Further, it was felt that the use would represent a material change in use from holiday use to a permanent residential use. The Inspector did not consider that the appearance of the site would change “dramatically” when seen from the public highway. Whilst the introduction of caravans onto the amenity land would be an encroachment he did not consider that they would be particularly visible from the public realm, especially during the summer months.
