deposits. They include
nominees of all parties
– NCP, Shiv Sena,

Candidates belonging to reserved classes (SC, ST, OBC) are
required to deposit Rs
2,500 and others Rs
5,000 as security
amount at the time of
filing nominations.
Those who get one third
or more of the votes
polled get their deposits
back. The rule is appli-
cable to those who have
won as well as those
who have lost!
According to the final count, four candi-
dates of Nationalist
Congress Party (NCP)
which is getting ready
to assume charge of the

PANVEL: The Peshwa-built Vadale talav,
cleaned a year ago by
the group of volunteers
belonging to Dr Dharmadhikari foundation,
is found full of lotus
flowers. The centre of
the talav is become the
centre of attraction as
lotus flowers have
bloomed over there in
large scale.
Many people from
across the city gathered
here around the talav to
take a look of the nature’s beauty. The lotus
flowers in several thousand numbers have
given an aesthetic look
to the talav. The person
who resides near the
talav is found to be
making a living out of
the same.
The family often
plucks the lotus flower
and sells them. They
get a living out of the
same it has become one
of their sources of in-
come. A Panvel resident
Rakesh Patil says, “The
family collects the seeds
of the lotus flower
which is sold in the
market. They earn
more through selling
the lotus seeds rather

Soon after the sunrise the lotus flowers
bloom. It seems as if the
talav is covered with
pink strips with the
leaves of the lotus flowers submerged on the
water. The lotus flowers and leaves leaves
little space to the person who ventures in to

a stable administration
at NMMC, some of
them seem to look

Put details of contract workers on Two suicides reported in one
the civic website: Namdev Bhagat day, in two separate incidents

Mumbai Municipal
Corporation, should
be published on
NMMC’s website.”
This demand has
been made in a
communication
addressed to the
Municipal Commissioner by the newly
elected Shiv Sena
corporator Namdev
Bhagat recently.
“For one thing, no
one knows for sure
how many people are
working for the civic
body on contract
basis. NMMC only
pays their salary.
Worse still, the
contractor deducts
the PF contributions
of these workers
month after month,
but they never know
if the same has been
forwarded to the
respective authorities
or not. They have no
means of knowing
how much money is
accumulated in their
accounts. This has
been the result of the
strange contract
system in use in the
city,” the letter says.
To put an end to
the enigma, Bhagat
has demanded that
NMMC put the details
of the contract workers along with their
PF numbers of the
civic body’s official
website which can be
accessed by one and
all. “By doing so, even
the citizens will know
how many people are
working in their area
on contract basis,” the
letter concludes.
Conman cheats bank in a big way,
arrested along with his two accomplices

NAVI MUMBAI: Navinkumar Kunjar, a conman, and his two accomplices were arrested
by Kharghar police for
cheating Andhra Bank
of Rs 3 crores 28 lakhs
as house loan. The police, during investigation into this case, have
found that Navinkumar Kunjar, after
cheating the bank, invested the money on export business at Singapore and Dubai.
Navinkumar Kunjar (36), in 2010, had
opened an account in
Andhra Bank at
Kharghar under the
name Evershine Pharmaken. After that he
opened the fake accounts of 28 workers of
the same company with
monthly payment of Rs
18 to 20 thousand. Thus
Kunjar gave to the bank
authorities an impression of having a big
number of workers in
the company. He also
obtained 53 crores of
guarantee from the government offices which
he knew and submitted
to the bank. Thus the
bank was convinced that
Kunjar was a very big
client of theirs.
Once Kunjar took
the bank authorities
into confidence, he approached the bank manager of Manoday
Branch and expressed
his wish to provide houses to the lowly paid workers on behalf of the company. He then requested
for a house loan. The
bank agreed to provide
the loan and Kunjar immediately took the help
of builders Bhaskar Dehar and Ramkrishna
Shetty and told the bank
that the building Lilabai
Nivas which was being
constructed at Nerul
Sector-27 for providing
28 houses to the workers
of the company. He also
made fake documents
and submitted to the
bank.
Since the bank had
developed a good impression of Kunjar they
readily agreed to give
him the loan after accepting all the reports
relating to house loan
provided by Sumit Agency.
After obtaining the
house loan, Kunjar initially started paying
back the loan amount on
installment basis. But
suddenly he stopped paying the money. The bank
then started issuing reminders to him to pay
back the loan amount.
But Kunjar would ignore
the reminders and continue not paying. The
bank then made enquiries at the address given
by Kunjar. They found
that there was no person
by that name residing at
that address. The bank
then checked all the documents that were provided by Kunjar and
they realized that Kunjar had cheated the
bank in a big way. The
bank authorities then
registered a complaint
with Kharghar police.
The police then registered a criminal case
of cheating against the
trio who cheated the
bank and they arrested
Navinkumar Kunjar at
Bangalore and Bhaskar
Dehar and Ramkrishna
Shetty at Nerul. During
investigation, it was
found that Kunjar had
indulged in similar kind
of crime at Karnatak
and Malad in Mumbai.
This information was
provided by deputy inspector of police Shrikant Shinde. The court
has remanded the trio to
police custody till 29
April.

