eligible institution, is to be covered under the Scheme
and shall be served mid day meal on all school days. In case the State Gov!. finds
that the average number of children availing mid day meal and the working days are
more than the approved numbers by PAB-MOM, they may approach the GOI at any
time with justification for additional Central Assistance.

Dissemination of the approvals by State Government
The State is advised to disseminate the approvals of the resources to all the field
functionaries in the State and districts, so as to enable all the eligible institutions to
ensure that every child attending the eligible school must be served hot cooked mid
day meals on all school days irrespective of the approvals of PAB-MOM.

Admissible
Allocation of resources
The release of Central Assistance for the financial year 2015-16, would be as per the
funding pattern under the Mid Day Meal Scheme.
Total outlay of Rs. 96.21 crore (including both Central and State share) for Himachal
Pradesh for Financial Year 2015-16 has been worked out on the basis of number of
children & number of working days approved by the PAS-MOM and as per proposed
revised norms after revision of cooking cost by 7.5% w.e.f. 1st April, 2015
. The
order for revision of cooking cost by 7.5% or any other enhancement for the financial
year 2015-16 will be issued separately after approval of the Competent Authority.
Thus, the present rate of cooking cost will continue till further orders. The
Component-wise approval of funds for 2015-16 can be seen at Annexure-II.
