BUILDING PERMITS
Many residents will be making plans for spring
and summer projects. Most of these projects will
require some type of permit. These permits are
for safety and to insure proper set backs so as
not to infringe on your neighbors. The best thing
to do if you are planning any type of project that
involves a repair, replacement, addition or
alteration is to call the Borough Zoning Officer
Wayne Smith (717) 225-0650 and discuss the
scope of your project. An early phone call can
make the process run more smoothly.
WEST NILE VIRUS
You can help reduce the number of
mosquitoes
around
your
home
and
neighborhood by eliminating standing water in
which mosquitoes can breed.
During the mosquito season the county
routinely covers areas of the Borough
performing surveillance and control. Additional

E-cycling (electronic waste)
The York County Solid Waste and Refuse
Authority continues to accept electronic devices
for FREE on the 3rd Saturday of each month
from 9 a.m. to 1 p.m. at the yard waste transfer
site located off of Flour Mill Road in Manchester

NEW SALEM’S NIGHT OUT
VOLUNTEERS NEEDED
The event is being organized in an effort to
heighten awareness and enhance community
relations. It's America's Night Out Against Crime!
This event is for all Borough residents and their
families and will be held at the Borough
Municipal Building (80 Water St).
 Meet some of the West Manchester Police
and our New Salem Volunteer Fire
Company Members.
 Expect an entertaining evening of games
and picnic style food. .
 Enter to win free drawings for communityrelated certificates and prizes.
 Bring your flashlights, the evening’s
festivities will end with a flashlight parade!
 Traditional “lights on” campaign and
symbolic front porch vigil.

We are early in the planning stage and welcome
your ideas. We are also looking for residents to
volunteer their help with games. If interested

1. Am I responsible for clearing grass and
weeds growing in my sidewalk and
between the sidewalk and the street?
Yes. It is your responsibility.
2. When is open burning allowed in the
Borough?
Open burning is allowed in New Salem
Borough only on the second Saturday of
each month between the hours of 7:00
a.m. and 5:00 p.m.
3. May I have flock of backyard chickens if I
live in the Borough?
The keeping of chickens is NOT allowed
in the Borough without a special zoning
permit.
4. Are there certain items that should not be
placed in the sewer system?
Yes. Only biodegradable items should be
placed into the sewer system. Non
biodegradable (solid) items such as rags,
disposable wipes, paper towels, shop
towels, dental floss, feminine hygiene
products, and latex products should not
be placed in the sewer system. Please
dispose of all non-biodegradable items in
your trash, not your toilet. Grease, oil,
and chemicals of any sort (including
prescription drugs) should not find their
way into the sewer system.
5. Must I replace broken or missing clean
out caps?
Yes.
6. Would I be responsible for repairs to the
sewer main due to damage from my open
pipe?
Yes, missing or broken clean-out caps
can result in an open pipe on your
property that would allow storm water as
well as possible debris and other items to
enter the sewer line, perhaps leading to
damage, blockages and back-ups.

MAYOR’S CORNER
Hello Residents of NSB,
It has been a long, difficult
winter, but spring is on the way.
Very soon we will be outdoors
planting flowerbeds, spreading
mulch, trimming hedges and yes;
cutting grass. I, for one, am anxiously awaiting
the bursts of color and fresh fruits and
vegetables that will fill our neighborhoods and
homes.
Thank God for the warm days ahead and
summer vacations.
I want to thank you for your unending
support of our community. It was a delight to be
invited to your homes to discuss matters of
importance to NSB.
I would like to take this opportunity to alert
you concerning a very present danger in York
County: drugs.
Drugs, not only exist in Pennsylvania cities, but
also have a very strong presence in our rural
areas. Please note the following statistics:
In 2013 there were 57 fatal overdoses, 17 of
which were from Heroin.
In 2014 there were 110 fatal overdoses, 62 of
which were from Heroin. This is an obvious and
alarming increase!
Additionally, please be aware of the risks
prescription drugs present for our youth. It is
vital to keep these drugs out of reach, and even
sight of them. Education at home as well as in
our schools is imperative!

available on this subject.
In conclusion, our Lions Club (717) 792-2367

Windy Hill on the Campus is a drop-in activity
center for adults age 60 and older. The center is
open Monday-Friday, 8:30 a.m.-2:30 p.m., and
offers a wide range of activities including
educational and fitness classes, social
programs, and a fitness room. The center is
located on the Spring Grove Area School District
campus in the former middle school building at
1472 Roth's Church Road. In addition, a hot
meal is served at noon each day for a donation.
There is no membership fee to join Windy Hill,
and RabbitTransit provides door-to-door bus
transportation at no charge for those older than

York County CASA Volunteer Advocates
Give a Voice to Children in Need
York County Court Appointed Special Advocates
for Children is a member of the national CASA
association.
CASA volunteers are regular
citizens, appointed by the courts, who have
been trained to advocate for neglected and
abused children in the foster care and family
court systems. Volunteers are trained to assure
the rights and needs of these children are at the
forefront of decisions that are being made by
judges and lawyers and family members. With
the help of a CASA volunteer, a child is half as
likely to languish in foster care, and that much
more likely to find a safe and permanent home.