NAVI MUMBAI: Incidents if suicide due to
depression has increased in city youth
from past decade be it
due to professional or
personal stress on mental health. Regarding,
two youths were reported to have end their
lives for specific reasons
on Sunday.
In first incident, a
man, Naresh Namdev
Vaiti (32) hanged himself because of depression of being severely ill
and being on bed rest
after two months. He
was a resident of Koliwada area in Ghansoli
and had been sick since
two months with no
signs of recovery. On
Sunday morning, he
hanged himself on the
ceiling fan which
caused his death. Similarly, a youth, Shailendra Kahinath Prasad
(22), who worked in a
car workshop in sector
3 in Koparkhairne,
committed suicide at
his home in sector 4,
where he lived in a flat
on rent with his two
friends. On Sunday,
when both his friends
were out, Prasad
hanged himself at 10
am on Sunday morning. The reason for his
suicide is however not
known. Rabale police
and Koparkhairne police have registered the
incidents respectively.
Meanwhile, the police
are investigating to find
the reason behind Prasad’s suicide.
Bengal youth dies after
coming under NMMT bus

youth died after
coming under an
oncoming NMMT bus
in CBD on Saturday.
The deceased man,
Sareep Makki Muiddin Shaikh (28) was
crossing the street in
front of the Castor
Hotel in sector – 11 of
CBD when the NMMT
bus crashed into him.
Sareep was origi-
nally from West
Bengal and had
temporarily come to
Navi Mumbai to
attend to some business past few days.
On Satuday, at 12.45
pm he was walking
from CBD station
towards Killah
Village. On his way,
while he was on the
crossroad near Castor
Hotel, he was run
over by a NMMT bus.

RTO has fixed 30
April, 2015 as the last
date for submitting
the papers by the
winners of taxi
permits in the lottery
held on 29 November
2014.
The state government had decided to
distribute 7,843 new
taxi permits in the
state out of which
Navi Mumbai share
was to be 341. Online
applications were
invited and since the
response was huge, a
lottery was conducted
to pick the lucky
winners. They have
been given the final
call to appear before
the Dy RTO with the
original papers on or
before 30 April, 2015
for getting the permits.

Last Saturday
was full of devastation when a powerful
earthquake shook
Nepal near its
capital, Kathmandu, killing
more than 1,900
people, flattening sections of
the city’s historic centre, and
trapping dozens
of sightseers in
a 200-foot
watchtower that
came crashing
down into a pile
of bricks. As
officials in Nepal
faced the devastation on Sunday morning,
they said that
most of the 1,931
deaths occurred in
Katmandu and the
surrounding valley,
and that more than
4,700 people had been
injured. But the
quake touched a vast
expanse of the sub-
continent. It set off
avalanches around
Mount Everest,
where at least 17
climbers died. At
Katmandu ran into
the streets and other
open spaces as
buildings fell, throwing up clouds of dust.

