............................................................................................... 44 Muskrat Falls Project – January 2015 Project Report 1.0 Monthly Report Overview This report1 provides the monthly update on the following projects associated with the Muskrat Falls development: 
the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls hydroelectric generating facility); 
two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and 
the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls and Soldiers Pond (the Labrador‐Island Transmission Link). The report includes details on construction and procurement activities, construction costs, safety and environmental activities, and details on stakeholder and community consultation and engagement initiatives during the reporting period. The report also provides detailed statistical tables summarizing employment and expenditure benefits generated from the Muskrat Falls development. This report covers the activities for the month of January 2015. Construction work during this period primarily took place in Labrador at the south side of the Muskrat Falls hydroelectric generating facility (including reservoir clearing), at Shoal Cove and Forteau Point in the Strait of Belle Isle (SOBI), along the transmission right‐of‐way clearing between Muskrat Falls and Churchill Falls and Muskrat Falls and southern Labrador, and at the Churchill Falls plant, as well as Engineering and Design and Project Management activities, which occurred primarily in St. John’s. 2.0 Highlights this Month Highlights of construction activities in January include: 



completion of all infrastructure buildings at the Muskrat Falls Site, this includes the administrative buildings and the sports complex. commencement of mobilization efforts by Gilbert Newfoundland and Labrador Contracting Limited for North Spur Stabilization at Muskrat Falls. start of Labrador‐Island Transmission clearing work on the island. fabrication of the first of three submarine cables for the Strait of Belle Isle marine crossing was completed. 1
This report is prepared by Lower Churchill Management Corporation (LCP), the Nalcor Energy subsidiary responsible for managing the construction of the Muskrat Falls hydroelectric generating facility, the Labrador Transmission Assets and the Labrador‐Island Transmission Link. Muskrat Falls Project – January 2015 Project Report 1 3.0 Construction Update 3.1 Muskrat Falls Hydroelectric Generating Facility Astaldi Canada is the main contractor for the intake, powerhouse, spillway, and transition dams. The following highlights some of the major construction work completed by Astaldi throughout the month of January. 




Ongoing mobilization and set up of offices and temporary facilities (maintenance building, heated warehouse and carpenter shop) at the contractors lay down area and the intake, powerhouse and spillway sites. Preparation of base slab for intake concrete placements and preparations for south service bay sump and elevator sump foundations for concrete placement. Installation of formwork, reinforcement and concrete placement continued for the spillway piers and abutment. Completion of the integrated cover system (ICS) over generating units #1 and #2. Concrete was placed in five spillway piers. Concrete placement work by Astaldi Canada in the spillway piers Centre Transmission Dam Muskrat Falls Project – January 2015 Project Report Separation Wall 2 Other significant activities related to the Muskrat Falls generating facility include: 


3.2 Manufacturing of the turbines and generators by Andritz Hydro Canada is proceeding on schedule and the assembly of Unit #1 runner and tower assembly is underway in China. Manufacturing of the primary anchor materials for the intake, powerhouse and spillway is also continuing by Andritz. Mobilization efforts commenced by Gilbert Newfoundland and Labrador Contracting Limited for construction of North Spur Stabilization at Muskrat Falls. Labrador Transmission Assets Construction activities for the High Voltage alternating current (HVac) transmission line by Valard Construction continued to progress during the period with ongoing tower assembly, tower erection, foundation assembly and installation. By the end of January, 451 towers were assembled, 176 towers were erected, 242 guy anchors were installed and tested, and 583 foundations were installed. Work continues on the development of access routes for the distribution of materials along the transmission line right‐of‐way (ROW). Valard Construction is continuing with mobilization efforts including set up of modular offices and camp facilities. Both permanent and temporary camp facilities are operational, including the Churchill Falls camp, which is being utilized to support work being completed on an additional work front from the Churchill Falls end of the transmission line. Tower erection work by Valard on the HVac transmission line between Muskrat Falls and Churchill Falls Muskrat Falls Project – January 2015 Project Report 3 3.3 Labrador‐Island Transmission Link (LIL) Work progressed on the LIL on a number of fronts, including: 
Construction activities on the High Voltage direct current (HVdc) transmission line connecting Muskrat Falls to Soldiers Pond are well underway in southern Labrador between Muskrat Falls and Forteau. Tower assembly activities by Valard Construction continued with 78 towers being assembled. 
ROW clearing and access development is proceeding well with over 1,100 hectares cleared to date. In early January, construction activities commenced on the island with ROW clearing and access road construction near Hampden in west‐central Newfoundland. Fabrication of materials for the HVdc transmission line towers are continuing in Texas, Dubai and India. 


