DISTRICT MINISTERIAL STUDIES BOARD
INSTRUCTIONS TO STUDENTS
The District Ministerial Studies Board (DMSB) aids and guides all candidates on its district in preparation for the
various forms of ministry. The board’s responsibility extends to licensees who are enrolled in colleges as well as those
enrolled in district credentialing programs. Only the persons who are properly enrolled (Sourcebook on Ordination
439.1) can be served by the DMSB. Enrollment forms can be found on page 39 of the Sourcebook.
There are two ministerial courses administered by the DMSB. They are elder track and deacon track.
Ministers will not be ordained without having completed their respective courses.
Study Regulations
1. Each candidate is instructed to communicate with the Ministerial Studies Board chairman as to their progress with a
list of classes enrolled and or completed. College transcripts must be sent to the chairman of the Ministerial Studies
Board chairman. (Mark Williams, 405-206-8057, [email protected]).
2. Those starting in the Studies Program should go online to http://nazarenepastor.org/clergyeducation/ and find the
sourcebook on Ordination for the studies program.
3. All candidates should be prepared to appear for interviews as called upon by the Ministerial Studies Board and
Ministerial Credentials Board at the time and place specified, usually in February of each year.
4. At least two courses must be completed each year to qualify for license renewal. All course work must be completed
by District Assembly.
5. From the granting of the first district license, a candidate has 10 years to complete the course of study.

Modes of Study
The recommended mode of preparation for full-time Christian service in the Church of the Nazarene is by
attending a Nazarene liberal arts college or university including the Nazarene Bible College and if possible, Nazarene
Theological Seminary. For those who are unable to meet this recommended mode of preparation, permission from the
DMSB must be obtained to pursue the Modular Course of Study.
Modular Course of Study
The modular course of study is a model curriculum to fulfill the educational requirements for ordination in the
Wesleyan-holiness tradition when students are unable to attend a Nazarene liberal arts college, university, Bible
College or Nazarene Theological Seminary. The modular course of study is available through college extension
programs, online and district-directed programs. The modular course of study is available online through

study for ministers, or have passed the Nazarene history and polity courses and five additional courses in order to be

College Students
College students must be properly registered with the DMSB and are responsible to submit to the board
documented evidence of academic standing (official transcript) in harmony with Sourcebook 437.5. College students
are reminded to plan their curriculum in harmony with Manual. Transcripts will be evaluated by the DMSB, and no
requirements as stated in the Manual will be waived. A college/university student must complete one-fourth of a
validated college/university course for ministers in order to request a license from the district assembly.
Procedure
Ministerial Students enrolled in the COS, but not yet granted a District License are to communicate with the Ministerial

Ministerial Students holding a district license not yet graduated from the course of study or awaiting ordination must
meet with the DMSB each year. Upon applying for a district license and meeting the DMSB each candidate will be
assigned to a committee and advisor.

SIXTY-SEVENTH DISTRICT ASSEMBLY, SOUTHWEST OKLAHOMA DISTRICT
Sunday Evening, April 12, 2015
The district assembly opened with a district worship service with Bryan Powell leading worship and Dr. Carl
Summer leading in prayer. The choir shared a special, “We Are United”. A Distinguished Service Award was
presented to Susanne Murray for her leadership on the district as NMI secretary. Spirit of Oklahoma awards were
presented to Yukon, ROC, Mustang, OKC Trinity, Tuttle, and Marlow. Fred Emmert was given the Barnabas Award.
Photo of Salyer Lake was given to OKC JesuCristo Luz de Verdad. Special guests were recognized and a report was
given for the work beginning in downtown OKC. Dr. Cooper gave a message of challenge regarding reaching our
neighborhood.
Monday Morning, April 13, 2015
The morning session of the sixty-seventh district assembly began with music led by Nathan Keever and prayer by
Dr. Jim Cooper. Dr. Eugénio Duarte, general superintendent, shared a message with the delegates. He also
presented a video regarding church planting.
The assembly was called to order by Dr. Duarte. Dr. Chuck Crow, district secretary, appointed the assistants for
the assembly. Hours of the meeting are 8:30am to 12 noon, 1:30pm to finish of business, and Ordination service at
7:00 pm. These appointments were approved. Dr. Cooper introduced the new ministers on the district. The report of
the Ministerial Credentials Board was approved with addition of Pam Runyan to the licensed ministers. Dr. Jim Cooper
was presented to share his annual report as District Servant. The report was accepted and the Advisory Board
presented Dr. and Mrs. Cooper with a gift from the district.
The report of the nominating committed presented the following recommendations: 1.) the Advisory Board and
SNU trustee ballot be a two-step process with a run-off between the top two; 2.) rotation of Advisory Board members after serving two four-year terms, member will not be able to be nominated the following year. The ballot and the
recommendations were approved. The ballots were distributed to the delegates.
Brett Armstrong shared a plan for prayer for NYC. He encouraged the delegates to pray for the young people who
will participate this summer. The report of Paul Metcalfe, DMI Chairman, was presented by Dr. Cooper. Karola Sikes
received the Alumnus of the Year from Nazarene Bible College.
The report of the District Advisory Board was presented by Dr. Crow. The report was accepted. The Ministerial
Studies Board report was presented and accepted with the correction of adding Pam Runyan to the licensed ministers
list. A video from Nazarene essentials and the Nazarene Foundation were presented.
Pastors’ reports as follows: Ardmore First- Dee Boyt, Elk City-Robert Barkley, Canadian Hills-Chad Penner,
Chickasha-Joseph Ellis, Duncan Heritage Oaks-Ron Dech, Lawton Heights-Mike Murray.