Transporters’ strike
Employees of BEST and members of auto
and taxi unions have announced that they will
go on a day’s strike on 30 April, 2015 to protest
against some provisions of the proposed transport bill. .It may be mentioned here that all the
three are organized under the banner of one
union. This sort of senseless agitation has been
the hall mark of democracy in India. According
to the union, the bill stipulates that a taxi or auto
operator should have his permit suspended for
a few days whenever he commits a serious traffic offence. Absence of such a provision has made
these operators a law unto themselves. The local transport – a rickshaw or a taxi – is the first
service a visitor seeks when he visits a place
whether it is a city or a town. Unfortunately, few
of our transport operators, especially automen
are known to run on meter. That applies to members of the trade in Delhi, Mumbai or a small
place. The very same auto men do no hesitate
to skip a signal or park his vehicle in a No Parking zone if a cop is not around. They also refuse
fares at will which is considered an offence is all
civilized countries. That is why they are fitted
with meters in the first place. Even if a cop notices an offence, he is generally more sympathetic to the automan than the man or woman
trying to hire his services. It has also become
common for automen to ask for return fare whenever you want to go to any destination outside
the main business hub! Their excuse is that the
roads are bad and two, he may not get a return
fare! That the probability of his not getting a return fare is already taken into consideration
while determining the fare structure is never
mentioned. What happens if he gets one?
The point is that the unionized transport operators, hawkers and municipal workers, whose
services are considered essential, have become
a law unto themselves. These groups, though
small in strength, are used to dictating terms on
the vast majority. Let us remember that their
(union) leaders are not elected in a popular vote
unlike the MLAs and MPs. They gained importance because of their ability to hold to citizens
to ransom by organizing strikes.. The government went on yielding to their demands, irrespective of whether they are genuine or otherwise, owing to their political relevance. The fact
that they were given a long rope for decades
has resulted in mal-governance. Decades of failure of the government to enforce, for example,
the minimum retail price (MRP) rule, has made
the shop keepers a law unto themselves. Groups
like head loaders (mathadis) at railway stations,
government servants, the sand minors or brick
kilt operators care two hoots for rules that govern their trades. The lawlessness is so widespread that restoring it has become the biggest
problem for the incumbent government. Establishing rule of law at the ground level has become as important as setting up big industrial
projects to promote growth. Discussions in the
parliament or the state assemblies hardly reflect
these problems. They only commiserate with
one section of the society or the other but rarely take a universal view.

an earthquake, typhoon or hurricane can
be tremendous.
Natural disasters can be particularly
traumatic for young children. Confronted
with scenes of destruction and the deaths of
friends and loved ones, many children
develop post-traumatic stress disorder
(PTSD), a serious psychological condition
resulting from extreme trauma. Left
untreated, children suffering from PTSD
can be prone to lasting psychological damage and emotional distress. Although nobody
can prevent natural disasters, we can help
people in need in their wake. We are with
people who have lost their loved ones.

Traffic policemen told not to spare even women who violate traffic rules

flout traffic rules all the
time. But the fact is
that now the time has
changed. Nowadays
many girls and women
are found violating the
traffic rules many a
times. They could be
girls from colleges or
housewives who drive
mo-bikes.
The policemen tend
to overlook the violation
of traffic rules by females and they are left
just with a warning.
But violation of traffic
rules by women has
become so common that
the authorities of Navi
Mumbai traffic department have issued orders to all the traffic
policemen to not spare
women even if they
break the traffic rules.

Nepal urgently needs help
Racing against time, rescuers waded through
tonnes of rubble of flattened homes and buildings
in Nepal to look for survivors of the earthquake
that devastated Nepal in general and Kathmandu
in particular. It is believed that more and more
bodies will be recovered in a week’s time and the seriously injured may
succumb to fatal injuries; the
death toll may touch round about
5000, the worst ever devastation
in 8 decades. Fresh powerful aftershocks triggered panic among
the stricken people and caused
avalanches on Mt. Everest, which
had taken toll of 22 lives already.
The aftermath of earthquake continues to haunt the people in the
capital city and the surrounding
areas as strong 6.7 magnitude after-shock followed by another measuring
6.5 on the Richter Scale sent people scrambling for open spaces. However,
the intensity is coming down every day and the situation will become
normal within a couple of days. The 7.9 magnitude temblor left a trail of
devastation and suffering with people spending the cold night in the open
because of fears of fresh quake. The sufferings of the people and the aftermath affecting their routine life make things most difficult in cold rainy
weather. Nature’s fury had struck Nepal and it needs great help from all
over the world to bring back the lives of the people to normalcy in the days
to come.
Tragedy-struck Nepal is now limping back to normal but the relief
work is hampered by fresh tremors and intermittent showers. With no
power, water and thundershowers forecast, fears mount of humanitarian
disaster. Nature’s fury struck our neighbouring country and the people of
India shared the sorrow and extended all the possible help in a record
time. A quake backlash in the form of powerful after-shocks, continues to
rattle Nepal sending residents of Kathmandu waling into the streets after the destruction claimed more than 3200 victims and over 10000 people injured and homeless. It is indeed a sorry state that the rescuers
racing against time, trudged through mounds of rubble of flattened homes
and buildings struggled to look for survivors. With whole-hearted support
from the world, Nepal will limp back to normal in a couple of months
time.

