Lapang told newsmen after the
meeting.
The meeting had deliberated on
the pending bills passed by the
two district councils and sent to
the government for necessary
approval.
“There have been a lot of talks
about the delay but from the government side they said some rectification is going on between DCA
and district councils and matter
is pending now,” he said.
Stating that since village administration bills is already there with
the state government, the chairman said, “This committee is of
the view that suppose now the Bill
is passed and Governor gives his
assent, they can always put an
amendment. They (district councils) can always bring amendments in their next session.”
In a similar tone, he also said
that even for the ordinance which
was approved by the state gov-
ernment, they can always amend
it, if necessary.
He further informed that the chief
minister during his course of deliberations in his keynote address said that ‘there are areas
where the state government has
its part to decide on the district
council authority under sixth
schedule.’
“So this committee said let the
state government and district
councils sit together if the bill become a (Contd. on P-10)

Shun emotion, see reason: CM
GUARDIAN NEWS BUREAU
SHILLONG, MAY 20: Chief Minister Mukul Sangma
today said the government will examine the intention of the ongoing agitation on the issue related to
the village administration Bill to ensure there is no
attempt to mislead the people of the state.
“It has got lots of ramification and there may be a
malafide intention to create law and order problem,
so we will examine from this perspective. People
are expected to act responsibly in the best interest
of the state to ensure no misinformation is passed
onto the people, no attempt is made to mislead the
people,” Sangma told newsmen on the sidelines
of a swearing-in ceremony of the new governor here
on Tuesday.
He was also reacting to the ongoing indefinite
hunger strike staged by a former chief executive
member of the Khasi Hills Autonomous District
Council (KHADC) Adelbert Nongrum and a youth

the need to withdraw ban

Attendance in Govt offices drops on Day 2
GUARDIAN NEWS BUREAU
TURA, MAY 20: Government authorities in
Garo Hills region failed to thwart a two-day
bandh called by a lesser-known organisation
despite the former’s efforts to convince at
least its employees to turn up in the offices.
Most of the employees, both and Central departments, went on a two-day holiday despite
stern warnings from district authorities to attend the offices.
The bandh called by All Achik Youth Federation (AAYF) against the repeated extensions
given to Congress-ruled Garo Hills Autonomous District Council (GHADC) ended today
paralysing normal life across the region while
there were no reports of any untoward inci-
dents so far.
The ‘non-cooperation movement’ and night
blockades on May 19 and May 20 were, however, supported by the Purno Sangma-led
National People’s Party, the Garo Hills State
Garo Hills bandh
Movement Committee (GHSMC) and also by
the outlawed Garo National Liberation Army
(GNLA)
While in some places like Tura some state
government offices remained open, the majority of the region took a two-day holiday from
work.
The first day saw about 75% attendance in
Tura but the number dropped drastically today, with only the offices of the deputy commissioner and superintendent of police registering some form of attendance.
All the other districts registered very low attendance, with some just managing to get
into double digits.
Shops and business establishments remained closed for the past two days with even
medical stores not choosing to take the “risk”.
Vehicles displaying car passes were the only
ones on the road though security was increased in view of the call.
The night road blockade is set to continue
till 5 am tomorrow.

" 'Village admin Bills can be amended, if necessary, later'
SHILLONG, MAY 20: The committee constituted to recommend a
legislative Bill for institutionalisation of traditional bodies today
resolved to urge the state government to dispose of two pending
Bills (village administration) of
KHADC and JHADC unchanged.
The committee has also echoed
similar views which different political parties have all along been
airing when it stressed the fact
that the government needs to
clear the Bills, and amendment
can always be made, if required,
by both the councils.
The increased demand to pass
the village administration bills
also came in view of the last
year’s Meghalaya High Court ruling which has clipped the powers of traditional heads.
The decision was taken at the
first sitting of the 50-member
committee headed by government’s Chief Adviser DD Lapang.
Earlier, chief minister Mukul
Sangma inaugurated the first sitting of the committee.
“The meeting has resolved to
urge upon the government to dispose of the two pending village
administration bills of the Khasi

According to the doctor, Ahmed’s
health was stable since he was
admitted in the hospital on Tuesday last, a day after he was arrested for travelling without valid
documents at the Golflink area of
the city.
The Meghalaya police have been
asked to comply with the orders
from the hospital and shift him to

a top police official said.