Monday Evening, April 13, 2015
The Ordination Service began with a Church History Video and a Statement of Purpose by General
Superintendent Dr. Eugénio Duarte. The congregation sang “Holiness unto the Lord” as the Ordinands entered. Dr.
Chuck Crow, District Secretary, presented the Ordinands and scripture was read by Rev. Jim Hill and Rev. Gabriella
Rodriguez. The congregation sang “Take My Life” followed by Rev. Gary Reynolds and Rev. Andrew Young reading
from the Manual. Dr. Jim Cooper led the congregation in the Apostles’ Creed followed by prayer. Retiring ministers
were recognized and the newly Licensed Ministers were presented a challenge as they begin this new journey.
The Ministers’ Choir, led by Nathan Keever, sang “And Can It Be”. Dr. Duarte gave a message of challenge and
then conducted the Ordination Ritual. The Ordination Class was presented to the congregation and a special
presentation was made by Dr. Loren Gresham, president of Southern Nazarene University. Following the benediction,
a reception was held for the Ordinands and their families.

Gratitude
To my grandchildren I am known as “Bapaw”. It became my name as my grandson, Gabriel, attempted to say,
Grandpa…it came out “Bapaw” and it stuck. Just over a year ago I decided to write my grandchildren a letter each
month; the title and content of the letter is “Bapaw’s Life Lessons”. Each month I share something I have learned to be
true from having lived so long.
Just a couple of months ago the life lesson was, “No one gets to where they are alone” or more to the point, “on
their own”! Without a myriad of people boosting us, encouraging us, looking after us, we would never have made it.
And as I begin my sixth year as District Servant I am certain that without a host of SWOK District people working with
me and without your gracious and kind invitation into your lives, I could not serve in this way. I am grateful beyond
measure to you and the many, many people who serve the purposes of the Southwest Oklahoma District Church of
the Nazarene.
A Grander Scope of Ministry
While there is a drought of revival upon our North American region it is heartening to know that we are a part of an
effective movement worldwide. We are among over 29,000 Churches of the Nazarene in our world with a membership
exceeding 2 million. We witness a person coming to faith in Jesus Christ on an average of every 4 minutes and are
planting a new church every one and a half days. We deploy about 690 missionaries and sponsor almost 12,000
children worldwide. Nazarenes are present anywhere and everywhere there is a disaster, offering care, supplies,
assistance and a witness for Christ. We teach mothers at nutrition centers, provide schools, hospitals and food for
thousands. We are a part of the solution of suffering brought about by AIDS, bring clean water to communities, clothe
those without necessities of life, improve communities and touch lives for good and Christ’s gospel. We are finding

ways to help the immigrant find a path forward and to enable the human slave caught up by trafficking to find release.
Simply put, it’s a great honor to be part of the Church of the Nazarene.
I want our young people to know that by affiliating with the Church of the Nazarene they are a part of a grander
vision for ministry. The Church of the Nazarene is among the leading organizations of the globe in actions of justice,
mercy and compassion. This activity flows from the truth we have found in God’s Word…it is a natural outflow of a
“pure” heart-love for the Savior. Holiness and compassion are blood relatives. And as a young person you need not
look further than your church to find a group that is addressing many of the social and spiritual needs of our world. And
young leaders will find the SWOK District is a place that welcomes innovative ideas and is leaning into the future. We
welcome change and are willing to lay aside anything that is not enabling us to be effective in Christ’s mission. As
local churches, let us give ourselves, locally and globally, to engage our communities in compassionate service and
meaningful relationships.
SWOK Makes a Difference
Among those accomplishments we especially celebrate this year are these:
 The near completion of a “community center” building at Salyer Retreat Center. This building will allow us
to host large groups with indoor meeting facilities seating approximately 800 and provide cafeteria services
for all.
 The launch of Casa Vida Church of the Nazarene. Led by Pastors Jackie and Erick Sanchez this new
plant is an exciting effort to reach unreached people. They need our support of volunteers and resources.
 The progress of an innovative ministry to impact Midtown and Downtown OKC…Junction Coffee is nearing
their launch.
 Clinton Church of the Nazarene sold the old facility and has plans underway for new construction on a
worship center.
 Mustang Church of the Nazarene completed a new wing and invited the District to move the resource
center offices to this facility. We have just recently completed the move.
 First Indian and Penn Avenue Churches have merged and are now known as All Nations Church of the
Nazarene--a name we hope the assembly will accept during today’s business.
 Noble Church has completed a new Life Center that will soon be dedicated.
 Disaster relief continued for at least half of this past year as the latent damages from the two May 2013
tornados were addressed.
Many of our churches have had a year of excellent transition and positive advances.
Ministry Measurements
It is always difficult to measure the intangibles of ministry. Our churches have sent people to other countries or
cities to give assistance; they have maintained specific prayer plans for lost people, discovered new ways to love
people outside the household of faith, developed and employed new methods to facilitate what the Spirit is doing,
exercised more intentional discipleship plans, assisted other SWOK District Nazarene Churches and helped in new
church plants. All of these are ways to measure our influence for Christ in our world. Many of the pastors today will
accept an award at the time of their report for the achievement of such missional objectives.

