NAME OF WORK:
1.
Appointment of Architectural Consultant for Planning,
Designing & Execution of Interior works for offices at
various levels for proposed Domestic operations at New
Terminal T-2, CSIA, Sahar, Mumbai-99
Air India Ltd. (AIL) invites sealed RFQ (Request for quotation) from
practicing reputed registered architects who are conversant with the local
building bye-laws of Municipal Corporation of Greater Mumbai (MCGM),
Mumbai Metropolitan Region Development Authority (MMRDA), Mumbai
Fire Brigade& other Regulatory bodies in Mumbai, etc. for empanelment of
Architects for Planning, Designing & Execution of Interior works for offices
at various levels for proposed Domestic operations at New Terminal T-2,
CSIA, Sahar, Mumbai-99. Such other works shall be immediately, from
conceptualization stage to detailed working drawings. Architects having
their offices in Mumbai or nearby areas are eligible to apply.
Categories of works will be as follows: -
Category A: Works costing up to Rs.25.00 lakhs.
Category B: Works costing from Rs. 25.00 lakhs to Rs.50.00 lakhs.
Category C: Works costing more than Rs.50.00 lakhs.
2. The RFQ documents will be available in the Admin Office, Properties &
Facilities Dept., 3rd floor, Medicon Bhawan, Cabin Catering Complex, CSIA
Sahar, Andheri, Mumbai-400099, between 10.00 a.m. to 5.00 p.m. from
18.5.2015 to 27.5.2015 except Saturdays , Sundays and Holidays on payment
of Rs.1000.00. The complete priced quotation documents (this full document),
in a sealed cover will have to be deposited in the tender box in our office at 3rd
floor, Medicon Bhavan, Cabin Catering Complex, CSIA, Sahar, Mumbai400099, before 1500 hrs on 28/05/2015. The quotations will be opened on
the same day at 15.30 hrs in the presence of bidders who may wish to be
present.

3. The quotations can also be downloaded from Air India web site by all the
empanelled Consultants and intending / interested Consultants on payment of
Rs. 1000/- (Rs. One Thousand as Tender Fees) by Pay Order / DD in favour
of “Air India Ltd, Mumbai” or on line payment in favour of “Air India Ltd” , the
receipt of the same is to be submitted along with RFQ in Cover No. 1.
4. In case the bidder does not wish to quote for the work, they may please send
regret letter on the date of opening of the tender.
5. Air India Ltd. reserves to itself the right to accept or reject any bid either in
whole or in part without assigning any reasons for doing so and does not bind
itself to accept the lowest or any tender.
6. Rates quoted, should be inclusive of all the taxes but excluding service tax
which shall be reimbursed in the running /final bill on production of
documentary evidence.
7. The offer shall be valid for acceptance for a period of 90 days from the date
of opening of the quotations.
8. The each page of RFQ shall be signed by the person/s on behalf of the
organization having necessary Authority/ Power of Attorney to do so.
9. On acceptance of the RFQ by Air India, work order will be issued and
consultant has to sign a contract document in the standard format of AIL.

SCOPE OF WORK
The Consultants will have to plan & execute all Interior works for various
offices of Air India, to be shifted from Terminal IA at NTB, Santa Cruz and to be
re-located at New Terminal T2 at CSIA, Sahar, as described below for domestic
operations of Air India, which are proposed to commence from 1.9.2015 :

