Green Deal Central Charge Database Fact Sheet
Background
This Fact Sheet provides an explanation of what the GDCC is and how parties can gain access
to it. The Fact Sheet will be particularly beneficial to parties planning on operating in the
capacity of Green Deal Provider, Remittance Processor or Green Deal Licensee.
Key Points



The GDCC is a central database and contact point for Green Deal Plans
Communications are sent to and from the GDCC by Green Deal Parties to set up Plans
Green Deal Providers won’t be able to set up any Green Deal Plans until they gain
access to the GDCC, by completing a GDCC Access Agreement and Database Access
Application. These can be found on the MRASCo Website HERE.
The GDCC acts as a central contact point between energy Suppliers and various Green Deal
parties to create Green Deal Plans and hold the charging information associated to each plan.
GDCC Secretariat
Gemserv, on behalf of MRASCo (MRA Service Company), has two main functions in its role as
Secretariat for the GDCC:
1. To fulfil the role of coordinator between authorised users of the GDCC; and
2. To manage the Technical interface to the GDCC
Key functions of this role include to manage user access to the GDCC and to provide a
technical helpdesk for troubleshooting. Please note that the GDCC Secretariat has provided a
checklist of items for completing the GDCC Access Agreement and Database Access
Application in Annex A.
Functions of the GDCC
The functions of the GDCC are detailed in the Green Deal Operational Procedures (GDOPs).
These procedures set out a step by step approach for the setting up of Green Deal Plans for all
Green Deal Parties. The GDOPs require parties to be able to send and receive Data Flows
across the Data Transfer Network (DTN). The GDOPs can be found on the MRASCo Website.

Please Note:
Finance Companies such as The Green Deal Finance Company may offer a service to Green
Deal Providers and Remittance Processors, to co-ordinate the administration for Green Deal
Plans. This would include the sending and receiving of Data Flows to and from the GDCC.
Gaining Access to the GDCC
Green Deal Provider
(Market Role Code – 1)
Green Deal Providers arrange Green Deal Plans by providing finance and organising for the
installation of the agreed energy efficiency improvements.
What do I need?
In order to be set up for operation in the market as a Green Deal Provider, you need to have:

Obtained a Market Participant Identifier (MPID)
Obtained a Market Role Code of ‘1’
Signed a GDCC Access Agreement (defined in Clause 56 and Schedule 15 of the MRA)
Please Note:
Finance companies (for example The Green Deal Finance Company) require Providers to have
both Provider (1) and Remittance Processor (2) Role Codes associated with their MPID.
Remittance Processor
(Market Role Code – 2)
A Remittance Processor collects information on behalf of the Green Deal Providers for Green
Deal charges collected and reclaimed by the Green Deal Licensee.

Green Deal Licensee
(Market Role Code – 0)
A Green Deal Licensee is an electricity Supplier party to the GDAA whose customers are able
to take up Green Deal Plans. Green Deal Licensees collect the repayments on Green Deal
plans and send these to each nominated Green Deal Remittance Processor.
Large Suppliers are Mandatory Green Deal Licensees and are listed in Schedule 1 of the
GDAA. Small Suppliers may become Voluntary Green Deal Licensees by acceding to the

Licensed Electricity Distribution Business
(Market Role Code – R)
A Licensed Electricity Distribution Business is a party who holds a license to distribute electricity
granted by the Authority. Distribution Businesses may need to send communications to the
GDCC e.g. to allow de-registration of an MPAN.
What do I need?
In order to be set up for operation in the market, you need to:
1. Obtained a Market Participant Identifier (MPID)
2. Obtained a Market Role Code of ‘R’
3. Signed a GDCC Access Agreement (defined in Clause 56 and Schedule 15 of the
MRA)
Meter Point Administration Service (MPAS) Agent
(Market Role Code – P)
A Meter Point Administration Service (MPAS) sub-contractor or delegate appointed by a
Distribution Business to provide MPAS. The GDCC checks information for Green Deal Plans
against the records held in the MPAS systems.

In order to be set up for operation in the GDCC as a MPAS Agent, you need to:



Obtained a Market Participant Identifier (MPID)
Obtained a Market Role Code of ‘P’
Signed a GDCC Access Agreement (defined in Clause 56 and Schedule 15 of the MRA)

Annex A: Completing a GDCC Access Agreement

Download the following forms from the MRASCo website:
a. GDCC Access Agreement; and
b. GDCC Database Access pro-forma.
Complete the forms using the guidance contained within the form
Return both of your completed GDCC Access Agreement and GDCC Database
Access pro forma to [email protected]
Once MRASCo has received complete documentation we will process your
application and provide you with a username and password for GDCC Web Portal
Access.
Please note:
You will be unable to register a Green Deal Plan until you have completed the GDCC Access
Agreement.
The GDCC Access Agreement and Database Access Application are defined in Clause 56 and
Schedule 15 of the MRA.
Below is some guidance for completing the Access Agreement and Database Access
Application:
Please note when completing these forms that The Green Deal Finance Company requires you
to be set up in the GDCC as a Provider and a Remittance Processor.
Access Agreement:




Front page needs to be dated and have the organisation name stated in the [Name] field;
Page 1 needs to be dated at the top of the page;
Page 27 needs to be completed, including the capacity in which you will be operating (e.g.
Provider and Remittance Processor); and
Page 32 needs to be signed.

Information Security Management Systems which meet the principles of, or include
ISO27001 accreditation;
Appropriate controls over the use of GDCC data within the organisation;
Appropriate processes regarding system access in relation to joiners, movers and
leavers; and
Appropriate training for users, including admin users being aware of criteria for access
to, and use of the GDCC in relation to their organisation.
 If you have any information security policy documents, please send them to us.
 We also need your ICO registration reference number in this section or confirmed in
an email to us.

Please ensure that the capacity confirmation matches Part B and page 27 of the Access
Agreement (i.e. ‘Green Deal Provider’ and ‘Remittance Processor’).