We are grateful for the positives and are working diligently to reverse any negative trends.
The Way Forward
Our way forward in 2015 and beyond includes these three strategies or points of focus:
 Engage your church in a new church plant
 Refocus on increasing your local church membership
 Engage your people in “neighboring your hood”
Church Planting
Each church on the SWOK District must become involved in a new church plant this year. And before you in
despair say, “That’s impossible!” let me assure you that it is not. Your church may indeed be able to begin a
satellite congregation or send a number of people into a new community. I believe that there are some who can
participate in new church planting in this way. However, others who may not have such resources can collaborate
with a cluster of sister churches in neighboring areas to plant a new congregation. And still others can help
resource new church plants on the district by sending volunteer teams to construct, remodel, conduct VBS, and
encourage; these churches can send resources whether in the form of people or materials or money. Every
church on this district can and should and must become engaged in church planting. For too long this topic has
been absent from our local Church Board meetings. Join me in changing the conversation this year; join me in

prayer about our involvement in new church plants; come with me in dreaming about the possibilities and in
resourcing those new church plants already begun. Let’s not let a new church plant like Junction Coffee, Midtown,
Casa Vida and JesuCristo Luz e Verdad flounder for lack of support. An amazing by- product will occur from your
involvement in church planting; your people will be happier, blessing will come to your fellowship, the mission
quotient and dedication level of your parishioners will increase all because they are investing themselves outside
themselves for Kingdom increase.
On October 6-8 we are sponsoring in collaboration with OK District, a New Church Training Institute on the
SNU campus. We need you to plan now to attend, learn more and become equipped to participate and lead others
in church planting.
Church Membership
We have seen a prolonged season of decline in church membership. Our losses now threaten our participation
as a district to enjoy adequate representation at General Assemblies and the University’s Board of Trustees. Our
voice is therefore diminished in these venues. We must change this dynamic.
Of course, we all know that membership is the most unreliable statistic in the church. We know that
membership does not represent strength or actively participating parishioners. In fact, if the membership rolls were
“cleaned” of those no longer participating in the local church mission, the number of members in our North America
region would be shockingly diminished. However, our polity gives us the privilege of moving those people who are
no longer participating in the mission to an “inactive” status. And these inactive names can but need not be
removed from membership.
Now, just increasing the number of members is not a very worthy goal in and of itself. But if increase in
members reflects those who have come to know Christ as Savior, have discovered the foundational truths of faith,
have become devoted followers of Christ and have found a place of service in His Body, if so, then we should
strive to increase members.
My challenge to us is to give more attention and effort to receiving new members than removing inactive
members. Membership matters; it is an expression of the believer’s commitment to the fellowship and mission. It is
a way to give back to the church who so embraced us with love and acceptance. There are many people in our
church fellowships who have never become a member simply because they have not heard the value of this
expression or been invited to do so. Every pastor and Board must develop a list of those who should and could
become members; every church must have a membership record; every pastor should conduct at least one
focused effort on increasing membership each year. Of course, increasing membership is a “lag goal”, that is it is
realized only after several other markers have been achieved….relational evangelism, welcome, discipleship, and
so on. But there are many who have been found, received welcome and are following Christ, yet have never been
challenged to become members. Make this year a year when no stone remains unturned to increase membership.
Let’s increase membership by 200 this year.
Neighboring Your Hood
Last evening you heard about this emphasis. In brief, we cannot rely on the old method of Christian expression
that may have been effective in a churched culture. We don’t live there anymore; this is not a “Leave it to Beaver”
world. We cannot simply try to live for Jesus and be Christian in our everyday routines thinking that if someone
challenges our love or faith, or if they present some opportunity to witness then we will share the good news with
them. No, today, Christ followers must be more intentional to focus their prayers, activities and social engagement
in building relationships with those not yet of faith in Christ…the lost. We must identify those in our lives who don’t
yet experience God’s love or know His presence; we must pray for them and become their friends. We must act for
the good of our neighbor…our unbelieving neighbor. We cannot afford to curl up in our religious cocoon and
retreat to our church fellowship and relationships. To do so will further marginalize the Church and stagnate our
fellowships. Let’s open up our lives to be a channel of God’s love by intentionally getting to know the lost people
around us and pray for our part in their salvation and become their friend. Now is a good time to start to live by the
message of that old song we used to sing, “Lord lay some soul upon my heart and love that soul through me…” It
is a frightening indicator of the self-focus of our religion today that few truly bear the heart-burden of some lost
person that is not a family member.
We know that new churches grow at a faster rate than those with a complex and long history; we understand
that a district our size must grow by 1 ½ new church plants each year to simply survive; we witness the decline of
this district in membership, a trend that has endured for a decade or more; we are convinced that reaching lost
people is the primary purpose for which Christ established the Church. Knowing these truths we can no longer
ignore the obvious: we must give ourselves immediately to these three practices.
Be Done With Lesser Things
Just a final word…it is a word about the temptation during times of transition to make too much of too little. It
seems obvious to most that our culture is in a period of significant and far reaching transition. As I have noted in last
year’s report, it may be that we are in one of those major transitions that have occurred about every 500 years; they
cause cultural tsunami and redefine how we “do life”. It seems every institution is feeling the effects of this transitional
time. Universities feel it; the financial agencies of society, the public educational system, the business sector,
marketing methods all sense that there is a new normal emerging. The church has not escaped this cultural

