Fire Procedures for Constructors, Contractors, Consultants &
Service Providers
At most University Health Network (UHN) hospitals/centres (Toronto General Hospital,
Toronto Western Hospital, Princess Margaret Cancer Centre, and Toronto Rehabilitation
Institute), with the exception of Max Bell Research Centre and Rumsey Centre, there is
a two-stage fire alarm system.
Ensure all workers are familiar with the following procedures.
1.
First Stage – Alert Tones Sound
2.
Second Stage – Alarm Tones Sound (Evacuation)
At Max Bell Research Centre and Rumsey Centre, there is a one-stage fire alarm
system.
Important Information
Activity Permits: Activity Permits must be on site at all times and produced upon
request by the fire marshal or designated individual.
Hot Work Permits: Must be obtained from Toronto General Central Control, the
Princess Margaret Facilities supervisor, the fire marshal and Toronto Western Facilities
management, or Toronto Rehab Maintenance before any hot work is completed. Users
must ensure that they follow the written policy on the permit. Failure to comply may
result in the termination of the permit and/or a request to leave the premises.
Constructor Responsibilities: The constructor is responsible for developing a sitespecific fire procedure for his/her respective sites. The procedure will be developed in
conjunction with the hospital/centre’s or location’s fire procedure to facilitate a safe
response to fire emergency by ensuring everyone on site is familiar with the fire and life
safety features of the building, i.e., the locations of two exits from the floor area.
Contractors, consultants and service providers must become familiar with the fire
and life safety features of the building, including locations of:



pull stations
hose cabinets
portable fire extinguishers (Fire extinguishers are to be provided by the contractor;
they are not to utilize UHN fire extinguishers in the construction site.)
Fire Watch: If a fire watch is required, it must be in accordance with UHN Hot Work
Permit guidelines.
Bypass of Fire Alarm & Suppression Systems: Before any work commences that
may compromise the integrity of the fire alarm and/or suppression systems as outlined in
the Activity Permit, the system must be first by-passed by building operators/fire
marshal/maintenance staff. Failure to do so may result in a Code Red activation of the
fire alarm system. Contractors will be responsible for paying all fines levied by
authorities as a result of their work.

Emergency Dial: To report a fire emergency inside the Hospital you must dial 5555 for
an Emergency Switchboard Operator.
Designated Meeting Area outside the Building: Contractor is responsible for ensuring
that all workers are aware of where the designated central meeting place outside for
accountability purposes.

If You Discover Smoke or Fire
If you notice smoke or fire, follow R.E.A.C.T procedures as appropriate, stay calm, and
be sure to do the following:

Try to Extinguish the Fire
Preparing to Exit (except: Max Bell Research Centre & Toronto Rehab’s
Rumsey Centre)
1. At the first stage fire alarm will sound. Listen to the voice communication for
identification of building, floor and area of activation.
2. At all times, listen for the second stage fire alarm, as well as any fire
announcements on the speakers, as this may indicate that the fire threat is imminent,
in which case proceed directly to the evacuation process.
3. If you smell smoke or detect fire, proceed immediately with the evacuation process
(Stage 2).
Evacuation Process
Evacuation will occur when:
Threat is imminent (fire, smoke, fumes, gas, etc.)
Or
The fire alarm sound beeps are increased: the tone and speed of the beeps
change.
Or
The speaker announcement instructs evacuation.
Toronto Rehab’s Rumsey Centre
At the sounding of the first stage fire alarm, all occupants of the building will go to the
lobby and await further instructions (following precautions outlined below).
Precautions for Leaving an Area – All UHN Sites
1. Do not use elevators; exit through the nearest stairwell.

2. Close doors behind you, but ensure that they are unlocked, in order to provide
access for the Fire Department.
3. Check any door before opening (feel door and doorknob for heat). Open the door
slowly, and if you feel air pressure or hot draft, close the door.
4. If you cannot leave your area:

Stay calm.

Dial 5555 and give your location and the number of people with you. Also, inform
if anyone is hurt.

Close doors.

Only fight the fire with the appropriate portable fire extinguisher if it is safe to do
so.