The proposed offices referred above are tentative & may change as
desired by Users / occupants of the area.
The Consultants will have to collect all the data required for the proposed offices
from various departments by conducting meetings with users, preparing
preliminary layout plans, discussing and suggesting alternate plans, freezing
requirements and finalizing of internal layout plans for office areas of various
departments in consultation with the users and PFD representatives all as directed
by EIC , etc complete
The Consultants shall prepare detailed specifications, tendered drawings, scope of
works, general conditions, working out cost estimates with rate analysis of all
major items for proposed internal partitions, workstations, cubicles, cabins toilet,
block pantries, change room, etc, for various department of Air India. (Total area of
1204 sq.mts. as described above) to be located at various floor levels of New
Terminal T-2 for domestic operations of Air India including assisting PFD in
scrutiny of tenders, preparing tender scrutiny notes, tender committee notes,
negotiation with the lowest party till award of work including making periodic site
visits during the progress of works of various offices inspection of works , checking
and certifying quality of work, being executed at various locations , checking of
measurement submitted by the contractor for processing their interim/final bill,
certification of running/ final bills, submission of Reproducible autocad drawings
with hard copies of internal partition as executed at site all as directed by EIC, etc.

TERMS & CONDITIONS
1.
The terms & conditions of this contract are as follows:a) Air India Ltd. reserves the right to award the work to more than one
Architectural Consultant.
b) The Consultants shall take instructions from the Dy. General Manager-P&F/
Assistant General Managers or Engineer-in-Charge of the work or any other
officer of Air India Ltd. (AIL) as directed by the Dy. General Manager-P&F.
c) The Consultant shall prepare alternative plans/sketches based on the
requirements intimated to you from time to time, prepare preliminary
estimates for each alternative together with reports, explanatory notes and
submit the same to the Asst. G.M. / Dy. G.M. for approval.
d) The Consultant shall prepare tender drawings, specifications, schedule of
quantities and give all necessary documents, additional conditions of
contract etc. required for inviting tenders based on the approved plans and
design. The standard condition of contract of AIL with amendments
wherever necessary as approved by AIL will also form a part of the tender.
e) The Consultant shall submit sets (as required by AIL) of tender drawings
and tender documents together with detailed estimate of cost based on
schedule of quantities and current market rates (with a Certificate stating
that all tender quantities of work will not vary beyond + 10% of the tender
quantities provided there is no change in scope of work) should be attached
with detailed estimate.

f) The Consultant shall scrutinize tender quotations received from various
parties, prepare comparative statement of rates quoted, evaluate tender
conditions, hold meeting with bidders for technical and other clarifications
and submit a report with recommendations for award of contract (The report
should include a certificate that the rates quoted by the bidder,
recommended for award of work are quite competitive and reasonable).
g) The Consultant shall furnish all details and particulars required for proper
execution of work at site and interpret tender documents and issues
instruction to contractor in writing under intimation to us.
h) The Consultant shall advise on the steps to be taken to ensure that the
materials used, workmanship adopted and the work carried out are in the
manner and according to the plans, specifications and instructions issued
by them. When requested by AIL, consultant will visit the site for purposes
of general inspection at important stages of constructions/improvements.
i) The Consultant shall advise from time to time regarding anticipated
expenditure on the project and to ensure that the same is within the
financial sanction. If in their opinion it becomes apparent that the
anticipated expenditure may exceed financial sanction, the Consultant will
immediately bring the same in the notice of AIL and advise additional
sanction amount required, if the same is absolutely necessary. The
Consultant will however endeavour to restrict the expenditure within the
financial sanction.
j) The Consultant shall scrutinize the rates for any extra items of work
involved and required to be carried out and recommend fair and reasonable
rates for such extra items.
2.
PLANNING & CONCEPT:i.
Visiting the site, discussing details with various User department
representatives and attend necessary meetings to establish design and
function criteria, design programme, development of schematic floor
plans.
ii.
Consulting various User department representatives as and when
required in order to Establish a clear basis for the scope of performance
of the interior design.
iii.
Incorporating AIL concept, employer’s requirement and giving
recommendation in the development of the schematic plans of all the
areas stipulated above.