phenomenon. New practices, different patterns of behavior, ritual and routines, adjusted expectations and a shifting of
values are upon us. It demands evaluation of what we do and how we do it. It even requires us to address again why
we do what we do. Inevitably it calls for change. And change in the church calls for identification of what will not
change, must not change. If we are to be effective in our mission of demonstrating and proclaiming Christ’s rescue we
will need to adapt and embrace new methods.
Now herein lies the problem…in the midst of this oftentimes traumatic change we can be tempted to major on
minor religious practices. The Church can get so little in its views and vision; it can become trivial in its concerns and
small in its focus. In the midst of the trauma of change the Church can actually become concerned over times of
offerings, about choir robes or not, about pulpits being moved or what the pastor wears; we can go on about hymns
and gospel songs and contemporary music as if that is going to undo us or as if it is fundamentally important to the
Cause of Christ. We can focus on versions of the Bible and visitation practices of the pastor. Now just imagine
this…when we have been called to the greatness of the Kingdom, when we have been bought with the price of the
very blood of Christ, when we have been called by God to die to self-interests and pour out of lives…in a world that is
dealing with issues of the treatment of immigrants within our borders, in a society that is struggling with same sex
marriage, in a culture that is waking up to the reality of human trafficking…imagine how petty our tirades about
religious practices seems to a world of suffering and confusion. In a state where there are as many foster children as
there are churches, in a city like OKC where there are 2,000 children homeless, in a world where 1.4 million people die
each year for lack of water and sanitary conditions, in a world where the children of our Nazarene pastors in Cuba
have meat in their diet on the average of once or twice a month…in a world where we can sponsor these children and
a small group could give clean well water to a community, where we can make small loans to entrepreneurs in third
world countries, where there are means for the church to address the ills and woes of our world…imagine the gaze of
God on a church or a person who is never engaged in efforts to bring justice and supply to a broken and hurting world
but rather is amped up about their church music or the absence of suit and tie. We cannot be effective in our world for
the sake of Christ if we dare to be so small in our concerns and involvements.
I have a friend who when I begin to whine about things like interruption in the signal of my TV service, or that you
can never count on Walmart to have the product you bought in your last visit, or that the nearby restaurant has gone
out of business…when I focus on such things he likes to simply say, “hash tag first world problem”. And then I get it
and shut up. It might be time to say to ourselves about changes in the methodologies of church life, “hash tag religious
practice preference” and move to something nobler.
My appeal to us who know Christ and the healing of his grace for a confused and sin sick world is to be done with
lesser things and to engage in endeavors and concerns worthy the Savior. It’s a good day to remember and take to
heart the words of the old hymn…”Rise up, O Church of God! Have done with lesser things. Give heart and mind and
soul and strength to serve the King of Kings. Rise up, O Church of God! His kingdom’s task embrace. Redress sin’s
cruel consequence; Give justice larger place. Rise up, O Church of God, Have done with lesser things!”

2. District NMI President
Greetings to the 2015 Southwest Oklahoma NMI Convention
Beyond 100--th
This year we celebrate the 100 anniversary of Nazarene Missions International. It’s had several names over the
years, but all emphasizing World Missions. We have used different words over the last 100 years, but the message is
the same as the current purpose: “To mobilize the church in mission through praying, discipling, giving, and
educating.” --Making Christlike Disciples in the Nations
Let’s look at some of this 100-year history. I will start with a very interesting woman -Susan Norris Fitkin. She is
considered the founder of NMI. She was born in Quebec, Canada in 1870. Had she only known that 100 years later
we would be reaping the benefits of her love of God and ability to overcome what seemed like major obstacles in her
life? She had cancer at age 14 and confined for almost two years. Her application to be a full-time missionary was
rejected because of her health. She became a preacher in Vermont where she became sanctified at a preacher’s
meeting, met and married her husband and then together they became traveling evangelists in 1896. Her church, the
Association of Pentecostal Churches of America joined with the Holiness Church of Christ and the Church of the
Nazarene in 1908 and then in 1915 she was finally able to say that the Church of the Nazarene had a Mission
Organization. This was after several name changes—from WMS (Women’s Missionary Society) until 1952 when men
and children were included with NFMS (Nazarene Foreign Mission Society) to 1980 with NWMS (Nazarene World
Mission Society) to 2001 with NMI Nazarene Missions International. What an impact she had. She was able to fulfill
her dream of mission involvement---She traveled more than any of the other church leaders at the time usually paying
her own expenses from her husband’s successful business ventures. She was a woman of prayer as well as a great
organizer. Combining those two, she enabled World Missions to survive the Great Depression—but more than

