Crisis Numbers
CRISIS NUMBERS
Individuals living with mental illness sometimes need the assistance of crisis services to prevent immediate harm to
themselves or others. Most county mental health departments have a central crisis line linked to a mobile crisis team
such as Project Respond in Multnomah County, or local law enforcement such as police or sheriff. Always request that
the responding officers have training and experience in Crisis Intervention (CI) and are part of the new
Behavioral Health Unit (BHU). All officers in Portland have now taken CI training. In addition, Portland Police Bureau
has further expanded training for officers in the Behavioral Health Unit. If you have questions about how to best approach
this process, ask for advice through NAMI Multnomah.
Some counties have walk-in clinics available for individuals in need of less acute care, but still in psychiatric distress.

Introduction
INTRODUCTION
When attempting to locate mental health resources, NAMI can provide the latest, up-to-date information regarding the
local mental health system. Joining NAMI opens doors to increased knowledge and support networks that are unavailable
elsewhere, with members sharing valuable insight into the nature and quality of available resources.
About NAMI Multnomah
NAMI Multnomah is the local affiliate of the National Alliance on Mental Illness, the nation’s largest grassroots mental
health organization. NAMI Multnomah has been active in the Portland Metro area since 1983.
NAMI Multnomah’s mission is to improve the quality of life for individuals and families living with mental illness through
support, education, and advocacy.
NAMI Multnomah holds regular educational events, weekly support groups, and quarterly classes to help the public better
understand how to live with mental illness and begin the process of recovery. Our Volunteers and Peer Mentors contribute
thousands of hours each year. They teach free classes and lead weekly support groups, and those in the office provide
resource information to family members and individuals coping with mental illness.
NAMI Multnomah provides a key voice for policies that facilitate research, end discrimination, reduce barriers to successful
life in the community and promote timely, comprehensive and effective mental health services and supports. Our
representatives regularly attend and advocate at meetings with the City and County on topics that affect mental health.

About NAMI Oregon
NAMI Oregon is the statewide organization that lends support in areas of advocacy and policy making in the state. It is one
of 50 state organizations that make up the National Alliance on Mental Illness (NAMI).
NAMIWalk is a signature NAMI event that draws thousands of concerned citizens every year who walk together in over 60
communities across the nation to raise money and awareness about mental illness. The NAMIWalk in Portland, Oregon, has
thousands of walkers turn out to raise funds for NAMI’s signature programs. The walk is held at Portland’s Vera Katz

Another important source for mental health resources is the local County Mental Health Department/Division. In Oregon,
the services offered through County Mental Health Departments/Divisions are often oriented to low-income individuals who
are Medicaid-eligible; however, local departments may offer some limited services for others. The departments are a

unit, each hospital has the capability to monitor individuals in psychiatric distress until a more suitable psychiatric treatment
setting can be found. Currently there are approximately 200 acute care beds in the Portland Oregon Metro Area that are

Multi-disciplinary approach to treatment and rehabilitation. All programs are headed by physicians and offer treatment that deals
with the whole person—physical, psychological, social and spiritual. Treatment options are available five to seven days per week
at both Providence Portland Medical Center and Providence St. Vincent's Medical Center. Group and individual therapy,

EDUCATION & RESEARCH
NAMI strongly supports research into severe mental illnesses, including research involving human subjects, because it is the
basis for all future advances in treatment. However, research involving human subjects must be in accord with the highest
scientific, medical and ethical standards and must protect and honor the individuals and families who make this contribution to
scientific progress. Specifically, NAMI demands that: 1) research subjects give truly informed consent and that they and their
families fully understand the protocols and risks and benefits of the research; 2) researchers perform independent and ongoing
evaluations of research-subject capacity to consent; 3) Institutional Review Boards include consumers and family members; 4)
consumers may withdraw from a study at any time without penalty; and 5) at the end of the study, or if a consumer terminates
participation prematurely, ongoing effective treatment and aftercare are ensured, as is feedback on study results. More

