Background
The Maldivian Democracy Network (MDN) is a non-partisan NGO which aims to promote human rights
and the values and principles of democracy in the Maldives. We undertake a wide range of activities
under our broad mandate, including awareness raising, monitoring, reporting, lobbying and advocacy.
Although based in the capital Male’, MDN is active across the country conducting workshops, trainings,
monitoring and advocacy activities in various atolls.
Maldivian Democracy Network recived a grant from the UN Democracy Fund for a two-year Parliament
Watch in Maldives project. UNDEF was established by the UN Secretary-General in 2005 as a United
Nations General Trust Fund to support democratization efforts around the world.
The Parliament Watch in Maldives project aims to engage the public in holding the parliament
accountable through a process of increasing public awareness on the roles, responsibilities and the
boundaries of the parliament and parliamentarians, sharing information on the activities of the
parliament with the public, creating a platform for physical and on-line interaction between the public
and parliamentarians and an assessment based on Majlis Members Report Card in which the civil
society will gather feedback from the public about their perception of their respective parliamentarians.
The project will further assess legislation tabled at the parliament to ascertain whether they are in line
with international standards on human rights and gender equality using a Human Rights and Gender
Barometer for Legislative Projects. MDN is currently seeking a national consultant to develop this
component of the project.

1- Objectives
The main objective of this conssultancy is to develop a Human Rights and Gender Barometer for
Legislative Projects to gauge legislation tabled in the parliament against international obligations and
best practices on human rights and gender equality. This barometer will be a tool that can be used by
civil society and media to assess legislation tabled in the parliament and rank those legislation from a
human rights and gender perspective.
The baromter will present an easy to use tool in how to review legislation tabled in the parliament. It
should guide the user on comparing the legisation with international human rights standards and
practices as well the Constitution of the Maldives.
2- Key Tasks and Deliverables
a) Propose an appropriate methodology for the development of the Human Rights and Gender
Barometer for Legislative Projects according to the purpose of the assignment as described in
the Project Document agreed between Maldivian Democracy Network and UN Democracy Fund.
b) Propose a methodology to engage key stakeholder inputs to be incorporated into the tool.
c) Submit draft barometer for review by MDN.
d) Pilot test the tool with key stakeholders and MDN team for feedback.
e) Develop the final draft of the barometer.
f) Develop a manual for the use of the barometer – English and Dhivehi.
g) Facilitate the review of three legislation tabled in the Parliament, using the Barometer.
3- Criteria of the Consultant
a) Postgraduate qualifications in human rights, Islamic Shari’a or law or a discipline relevant to this
assignment.
b) Minimum 5 years work experience in the legal field.
c) Proficiency in English and Possession of excellent report writing skills.
d) Proficiency in Dhivehi language.