survive, thrive. At the height of the Great Depression, WFMS giving almost doubled - from approximately $240,000 to
$470,000. Her call to the church for prayer and fasting reaped a great reward. She served for 29 years and left a
tremendous mark on NMI.
We have other great leaders of NMI over the years. Some have served as the NMI Director—these people are
employed by the general church to help NMI function--people like Dr. Mary Scott, Dr. Nina Gunter, Dr. Daniel
Ketchum. Within the last few months the General Board has selected Lola Brickey as the newest NMI Director. She
was the NMI president for the Eastern Kentucky District and has served on the Global NMI Council for the East Central
USA region as well as NMI representative to the General Board.
The elected NMI Presidents have also been a great advantage for NMI starting with Susan Fitkin to the current
President, Dr. Philip Weatherill from England. Southwest Oklahoma has also had some tremendous leaders---we
honor Peggy Swanson, Barbara Summer and Linda Short. Hopefully, you have also had some great leaders in your
local churches you can remember with big hearts for Missions and have helped your church answer the call to
Missions.
Over the last 100 years we have had great people come and go but the message is still the same—we are called
to share Jesus with the world. And it’s NMI’s job, through the emphasis of praying, giving, educating and discipling,
that every Nazarene will be glad to be a part of global outreach, spreading the good news of full salvation –holiness- to
the ends of the earth.
Now to the current and Beyond 100 for Southwest Oklahoma.
Southwest Oklahoma has been a praying district.
Of the 31 churches that have submitted President’s reports this year—ALL have prayed for missions. YES!! In
addition to our personal knowledge of missionary needs and world region prayer request, we can go the Prayer
Mobilization Line and their Facebook page to see where the needs are and how we can pray. Distribute these needs
to your church somehow-someway. Our world is in great pain but it’s good to know we have an even greater God
who hears and answers prayer. One such need has been about the Ebola crisis. From the Prayer Mobilization Line
we had learned about the family of Pastor James Fullah’s family from Sierra Leone. His wife and mother of their four
children died of the virus. When Ebola hits it usually wipes out the entire family, but that community is now praising the
Lord as all of the children are now declared Ebola –free. This has been a tremendous witness to that communityprayers were answered.
There will be a Prayer and Fasting workshop today—I hope it will help us explore more ways to be involved in
prayer.
Southwest Oklahoma has been a giving district.
 2014-15 Giving to World Evangelism Fund was $307,458. Good news—this is $2,531 over the 5.5% of
income goal of $304,927. Bad news—this is $1,359 less than last year’s. So we still must work hard to
present the need of the WEF to our congregations.
 2014-15 Giving for approved Mission Specials was $247,109.
 The approved Mission Specials are for things like Alabaster, LINKS, World Mission Broadcast, Work and
Witness, Compassionate Ministries, Deputation, Jesus Film, special Field Projects, Mission Corp and Youth in
Mission.
 Alabaster –34 churches participated (4 more than last year!) and gave a little over $23,569.
 SWOK members sponsored over 80 children, giving $31,148 this year!!
 18 Mission Priority One Churches---met all four goals of NMI.
 32 World Evangelism Churches—paid the WEF in full.
 17 Award of Excellence Churches---overpaid the WEF.
Local Compassionate Ministries were supported by SWOK churches. Work and Witness trips were taken to
Mexico, Belize, Cuba, and Peru.
But to the future—Beyond 100—SWOK will be sending a District Team to Peru. We still need participants—tell
your church members—you never know who might like to participate. Today’s lunch money will go to the project
funds, but we will probably need more.

Also, in celebration of our 100 Anniversary we have adopted two projects that we Okies can relate to!! It would
just take $2 per district member to reach the goal of supporting these projects.

Tanzania, Africa—Farming Project for tools and seeds - $5,000

Belize—Nazarene Elementary School computers - $3,000
We are taking money and pledges today for this project.
Southwest Oklahoma has been an educating district.
Educating—sometimes we are not sure what that means so this goal-name may be changed to “communicating.”
Communicating what is going on around the world to the local church has been a major emphasis of NMI over the last
100 years and will continue as we endeavor to be the link between World Missions and the local church. Remember
“The Other Sheep” periodical? It helped us know more about peoples of the world because—“the more we know, the

more we care.” With the Internet we now have so many more resources—Living Mission curriculum, The Engage
Magazine, the NCN News Nazarene Mission.org website, videos and other methods to help us learn. There are so
many interesting and worthy causes that can be communicated to our churches – Jesus Film, Human Trafficking, the