Work continued by Alstom Grid Canada Inc. for the supply and installation of converters and cable transition compounds. Clearing activities for the Labrador‐
Island Transmission Link started on the island in January 2015. This is the first tree cut on the island. This work was completed by Springdale Forestry. Muskrat Falls Project – January 2015 Project Report 4 
Work progressed on Strait of Belle Isle marine cable crossing. In January, the manufacturing and testing of the submarine cable in Japan by Nexans Norway AS continued as planned. During the month, fabrication of the first of three submarine cables was completed. 4.0
Completion of the first of three cables for the Strait of Belle Isle marine crossing Procurement Detailed information on procurement activities during the month is provided in Section 11.2 of this report and includes listings of contracts awarded during the reporting period, as well as issued and upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages awarded since project sanction. Information on forecasted, issued and awarded contracts is also available on the LCP project website at: https://muskratfalls.nalcorenergy.com/procurement/. In January the following packages were awarded:  CT0327‐015 (HVdc Clearing and Access Section 1 ( Blocks 9, 10, 11 and 12)) – Johnson’s Construction Limited. Muskrat Falls Project – January 2015 Project Report 5 5.0 Construction Cost Summary The direct facilities capital cost forecast for the projects is $6.99 billion. 5.1 Incurred Cost Overview Table 1 summarizes the incurred costs for the project for the month of January and for the project to date. Incurred costs refer to the value of work performed during the period regardless of it being paid during the current period or at some point in the future. 
Total expenditures paid for the Muskrat Falls Project were approximately $120 million in January 2015. This included over $34 million to Newfoundland and Labrador businesses. From January 2013 to the end of the reporting period in January 2015, $739 million has been spent with Newfoundland and Labrador‐based companies. Detailed expenditure information is provided in Section 11.1 of this report. 6.0 Safety and Environment 6.1 Safety LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety of workers and the public. The following table outlines the Health and Safety indicators and measurements for the month of January and for the project to date.

