Application called in to committee by Ward Member. Officer recommended members uptake pre- committee site visit to understand the listed building and its setting. Page 9 Application Details: Item No. Case Officer: Daniel Callis Presenting Officer (if different) Parish: Silverstone Application No: S/2015/0080/MAR Development description: Reserved matters application pursuant to S/2014/2082/MAO (Variation of condition 4 (plans) of S/2012/0560/MAO - Residential development of 220 dwellings) approval of reserved matters of scale, appearance, landscaping and layout 9 Location: Catch Yard Farm Towcester Road Silverstone Consultation responses NCC Highways – further to their earlier response, they make the following comments: • • • • The issue previously raised with regard to properties fronting Towcester Road with car parking to the rear could be significantly reduced by not having any footpath access on to Towcester Road for these units, and having some form of low level boundary treatment to encourage pedestrian movements from the rear; There are still a number of driveways less than the required length of 5.5m; There is a shared private drive serving 6 dwellings (where 5 is the maximum acceptable); The proposed alterations to the existing PRoW network through the site as shown on the latest drawing are not acceptable. There is an opportunity to provide more direct routes (and rationalise them) through this process. A plan was provided which commented upon several aspects of the proposed changes. Officer comment: Having spoken with NCC, Officers have asked the applicant to: • Provide a 1.8m wide adoptable footpath all the way around the Green at the junction of Murswell Lane and Towcester Road (to alleviate the issue of more than 5 dwellings being accessed off a private drive) • Check all driveways are 5.5m long (or 11m for a tandem drive). Page 10 • • Re-align the PRoW where it meets the site’s southern boundary (so as to properly connect with the existing PRoW) Rationalise and amend the paths and proposed PRoW within the site. An update will be provided, at Committee. Revised recommendation The recommendation in the report is incomplete. It should read: “Delegate to the Head of Development Management to grant permission, subject to the receipt of suitably amended plans and subject to the conditions set out at the end of this report (with any additional conditions or changes to the wording and content, as deemed necessary by the Head of Development Management) and subject to no new material objections from any consultations and subject to the receipt of amended plans (if necessary), prior to the application expiring on 20th April 2015 or any other date agreed in writing with the applicant for a formal extension of time”.