100 Anniversary projects, Work and Witness projects—in addition to the traditional causes like Alabaster and
Nazarene Compassionate Ministries, here and abroad. LINKS is another way for our churches to get “up close and
personal” with real-live missionaries. We have a workshop today that explains this more clearly. Or maybe you can
invite a missionary speaker to your church. There are usually very willing missionaries in this area who would love to
come to your church! Don’t let the size of your church stop you from inviting a missionary. I have heard more than
one missionary say they love coming to the smaller churches—it can be a less formal and a more interactive time with
a smaller group—maybe have dinner or breakfast together. I get to read the President’s reports and see how you are
having Sunday morning mission-moments and using other creative means to communicate with your local
congregations. Thank YOU!!
Make plans to attend our Zone Tour this fall, October 4-11, with Barry and Charlie Carney from Paraguay. When
the exact churches and times are announced, please promote attendance from your church members. The Carney’s
are great speakers and your people will really enjoy their presentation.
Also, mark your calendars for September 25-26—it’s been a while, but our South-Central Region will be holding a
Regional NMI Conference September 25-26 here in Oklahoma City. That’s a Friday evening and Saturday morning.
Mary Johnson, our Regional Director, is here with the children today. She is working hard to organize this event. Be
alert for more information and people from your church who would be interested in attending.
Southwest Oklahoma has been a discipling district.
Discipling has been defined for NMI as involving children and youth. Sometimes of all our goals this is the
toughest!! It has been suggested that we change this wording to Serving. Either way, we need to teach our children
and youth about a global worldview with Christ at the center.
Pastors and youth pastors we especially need your help here. You have been so instrumental in planning ways
our youth can be involved in service. Thank you!! Just a plug for the Commission to Mexico trip sponsored by SNU at
Christmas break –it’s a great “easy” way to get youth involved in Missions. Or planning a Saturday at one of the local
Compassionate Ministry Centers—those ministries are here today if you would like to schedule a time.
Even today our Kids Mission Day with the theme of “It’s a Small World” is an attempt to expand our children’s
horizons to see that Jesus loves the whole world and they can be a part of spreading that good news.
Another involvement of youth in mission is SNU’s Students in Mission Service (SIMS.) As a district we have NINE
students going this summer! How exciting! We also have one of our District Council members, Alix Scott, going this
summer with the Youth in Mission program. There will be a workshop today exploring how to get youth involved.
Beyond 100—what will that look like? There will be methodology changes for sure, but the message is the same
as Jesus commissioned the first disciples with a promise--“Therefore go and make disciples of all nations, baptizing

them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have
commanded you. And surely I am with you always, to the very end of the age.”

“Look for a different angle,” Tadashi exclaims to Hiro while holding him upside down by the foot. Hiro is working to
get into a college for brilliant minds but has no idea what project to pursue that will impress the leadership enough to
get in. In the movie Big Hero 6, Hiro learns several valuable lessons from his older brother, and this is one, which
saves his life and others.
“Look for a different angle.”
This has me thinking about the current state of youth ministry as a district. As we move forward together one
theme seems to resonate within me. The whole must benefit the parts. If we are not seeing the collaborative work of
the larger body bringing life and sustenance into individual churches and youth groups then it seems there is
something wrong.
As SWOK NYI we plan a few events a year and come together for a time but then we leave and wait until the next
big thing. Church camp is always a top notch event and experience with real connection between students from other
churches as well as between students and God. We join forces in competition over the Turkey Bowl, our annual flag
football competition, rain, wind, or cold (just not ice). We have had district worship services throughout the year before
and tried some alternative activities, both relational and spiritual, to generate more cohesiveness.

When we gather like we do, it appears we are achieving the desired goal, that we have successfully created an
entity to sustain each smaller body. We connect relationally and spiritually. We generate a feel of being a part of
something bigger and we celebrate the name of Jesus that unites us.
But then we leave those events heading to our own little worlds to fight the battle in our own contexts. We carry on
and wait for the next scheduled event. And we must ask if this is good.
I am not convinced we are fulfilling our designated purpose. I am pretty sure that the individual churches,
especially the smaller ones in rural areas, lose battery power that was charged from being together as a district. I know
youth pastors feel isolated and alone. I am aware of the struggle to maintain momentum with only a few students,
limited resources, and weak support.
We have seen a fair share of change in leadership on a district level as well as turnover on the local context. We
have laity and interns serving in full time positions across the district. We have churches with aging members that feel
their influence in young lives is waning. We have metro churches with full time staff and a full set of volunteers as well
as interns who face different struggles, have different needs.
I believe we can create something that is beneficial for the group as a whole. My vision is to see youth workers
equipped and empowered, trained and supplied, across the district, to thrive in their place of ministry. I want to see
churches partner together and relationships enhanced that go beyond camp. I believe we need to be sensitive to the
needs and struggles of the rural isolated churches and work to come alongside them in partnership. I also believe that
we must not neglect the metro churches with their own support and assume their needs are completely met. The
district’s ministry is to the churches that make it up. It must exist to enhance the ministry of those churches. When it
fails to enrich the local church then it fails to fulfill its purpose.
While I do not believe the state of SWOK NYI is in panic or disrepair, I want to be diligent to check its pulse and
assess its health. Just because one does not need a hospital does not mean one is well. We must look for a different
angle as we pursue the health and wellness of the district, which means that the health of the churches which make up
the district should be tended to regularly. I will be looking for a different angle in which the district can exist to augment
the ministry of the local church and ask that you do the same.

We, the members of the District Advisory Board continue to watch as God leads through Jim and Betty Cooper. We
have had four regularly scheduled meetings with numerous email votes. We have tried to carry on the business of the
district with the future in sight. We have faced many difficult decisions as we have asked God to lead us.

 Merger between Oklahoma City Pennsylvania Avenue and Oklahoma City First Indian; approved a name
change to Oklahoma City All Nations Church of the Nazarene. Jubilee Partners will stay at its current facility
at First Indian and will pay for the maintenance. The District Office has been listed with a realtor for sale.
 Approved the name change for Oklahoma City Portland Avenue to Oklahoma City Faith, Hope and Life.
 Sale of the Clinton church was approved.