iv.
Obtaining written approval of the schematic design, Layout plans,
Drawings etc from various User departments authorised personnel.
v.
Outline broad specifications and submit programme of execution by
means PERT & BAR CHART and also preliminary cost estimate for
various User departments suggestions modifications, cost reductions
etc. and their approval.
vi.
Based on approved schematic plans, development of preliminary
drawings. Perspectives, layouts, colour schemes, specification and
sketches of furniture and other items etc. which will identify the basis,
concept and theme of the interior design and incorporate required
mechanical facilities and co-ordination with supporting areas. These
preliminary interior designs shall be submitted to Users of various
departments for their approval.
vii.
Modifying and submitting alternative designs, if called for, by the various
User department representatives and obtaining approval on the
preliminary drawings at this stage.
viii.
Giving drawings and designs to enable the Users for setting up mock up
room and producing samples of furniture and all other special features in
order to evaluate the design and quality of interior, if required by AIL.
3.
EXECUTION OF THE PROJECT:i.
Following the approval of preliminary scheme, final working drawing with
details, detailed of specifications and colour schemes including the
design of furniture and furnishing with all movable and fixed furniture,
wall covering and finishing, floors covering, lamps and light fixtures and
accessories for all aspects of the work, wherever required, samples and
proto type to be prepared.
ii.
The interiors designed shall keep in mind the requirements of various
users designs & propose Economical Interior layouts.
iii.
Submit and recommend AIL the names and sources of materials,
craftsmen, artists and contractors who can carry out the requirements of
the working drawings and specifications for the interiors. Prepare and
submit charts and list describing the quality and quantity of materials
and furnishing required for the project and to form the basis for
purchasing and installation.

iv.
Submission of detailed estimate supporting by detailed measurement
sheets, calculations and abstracts of quantities and cost based on
approved schedule of rates as applicable to the locality and / or market
rate based on detailed analysis of rates and obtaining the approval of
various User departments in consultation with PFD representatives for
the same.
v.
Providing assistance, if required, for negotiating with contractor,
suppliers or manufacturers, if any.
vi.
Supplying to various User departments after consulting with PFD
representatives, minimum of two copies of the working drawings with
furniture lay out details, schedules, specifications, bills of quantities and
other contract documents.
vii.
Supplying to various User departments & PFD one set of ‘As Built
Drawing’ (soft copy in auto-cad format & PDF format & hard copy).
viii.
For Execution of contract/contracts with the contractor(s) and supplying
to contractor(s) minimum of two copies of the working drawings,
schedules, specifications, bills of quantities and other contract
documents.
ix.
Planning and advising on procurement of stores of special nature.
x.
Full time supervision by an experienced Civil Engineer (as per AIL’s
standard procedures) of works to ensure adherence on the part of the
contractors to detailed drawings and specification and suggest carrying
out the tests to ensure proper quality control.
xi.
Recording measurements of works in AIL’s Measurement Book (for
works above the value of Rs.5 lakhs), checking of 100 % measurements
of Measurement Sheets submitted by the contractor (for works up to the
value of Rs.5 lakhs), certification of the correctness of measurements as
AIL’s standard procedures, scrutiny of running and final bills and
certifying payments and settlements/ contractors accounts, including
timely disposal of extra and substituted items.
xii.
Maintenance of liaison with local/statutory authorities.
xiii.
Clarification of objections, if any that may be raised in regard to the
payments made to the contractor.
xiv.
Preparation of completion reports, plans, Inventories and accounts in
the prescribed Performa unless dispended with by the employers/Users.
xv.
Assisting in arbitration and litigation cases that may arise out of the
contracts entered into/in the respect of any of the work.

xvi.
Exercising cost control and economy measures to ensure that approved
estimates are not exceeded.
xvii.
Preparing graphic and uniform design with adequate details to allow for
their production requirements.
xviii.
The interior designer shall, if so requested by AIL recommend and/or
assist in selecting signages, lighting, switches, door handles, locks,
plugs, sockets, telephones, sanitary fitting and other fixtures etc.
xix.
Supervising, coordinating and planning of works of various agencies
engaged in the works to ensure timely completion of works.
xx.
All the drawings prepared by the Architectural Consultants for the work
shall be the property of the AIL.
TIME SCHEDULE:The services to be rendered by the Architectural Consultant shall generally
be provided by following time schedule:

