1.0 Monthly Report Overview
This report1 provides the monthly update on the following projects associated with the Muskrat Falls
development:
•
the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls
hydroelectric generating facility);
•
two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between
Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and
•
the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls
and Soldiers Pond (the Labrador-Island Transmission Link).
The report includes details on construction and procurement activities, construction costs, safety and
environmental activities, and details on stakeholder and community consultation and engagement
initiatives during the reporting period. The report also provides detailed statistical tables summarizing
employment and expenditure benefits generated from the Muskrat Falls development.
This report covers the activities for the month of February 2015. Construction work during this period
primarily took place in Labrador at the south side of the Muskrat Falls hydroelectric generating facility
(including reservoir clearing), at Shoal Cove and Forteau Point in the Strait of Belle Isle (SOBI), along the
transmission right-of-way clearing between Muskrat Falls and Churchill Falls and Muskrat Falls and
southern Labrador, and at the Churchill Falls plant, as well as Engineering and Design and Project
Management activities, which occurred primarily in St. John’s.
2.0 Highlights this Month
Highlights of construction activities in February include:

Ongoing placement of concrete in the Muskrat Falls spillway. Start of concrete placement in the
intake and the centre transition dam.
Work continues to progress well on both transmission lines. At the end of February, 525 towers
were assembled, 209 towers were erected, 281 guy anchors were installed and tested, and 735
foundations were installed on the HVac transmission line. For the same period, 138 towers were
assembled, 50 guy anchors were installed and tested, and 132 foundations were installed on the
HVdc transmission line.
The contractor for the North Spur Stabilization began mobilizing

3.0 Construction Update
3.1
Muskrat Falls Hydroelectric Generating Facility
Astaldi Canada is the main contractor for the intake, powerhouse, spillway, and transition dams. The
following highlights some of the major construction work completed by Astaldi throughout the month of
February.

Ongoing concrete placement in the spillway, intake and the centre transition dam.
Installation of formwork, reinforcement and concrete placement continued for the spillway
piers and abutment.
Ongoing maintenance of curing, hoarding, and heating of placed concrete.
Excavation of rock fill at the crane pad area in the powerhouse, ongoing installation of heat
traced waterlines and overall maintenance of site road infrastructure.

Inside the powerhouse area
Other significant activities related to the Muskrat Falls generating facility include:

Manufacturing of the turbines and generators by Andritz Hydro Canada is proceeding on
schedule and the assembly of Unit #1 runner and tower assembly continues in China.
Manufacturing of the primary anchor materials for the intake, powerhouse and spillway is also
continuing by Andritz.
Mobilization is ongoing by Gilbert Newfoundland and Labrador Contracting Limited for
construction of North Spur Stabilization at Muskrat Falls.
Labrador Transmission Assets
Construction activities for the High Voltage alternating current (HVac) transmission line by Valard
Construction continued to progress during the period with ongoing tower assembly, tower erection,
foundation assembly and installation. By the end of February, 525 towers were assembled, 209 towers
were erected, 281 guy anchors were installed and tested, and 735 foundations were installed. Work
continues on the development of access routes for the distribution of materials along the transmission
line right-of-way (ROW).
Valard Construction is continuing with mobilization efforts including set up of modular offices and camp
facilities. Both permanent and temporary camp facilities are operational, including the Churchill Falls
camp, which is being utilized to support work being completed on an additional work front from the
Churchill Falls end of the transmission line.

Labrador-Island Transmission Link (LIL)
Work progressed on the LIL on a number of fronts, including:

Construction activities on the High Voltage direct current (HVdc) transmission line connecting
Muskrat Falls to Soldiers Pond continued to progress with ongoing tower assembly, tower
erection, guy anchor installation and testing, foundation assembly. By the end of February, 138
towers were assembled, 50 guy anchors were installed and tested, and 132 foundations were
installed.
ROW clearing and access development is proceeding well with approximately 1,500 hectares
cleared to date in Labrador and on the island. ROW clearing in Labrador is more than 50 per
cent complete.
Fabrication of materials for the HVdc transmission line towers is continuing in Texas, Dubai and
India.
Work continued by Alstom Grid Canada Inc. for the supply and installation of converters and
cable transition compounds.
Work progressed on Strait of Belle Isle marine cable crossing. In February, the manufacturing
and testing of the submarine cable in Japan by Nexans Norway AS continued.

4.0
Procurement
Detailed information on procurement activities during the month is provided in Section 11.2 of this
report and includes listings of contracts awarded during the reporting period, as well as issued and
upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages
awarded since project sanction. Information on forecasted, issued and awarded contracts is also
available on the LCP project website at: https://muskratfalls.nalcorenergy.com/procurement/.
In February there were no packages awarded.
5.0 Construction Cost Summary
The direct facilities capital cost forecast for the projects is $6.99 billion.