NEW STARTS
 Moore Casa Vida has begun under the leadership of Erick and Jackie Sanchez.
 Nick Bollinger has been working diligently to get Junction Coffee started. You may have seen the double
decker bus driving around town.
 Approved the disorganization of Oklahoma City Capitol Hill in order to recognize Oklahoma City JesuCristo
Luz de Verdad.
 Discussions are taking place to work with Oklahoma District to start a new church in Midtown Oklahoma City.
FINANCE
 Worked with America’s Christian Credit Union and Wesley Investment Foundation to refinance Oklahoma City
Pennsylvania Avenue. Penn Avenue will pay off one-half of the loan at America’s Christian Credit Union with
the district paying the remaining half.

2. Audit Committee
Dear Dr. Cooper and District Board:
On Tuesday, March 3, 2015, Terry Armstrong, Rick Powell and Don Rader met at the District offices to audit the
various accounts of the SW Oklahoma District for the 2014 fiscal year. We compared all deposits in each account to
the bank statements, conducted a random sample of purchases and checks written each month, checked a random
sample of credit card purchases and reimbursements to make sure that appropriate documentation was present to
justify the expense, and checked savings accounts and inner account transfers to make sure supporting
documentation was present.
General Funds:

We found that the General Fund books were in excellent shape with supporting documentation as needed.
Records were carefully kept and were easy to find and understand as we proceeded through the audit process. We
would make some recommendations that might be helpful in the future. We recommend that when merchandise is
purchased or delivered to the district offices that receiving copies be signed so that there is assurance that
merchandise that is being paid for was actually received. We also recommend that when credit cards (Square
Deposits) are used at Salyer Lake for memberships, etc. that there be a better method of documentation. It was
difficult to reconcile the deposits with the credit card usage.
NMI Funds:
We had some difficulty reconciling the bank statements because we were missing two months, February and
March of 2014. We also found that documentation was not sufficient to verify all transactions. We were finally able to
reconcile the total in their account with the bank statements and believe that all funds have been properly accounted.
We recommend that NMI pay all their own expenses. We also believe that future audits would be much easier if each
treasurer would use Quick Books for their records.
Kids Camp Funds:
We found all records for this account to be in good order and found no problems as we looked at the records.
Sunday School Funds:
We found all records for this account to be in good order and found no problems as we looked at the records.
NYI Funds:
We found all records for this account to be in good order and found no problems as we looked at the records.
General Recommendations:
For future audit purposes, we are recommending that each treasurer at a minimum provide the following
information.
 The beginning balance on February 1 of the current fiscal year. This needs to be reconciled with the bank
statement
 Invoices with checks and some documentation authorizing the expenses
 Ending balance on January 31 at the end of the fiscal year in question
 All bank statements
 All reconciliation information with the bank statements
 Outstanding checks as of January 31 of the fiscal year in questions
We also recommend that there be some accounting of holding funds in the various accounts. There should be
some designation of how the end of the year balances are to be used. We also recommend that these end of the year
balances be placed in the District savings account until the money is to be used. At that time the District would then
return the funds to the appropriate entity. We understand that this would require some additional accounting through
the District office.

Balloting Process
That District Advisory Board election be done in two steps. The first ballot shall be a limiting ballot and the two (2)

That a rotation policy be established for the District Advisory Board which continues the present terms of service
and adds that a member having served two consecutive full terms (4 years each term) will be ineligible for nomination

Reasoning: The practice of resting from service for one year after eight consecutive years of service allows the

3. Ministerial Support
Pastoral care is a biblical concept and practice that is assigned to men and women full of the Spirit and
wisdom that cannot be considered lightly by your elected church boards. Realizing that staffing and financing
resources of the churches can vary, we urge the appropriate committee to study and recommend actions at least
annually in each of the following areas. (Churches receiving district support must comply with existing district
policy regarding local church finance.) The following are recommended:
Salary
1. That the salaries of pastor and paid staff be carefully reviewed annually. Cost-of-living increases should not
be viewed as a raise, but only a means of keeping your pastor and staff current with the salary package with
which they began their assignment. Consideration for merit pay increases should be a separate decision.
Each church should carefully consider what criteria it wants to use in determining merit pay increases.
2. That the pastoral remunerations comprise:
a. Fair and generous salary including the full amount of Social Security (based on pastor’s salary plus
housing allowance and/or parsonage rental value and utilities).
b. Parsonage and/or housing allowance.
c. Utilities and parsonage expense.
d. Family health and life insurance premiums, insurance co-payments and/or deductibles.
e. Church-related vehicle usage reimbursement or allowance.
f. Annuity allowance and/or other supplemental retirement programs.
g. Continuing ministerial education allowance.
h. Miscellaneous professional reimbursements for such things as books, entertainment, conventions, and
conferences.
3. That the church pays the Pensions and Benefits Budget in full.