DELAY IN ARCHITECTURAL PLANNING & DESIGNING
i.
Time schedule for carrying out the work shall be strictly compliance with
and shall be deemed to be essence of empanelment on the part of the
Architect throughout the period of assignment.
ii.
In the event of failure on the part of Architectural Consultants following the
time schedule stipulated to the Architect specifically for a work as the case
may be, the Architect shall be liable to pay as compensation and amount
equal to 1 (One) percent or such smaller amount as decided by the
Competent Authority on the total fee payable for every day that the work
remains unfinished after the specified date subject to a maximum of 10
(Ten) percent of the fee.
7.
FEES:a) Fees for consultant’s services will be of the estimated cost or the actual
cost of works based on the final bill whichever is less.
b) If the project or any part, thereof is abandoned or deferred or any part
omitted by AIL during the progress of the work at any stage, fees due to
you up to that stage will be paid on the basis of estimated cost or the actual
cost whichever is less.
c) Fees for consultant’s services will be inclusive of all taxes applicable except
service tax. Service tax will be paid separately along with the R.A./Final
bills. Consultant will have to print their service tax registration number on
the bills and have to submit the documentary proof of service tax paid to the
government authorities, before release of the last 10 % of fees.

NOTE:Taking into account the estimated cost of various items involved in completion of

of payment may be made on the basis of the progress of services on these items
of works rendered during each stage mentioned above including timely disposal of
contractors bill, extra items etc.
The fees payable after the completion and approved at each stage will be settled
within a period not exceeding two months.
The balance of 10% fees will be payable after six months of the satisfactory
completion of the work by the contractor or in case of any dispute raised by any
contractor with regard to the execution of the work for which arbitration is sought
until such time the arbitration proceeding are concluded.

The cost of the work as herein referred to means the cost of work excluding the

Any other services, fittings and fixtures which are not designed, planned or
supervised by the Architect/Consultant.
Any in-fructuous work of demolition etc. ordered by the Architect/Consultant
but cost of demolition absolutely required for the work, as approved by AIL,
will be part of the cost of work.
Payment to local authorities for approval of plans.
Cost supervisory establishment employed on work by the Architectural
Consultant.
Cost of advertisement for invitation of tender except when the Employer
specifically makes a request in writing.
Cost of extra items necessitated due to faulty planning, design of the
Architectural Consultant.
In computing the cost of work, liquidated damages or deductions from the
contractors on account of defective work or other reasons will not be accounted for
in calculating fee of Architectural Consultant.
The Architectural Consultant shall follow the time schedule for the completion of
the various items of works as set out in the programme chart (PERT) to be
prepared by the Architectural Consultant in consultation with the employer and
amendments to programme chart, if any.
9. ARBITRATION: In the event of any dispute or difference arising between the parties with
regard to the interpretation of working of this agreement or the rates, liabilities or
dues arising out of it or otherwise in connection with this contract, the same will be
referred to the sole arbitrator appointed by the Competent Authority. The decision
given by the Sole Arbitrator will be final and binding on the parties.
10. GENERAL:(i)

phone no. of his/their firm or of any authorized representatives of his /
their firm for effective communication while contract is on. This E – mail
ID & mobile phone no. shall be shall be submitted latest by date of
award of contract.

Police Verification & Security Guidelines :
The consultants who have been awarded the job through Work Order
shall furnish necessary Police Clearance Certificate in respect of
character and antecedents of all employees engaged by them, before
commencing the work at site. The consultant shall adhere to the rules,
regulations & instructions of Security Dept. of Air India Ltd., & CISF and
MIAL security at the airport premises. The contractor should also ensure
that their employees do not loiter anywhere in the building other than the
work site. Any action taken by Security Departments against the
defaulters shall be Consultant’s responsibility.