Residential Care Resources–Adult
Sometimes individuals struggling with mental illness need a structured living environment that helps with activities of daily
living and provides some treatment. High-level structured residential care is highly sought-after, but difficult to come by.
Most high-level residential care facilities contract out their bed spaces to state and county mental health authorities, which
mainly serve Medicaid (and Medicare) clients. Oregon’s Division of Mental Health and Addiction Services has an
Extended Care Management Unit (ECMU) that utilizes many of the structured residential care bed spaces for state
hospital diversions or state hospital after-care.
County mental health departments also utilize structured residential care bed spaces to help manage the care of local
Medicaid-eligible individuals with the aim of preventing the need for hospitalization. However, private-pay individuals are
sometimes able to access these beds. Structured residential care facilities for mental health are licensed by the state and
overseen locally by county mental health departments. In Multnomah County, access to a structured residential care
facility is handled by the county Division of Mental Health and Addiction Services.
Interested parties should call 503-988-5464 and ask for the Residential Worker of the Day. Other counties handle access
in a similar manner. Check with your local mental health department for more information.
There are several levels of structured residential care for mental health in the Portland Metro area:
•
Secure Residential Programs serve six or more residents, have rotated, 24/7 staffing patterns and restrict the
resident’s exit from the facility.
•
Residential Treatment Facilities serve six or more residents and have rotated, 24/7 staffing patterns.
Residential Treatment Homes serve up to five residents in a more intimate setting and have rotated, 24/7 staffing
patterns.
•
Adult Foster Homes serve up to five residents in family-style homes where the owner-provider serves as the staff
member. This is not considered 24/7 care since the staff sleep while residents are sleeping. The level of treatment
is usually just medication management and ADL (Activities of Daily Living) prompting.
•
Supported Housing Programs are provided in accordance with individual resident needs, and while all residents
in this approach are offered case management, it may or may not be considered a direct part of the housing
program. The housing has either been developed by the service providers or is leased from a housing authority,
nonprofit housing agency or private landlord. Residents enjoy well-maintained housing with a minimal level of staff
support on site.

Another alternative for a lower-level type of residential care in Multnomah County is a “room and board” arrangement
through the Adult Care Home Program of the Division of Aging and Disability Services. This alternative is not as structured
as the previously mentioned alternatives and may involve living with seniors who need assisted living arrangements.

Yet another alternative for structured residential care is the TeleCare Recovery Centers. These privately owned centers
have contract arrangements to service the state hospital system through the ECMU. However, TeleCare Recovery Inc. is
also able to take private-pay individuals when bed space is available.

Housing Resources
Finding appropriate long-term housing for an adult with mental illness is one of the most difficult tasks in the Portland Metro
area. Subsidized housing is intended to offer affordable housing to people with low incomes; tenants pay a percentage of
their income for their rent and utilities, and government funds pay the rest. Three major subsidized housing programs are
available in the Portland Metro area: Low-Rent Public Housing, sponsored by the Housing Authority of Portland (HAP);
Department of Housing and Urban Development (HUD) housing; and Section 8 housing. Unfortunately, each of these
programs has significant waiting lists, so individuals looking for subsidized housing will need to find short-term housing
arrangements as well. In addition, a number of the resources listed in this subsection can offer assistance to individuals of
modest means who are also looking for housing.

responsibilities of advanced education, particularly when they are accompanied by the responsibilities of work and
personal relationships. Most of these institutions provide some form of student health support, ranging from providing

Mental illness can affect persons of any age, race, religion or socioeconomic status. The World Health Organization reports that
four of the 10 leading causes of disability in the U.S. and other developed countries are mental disorders.
One in four adults experiences a mental health disorder in a given year. One in 17 adults lives with a serious mental illness such
as schizophrenia, major depression, or bipolar disorder. NAMI is a pioneer in peer education, giving people affected by mental
illness a place to turn to find a strong network of support and the tools to reclaim their lives.
NAMI Multnomah offers an array of courses for family members of people living with mental illness, as well as for individuals
living with mental illness themselves. It also offers support and education to the parents and caregivers of children and
adolescents who are experiencing mental illness. Call us at 503-228-5692 to learn when the next session is being offered.
Family-to-Family is a free, 12-week course for families, partners and friends of individuals with serious mental illness taught by
more than 3,500 trained NAMI family members and caregivers of individuals living with mental illness. The course dwells on the
emotional response families have to the trauma of mental illness; many family members describe their experience in the
program as life-changing.
Peer-to-Peer is a free, 10-week peer-led recovery education course open to any person with a serious mental illness.
Peer-to-Peer emphasizes recovery from mental illness as a feasible, supportable goal and challenges the stigma often wrongly
associated with mental illness.
NAMI Basics is a free, six-week, peer-directed education program developed specifically for parents and other family caregivers
of children and adolescents who have either been diagnosed with a serious mental illness/emotional disturbance or who are
experiencing symptoms but have not yet been diagnosed.
In Our Own Voice is a unique public education presentation that offers insight into the hope and recovery possible for people
living with mental illness. Trained individuals living with mental illness lead a brief yet comprehensive and interactive
presentation about mental illness.
First Step is a community outreach program where peer volunteers are trained to tell their personal story about mental illness
and share ideas about relapse prevention and recovery. These presentations are done in psychiatric units at area hospitals.
Peer Support Specialist Certification Training is a five-day intensive training for peers with a mental illness who want to support
other peers (for Multnomah County residents only).
Support Groups, offered throughout the Portland Metro Area, are free, drop-in support groups. Contact us at 503-288-5692 to