Incurred Cost Overview
Table 1 summarizes the incurred costs for the project for the month of February and for the project to
date. Incurred costs refer to the value of work performed during the period regardless of it being paid
during the current period or at some point in the future.

Monthly Expenditure Overview

Total expenditures paid for the Muskrat Falls Project were approximately $45 million in
February 2015. This included almost $21 million to Newfoundland and Labrador businesses.
From February 2013 to the end of the reporting period in February 2015, $760 million has
been spent with Newfoundland and Labrador-based companies.
Detailed expenditure information is provided in Section 11.1 of this report.
6.0 Safety and Environment
6.1
Safety
LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety
of workers and the public. The following table outlines the Health and Safety indicators and
measurements for the month of February and for the project to date.

FELT Leadership
The project began rolling out FELT Leadership with LCP team members this past month with sessions
held at various work sites on the project. FELT Leadership is a Nalcor Energy safety leadership tool that
is demonstrated when someone takes the initiative to personally interact with team members on safety
related matters. These actions show team members to care about the safety and well-being of others.
FELT Leadership safety interactions encompass three specific behaviors: Caring, Coaching and
Communicating.
6.1.2
Safety Awareness for Construction Activities
In February 2015, LCP continued its efforts to enhance public safety awareness near construction sites
for the Labrador-Island Link through advertising, media and social media such as Facebook and Twitter.
Throughout winter, there was a particular focus on increasing awareness among the public that may be
snowmobiling or travelling through areas where the new transmission line is under construction.

6.2
Environment
The LCP environmental team is committed to maintaining a high standard of environmental
responsibility that will help to sustain a diverse and healthy environment for generations of
Newfoundlanders and Labradorians.
6.2.1
Woodland Caribou (Rangifer tarandus)
For the environmental assessments for the LCP, woodland caribou (Rangifer tarandus) were identified
as a valued ecosystem component because of their occurrence throughout the province, their role in the
ecosystem, and their economic and cultural importance. In addition, several herds in Labrador are of
special concern from a conservation perspective and are protected under both provincial and federal
legislation. Transmission line ROWs for the LCP cross the herd range for the Red Wine Mountains Herd
and the Mealy Mountain Herd. Both caribou herds are listed under the Species At Risk Act and the
Newfoundland and Labrador Endangered Species Act as threatened.
To mitigate and monitor the effects of the transmission project on these two caribou herds, LCP has
developed a comprehensive construction monitoring and mitigation program. This program includes
extensive mapping, aerial surveys, increased environmental awareness, and the use of telemetry data
obtained weekly. This data is used in the planning and execution of construction activities.
Meeting the economic and technical requirements for the transmission system requires a balance with
the environmental considerations for these caribou herds, which has included extensive and ongoing
consultation with the regulator.

6.2.2
Human Health Risk Assessment
When the reservoir is created at the Muskrat Falls hydroelectric generating facility in 2016, increases in
methylmercury levels are predicted downstream, peaking approximately 10-15 years later and then
returning to current levels over time. This is consistent with other hydroelectric developments around
the world. During the environmental assessment process for the generation projects, LCP committed to
measure baseline methyl mercury levels in communities adjacent to the lower Churchill River before the
reservoir is created at Muskrat Falls. Nalcor will also carry out regular monitoring on the lower Churchill
River each year. Results of monitoring, combined with baseline levels, will determine when consumption
advisories for certain foods are needed based on guidelines established by Health Canada.
In February, Nalcor concluded its dietary survey and hair sampling program in Labrador. The objective of
the program was to gather data to determine baseline levels of methylmercury in people who live near
the Churchill River. In late 2014, the project study team conducted information sessions and collected
dietary surveys and hair samples from more than 250 residents in North West River, Sheshatshiu, Happy
Valley-Goose Bay, and Churchill Falls. On February 18, 2015, the study team conducted interviews and
gathered hair samples from 20 residents of Mud Lake, concluding the data gathering phase of the
program. The study report is expected to be completed in the spring of 2015.