4. That the church and the pastors and associates agree to an amount from the salary and benefits package
that should be placed in a TSA account towards retirement. This is in addition to the amount put in by the
general church. Questions regarding TSA accounts should be directed to the Pensions and Benefits Office of
the Global Ministry Center.
Insurance
1. That health insurance for the pastor and his/her family be paid for by the local church.
2. That each church develops a policy regarding sick leave for pastors and associates.
Reimbursed Expenses
1. That car expenses are reimbursed or a car allowance be set up for each pastor to defray expenses incurred
in operating an automobile for pastoral calling, church business, and other necessary church-related travel
costs.
2. That the church board encourages the pastor(s) to enroll in pastoral continuing education programs by
providing financial remuneration for at least one such opportunity annually.
3. That each church provide the pastor(s) with a professional expense amount to assist in purchasing books,
tapes, etc., for his/her library, and supplies, such as birthday cards, wedding gifts, etc., that are for his/her
ministry.
4. That a hospitality expense amount be established to reimburse the pastor(s) for his/her entertainment and
business expenses.
5. That each local church set aside in a savings fund a monthly allotment toward the pastor’s General Assembly
expense, and that it be sufficient to include his/her family.
6. That each church encourage the pastor to participate in general, district, and educational programs and
activities (i.e., general assembly, evangelism conferences, district assembly, Pastors’ and Spouses’ Retreat,
team meetings, pastors’ days), and that his/her expenses be cared for by the church. This time away should
not be considered part of the pastor’s vacation, and pulpit supply is to be provided as necessary by the local
church.
Housing
1. That the church board will discuss with the pastor the option of purchasing his or her own home. The church
may wish to consider an interest-free loan to the pastor, assisting with a down payment. At the same time,
churches must investigate the long-term value of retaining a church-owned parsonage.
2. Where the church does not supply a parsonage or the pastor owns his or her own home, that, in addition to
basic salary, the pastor be given a housing allowance. The housing allowance should be established by
taking into consideration the current housing and utility costs.
3. That before a church arranges for a pastor to own his/her own home, full consultation be made with the
district superintendent and cleared by the District Board of Church Properties.
4. That where the church provides a parsonage, the church should pay all expenses such as mortgage
payments, taxes, and utilities. A committee should be assigned the responsibility of inspecting the parsonage
semiannually so that repairs and improvements are cared for properly and adequately.
5. That if the church owns a parsonage, steps should be taken to apply to the county tax assessor to have the
property tax exempt. If the church has questions on the procedure, contact the district treasurer for
assistance.
Vacations and Sabbatical
1. That each church grants its pastor and full-time staff a paid vacation based on total length of full-time service
in the ministry of the Church of the Nazarene in accordance with the following schedule:
0—4 years of service: two weeks paid vacation (14 days, including 2 Sundays)
5—14 years of service: three weeks paid vacation (21 days, including 3 Sundays)
15 years and over: four weeks (28 days, including 4 Sundays)
25 years and over: 35 days, including 5 Sundays (not consecutive)
2. That the church board urge its pastor and full-time staff to take a minimum of one regularly scheduled day off
each week.
3. That each church be sensitive to the needs of their pastor(s). They live with great responsibility in the ministry
and face growing pressures that can result in burnout. Therefore, local church leaders should make provision
for a sabbatical/study leave during the seventh consecutive year of service in the present local church as well
as other special needs ministries such as marriage enrichment, counseling service, and an occasional extra
day off for rest and renewal. Implementing this sabbatical is to be done after consultation by the board with
the district superintendent.
Encouragement and Support
1. That each church develops intentional and meaningful ways to regularly pray for pastors, staff and families.

2. That each church finds ways to recognize the pastor/staff and family members at appropriate times of the
year, i.e., birthdays, anniversaries, Christmas, etc.
3. That each church participates in the nationally designated Pastor Appreciation Sunday in October.
4. That each local church board reviews this report annually at least two months before the new budget process
begins.
5. That the pastor and church board conduct an annual planning session where goals and expectations are
reviewed and updated. A copy of this written understanding is to be sent to the district superintendent per
Manual paragraph 122.

VI. Minutes of the Convention
NMI Convention
Mustang Church of the Nazarene
April 11, 2015
Saturday Morning
The opening session of the convention began with a skit. NMI Cindy Powell welcomed the delegates and
Pastor Terry Armstrong gave a welcome and prayed for the convention. Dr. Jim Cooper, District Superintendent,
presented Cindy Powell for her annual report. The delegates were dismissed to attend workshops.
The 100th anniversary of NMI was celebrated with a reception before reconvening to continue the convention.
The ballot for district council members was distributed. The nominating committee voted to have the election by
plurality vote. Vote for four.
A time of worship began with music led by Nathan Keever. Cindy Powell interviewed SIMS and YIM students
and Dee Boyt prayed for the group as they go to summer ministries. A missionary couple shared an inspiring
message telling of their mission work. An offering was taken. Judy Nantze presented Work and Witness
message. The convention was dismissed for lunch.
The afternoon session began with music. Becky Armstrong shared the Memorial Roll. Cindy Powell
recognized the retired missionaries and the churches that received awards this year. Our missionary guests
again shared about their ministry.
Results of ballot for council members are as follows: Becky Armstrong-91, Robert Barkley-23, Howard
Culbertson-114, Kristin Donovan-60, Jennifer Lester-60, Judy Nantze-78, Beverly Rupert-38, Anita Shepperd-36,

The session was closed with music by a children’s choir and prayer.