The campaign reminds vehicle operators to make a visual, and sometimes physical, inspection of a vehicle prior to each use. Each inspection involves walking all the way around the vehicle to ensure there are no safety‐related concerns or risk of vehicle contact with unexpected obstructions. Completing a circle for safety check on any piece of vehicle before using it is an important step towards ensuring staff safety and the safety of others. As a reminder to vehicle operators, LCP has placed the following decal on the driver's door of all LCP fleet vehicles. 6.2 Environment The LCP environmental team is committed to maintaining a high standard of environmental responsibility that will help to sustain a diverse and healthy environment for generations of Newfoundlanders and Labradorians. Technology can make everyday tasks simpler and far less time consuming. Tasks that would have taken a day or two to accomplish in the past, can now be completed in minutes, and immediately shared with colleagues with the click of a button. The Environment and Regulatory Compliance (ERC) Team makes extensive use of LCP Powerline and Pronto Forms technology on a daily basis to assist with environmental management. LCP Powerline Maps, while helpful, are in a fixed format, displaying only a few attributes such as latitude/longitude, contour lines, towns, landmarks, etc. Geographical Information System (GIS) programs such as LCP Powerline, are dynamic and interactive, and have the ability to display hundreds of attributes, separately or together, to display information specific to a particular inquiry. Apart from the topographic map, there are six categories of layers available (Imagery, Water Supplies, Environment, Transmission‐Infrastructure, Clearing and Land), with a total of 62 individual map layers that can be selected. Specific to the Environment category, there are six sub‐categories (Aquatic, Historic Resources, Avifauna, Vegetation/Plants, Wildlife, and Other), as shown in the figure on the following page. port 8 7.0 Employment, Benefits and Community Engagement This section provides information on employment benefits generated during the month as well as details on some of the community consultation and engagement activities undertaken during the month. Some of these activities are part of commitments made by LCP through the Benefits Strategy with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender Equity and Diversity Program, in addition to provincial and federal environmental regulatory commitments. 7.1 Employment Highlights Following is the employment information for the projects in January 2015. Detailed employment information and statistics are outlined in Section 10. 
In January, over 366,000 hours were worked by 2,649 individuals on the projects, including over 312,000 hours of work in Labrador. 
During the month of January, 2,153 residents of Newfoundland and Labrador were employed on the projects, representing over 81 per cent of the total persons employed. 
In January, there were 2,206 people working in Labrador, of whom 815 were Labrador residents (about 37 per cent). Of these 815 Labrador residents, 309 self‐identified themselves as a member of a Labrador Aboriginal group (about 38 per cent). 7.2 Recruitment Activities Employers continue to utilize MuskratFallsJobs.com as a tool to find qualified residents of the province to fill available positions. 7.3 Training and Development 7.3.1 Workplace Orientation To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules and procedures, respectful workplace protocols, and gender and cultural awareness. Workers also participated in a specific session on Innu culture, which is delivered by an Innu business. 7.3.2 Innu Workplace Orientation In January, LCP staff delivered a comprehensive workplace orientation developed specifically for Innu Nation members who are working with various contractors/subcontractors. 7.3.3 Labrador Aboriginal Training Partnership (LATP) Support In January, LATP training programs continued throughout the month and planning for programs continued for future course offerings. During the month, 16 students progressed in the third offering of the Rebar training program. LATP also continued to provide safety certification training to clients throughout the month, as well as general employment supports to Aboriginal clients. Muskrat Falls Project – January 2015 Project Report 9 7.3.4 LCP Supervisory Development Program In January, the LCP Supervisory Development Program was offered four times. The program will continue through 2015 until all supervisory staff has taken the program. 7.4 Gender Equity and Diversity 7.4.1 Employment of Women and Apprenticeships In January, 402 women were working on all project components, comprising approximately 15 per cent of the total workforce. Of these, 180 were working in construction, 20 in engineering, 87 in project management, and 115 in project support. Of the 402 women working on the project, 370 of these women are Newfoundland and Labrador residents. During the month of January, 150 apprentices were employed, of whom 11 were women. 7.4.2 Promoting Women in Trades LCP continued to work with Women in Resource Development Corporation (WRDC) where this agency continues to provide practical support to women in the province who wish to pursue employment in the construction sector. 7.4.3 Gender Equity and Diversity Initiatives LCP and Women in Resource Development Corporation (WRDC) continued to develop a LCP Workforce Climate survey. This survey is planned to be implemented in 2015. Funding for this initiative was provided by Status of Women Canada. 7.4.4 Persons with Disabilities LCP continued to work with contractors, unions, and community groups to develop strategies to accommodate persons with disabilities who are interested in employment opportunities with LCP, including potential internships for persons with disabilities. 7.5 Labrador Innu Initiatives 7.5.1 Impacts and Benefits Agreement (IBA) Implementation Activities The joint Innu Nation‐Nalcor Tshiashkueish (IBA Implementation) Committee met on January 28 to review current IBA implementation issues, and plan for priority activities to be undertaken in the next couple of months. A meeting was held with Innu Nation regarding projected job opportunities for Innu once the Muskrat Falls generation facility comes into operation. Nalcor and Innu Nation will work together to identify Innu who may be currently qualified for these jobs, and to encourage youth to enroll in post‐secondary programs which would assist them to qualify for these positions. Muskrat Falls Project – January 2015 Project Report 10 7.6 Community Engagement 7.6.1 Public Inquiries LCP has established multiple venues for members of the public to ask questions, seek employment information, and get details about the Muskrat Falls development. LCP has a website for people to apply for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll‐free number or email or by dropping into the project office in Happy Valley‐Goose Bay. 7.6.2 Community Presentations LCP was a sponsor of the Northern Exposure 2015. Members of the LCP team participated in the Northern Exposure 2015 Labrador Opportunity Conference and Trade Show from January 27 ‐ 29. More than 600 delegates attended the event in St. John’s to promote Labrador business and partnership opportunities. Highlights from the conference included a project overview from Gilbert Bennett, Vice President, LCP with additional updates from Astaldi Canada and Valard Construction and an LCP diversity focused presentation. Team members were also available to answer questions during the trade show. Gilbert Bennett, with representatives from Astaldi Canada and Valard Construction, participated in a panel discussion on the Muskrat Falls Project at Northern Exposure in January 2015. 7.7 Community Investment LCP is committed to giving back to the communities in which it operates and where its workers live. As part of the corporate community investment program, LCP makes investments in Labrador to help ensure Labrador‐based organizations and events remain vibrant and have a positive impact on the community overall.