7.0 Employment, Benefits and Community Engagement
This section provides information on employment benefits generated during the month as well as
details on some of the community consultation and engagement activities undertaken during the
month. Some of these activities are part of commitments made by LCP through the Benefits Strategy
with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender
Equity and Diversity Program, in addition to provincial and federal environmental regulatory
commitments.
7.1
Employment Highlights
Following is the employment information for the projects in February 2015. Detailed employment
information and statistics are outlined in Section 10.
7.2

In February, over 443,000 hours were worked by 2,770 individuals on the projects, including
over 384,000 hours of work in Labrador.
•
During the month of February, 2,274 residents of Newfoundland and Labrador were employed
on the projects, representing over 82 per cent of the total persons employed.
•
In February, there were 2,303 people working in Labrador, of whom 825 were Labrador
residents (about 36 per cent). Of these 825 Labrador residents, 309 self-identified themselves
as a member of a Labrador Aboriginal group (about 37 per cent).
Recruitment Activities
Employers continue to utilize MuskratFallsJobs.com as a tool to find qualified residents of the province
to fill available positions.
7.3
7.3.1
Training and Development
Workplace Orientation
To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules
and procedures, respectful workplace protocols, and gender and cultural awareness. In February three
"Be Safe" training sessions at site were conducted. Workers also participated in a specific session on
Innu culture, which is delivered by an Innu business.
7.3.2
Labrador Aboriginal Training Partnership (LATP) Support
In February, LATP training programs continued throughout the month and planning for programs
continued for future course offerings. LCP staff assisted in planning for a future offering of a Carpenter
Apprentice course. During the month, 16 students progressed in the third offering of the Rebar training
program. LATP also continued to provide safety certification training to clients throughout the month, as
well as general employment supports to Aboriginal clients.
7.3.3
LCP Supervisory Development Program
The LCP Supervisory Development Program will continue through 2015 until all supervisory staff has
taken the program.

7.4
Gender Equity and Diversity
7.4.1
Employment of Women and Apprenticeships
In February, 393 women were working on all project components, comprising approximately 14 per cent
of the total workforce. Of these, 177 were working in construction, 24 in engineering, 92 in project
management, and 100 in project support. Of the 393 women working on the project, 363 of these
women are Newfoundland and Labrador residents.
During the month of February, 171 apprentices were employed, of whom 11 were women.
7.4.2
Promoting Women in Trades
LCP continued to work with Women in Resource Development Corporation (WRDC) to help them reach
their goal of providing practical support to women in the province who wish to pursue employment in
the construction sector.
7.4.3
Gender Equity and Diversity Initiatives
LCP and WRDC continued to develop a LCP Workforce Climate survey. This survey is planned to be
implemented in 2015. Funding for this initiative was provided by Status of Women Canada.
7.4.4
Persons with Disabilities
LCP continued to work with contractors, unions, and community groups to develop strategies to
accommodate persons with disabilities who are interested in employment opportunities with LCP,
including potential internships for persons with disabilities.
7.5
Labrador Innu Initiatives
7.5.1
Impacts and Benefits Agreement (IBA) Implementation Activities
In February, LCP staff visited the Sheshatshiu Innu School to discuss career development in relation to
the operation phase of the project. LCP interacted with students and staff and answered questions
about future employment opportunities.

7.6.1
Community Engagement
Public Inquiries
LCP has established multiple venues for members of the public to ask questions, seek employment
information, and get details about the Muskrat Falls development. LCP has a website for people to apply
for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction
activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free
number or email or by dropping into the project office in Happy Valley-Goose Bay.
7.6.2
Community Presentations
In February LCP had a follow-up meeting with the Newfoundland and Labrador Snowmobile Federation
(NLSF) as part of ongoing consultation and communication efforts. LCP is working with the NLSF to
identify areas where the project interacts with the trail system and to put measures in place to minimize

the impact of those interactions. LCP and the NLSF maintain open lines of communication and provide
timely updates on construction traffic and trail usage during the snowmobile season.
7.7
Community Investment
LCP is committed to giving back to the communities in which it operates and where its workers live. As
part of the corporate community investment program, LCP makes investments in Labrador to help
ensure Labrador-based organizations and events remain vibrant and have a positive impact on the
community overall.
Stand Up Day
Students in schools across Labrador came together on February 25 to wear pink t-shirts and send one
message, “Stand up, Speak Out, Take Action. The anti – bullying initiative was proudly supported by
Nalcor Energy through the provision of anti-bullying shirts to wear on Stand Up Day to all students
throughout Labrador. LCP employees and project team members also participated by attending local
schools to show support and take a pledge to end bullying.
Nalcor has supported the Stand Up Day campaign since 2011 when it partnered with Violence
Prevention Labrador to support anti-bullying. The campaign was started when two students decided to
take a stand for a fellow student that had been bullied for wearing pink to school. Today, the Stand Up
Campaign involves students wearing pink and signing a pledge to take a visible, public stand against
bullying.

CBC Pancake Breakfast
In February, LCP staff participated in the annual CBC Pancake Breakfast fundraiser for homelessness as
hosts/hostesses and servers. The pancake breakfast was held at the College of the North Atlantic in
Happy Valley – Goose Bay.