The authorities of traffic department have given orders to all the traffic policemen to penalize all these female culprits who violate MV
Act.
There are women
who drive two-wheelers
with more than one
school-going kid sitting
behind them. They neither fear the possibility of meeting with accident nor do they care
if they are caught violating MV Act by the
traffic policemen.
But now the traffic
police is determined to
implement traffic rules
extremely strictly and
be equally strict with
both men and women
violators of traffic laws.
The thing is there is no
provision in the law
which says that women are allowed to violate the traffic laws
which men break. The
traffic law is the same
for both men and women. The traffic department has now started
posting police women
too on the roads so that
they can tackle the
women violators of traffic rules.
An expert on traffic
matters said, “Traffic
on roads may consist of
pedestrians, ridden or
herded animals, vehicles, streetcars, buses
and other conveyances,
either singly or together, while using the public way for purposes of
travel. Traffic laws are
the laws which govern
traffic and regulate vehicles, while rules of
the road are both the
laws and the informal
rules that may have developed over time to facilitate the orderly and
timely flow of traffic.
Organized traffic generally has well-established
priorities, lanes, rightof-way, and traffic control at intersections.
Traffic is formally organized in many jurisdictions, with marked
fault, traffic signs and
traffic lights must be
obeyed. These rules
should be distinguished
from the mechanical
procedures required to
operate one’s vehicle.
Traffic going in opposite directions should be
separated in such a way
that they do not block
each other’s way. Vehicles often come into con-
lanes, junctions, intersections, interchanges,
traffic signals, or signs.
Traffic is often classified by type: heavy
motor vehicle (e.g., car,
truck); other vehicle
(e.g., moped, bicycle);
and pedestrian. So women almost all the time
belong to the second category – the ones who
drive mo-bikes. Rules of
the road and driving etiquette are the general
practices and procedures
that road users are required to follow
and
these road
users include women
too. They are
not made exceptions.
These rules
usually apply to all
road users, though they
are of special importance
to motorists and cyclists. These rules govern interactions between vehicles and with
pedestrians. As a general rule, drivers are expected to avoid a collision with another vehicle and pedestrians, regardless of whether or
not the applicable rules
of the road allow them
to be where they happen
to be. In addition to the
rules applicable by de-
flict with other vehicles
and pedestrians because
their intended courses of
travel intersect, and
thus interfere with each
other ’s routes. The
higher the speed of a
vehicle, the more difficult collision avoidance
becomes and the greater the damage if a collision does occur. Therefore, the traffic department has limited the
maximum speed allowed on their roads.
Vehicles are not supposed to be driven at
speeds which are higher than the posted maximum. To enforce speed
limits, two approaches
are generally employed.
It is common for the police to patrol the streets
and use special equipment (typically a radar
unit) to measure the
speed of vehicles, and
pull over any vehicle
found to be in violation
of the speed limit. Nowadays there are computerized speed-measuring
devices spread throughout the city, which will
automatically detect
speeding drivers and
take a photograph of the
license plate (or number
plate), which is later
used for applying and
mailing the ticket. So
both men and women
speed-drivers should be
extremely careful.”

Ekta Diwas which
marks the supreme
sacrifice of Baba Gurbachan Singh who laid
down his life on 24th
April,1980 while crusading for truth, love,
peace and unit, the
Sant Nirankari Mission organized 76 blood
donation camps across
the country under the
auspices of the Sant
Nirankari Charitable
Foundation on 24th and
26th April, 2015. One of
the camp which was
organized in Khanda
Colony on 26th April
saw Nirankaris coming
out in large numbers
and donating 183 units
of blood.
The camp at Khanda Cololy was inaugurated by Prashant
Thakur, MLA. Prominent leader and Ex MP
of Raigad Ramseth
Thakur who too was
present on the occasion. Ganesh Patil, local Corporator on the
occasion and extended
necessary help for the
camp. All of the dignitaries appreciated the
Mission’s selfless services towards the soci-

Municipal Council had
prepared water supply
plan for the year up to
2045 which has been
finally dumped by the
Maharashtra Jeevan
Pradhikaran (MJP).
The MJP Pune office
has reportedly rejected
the PMC proposal on
the ground that the
PMC do not have source
of water supply to meet
the need.
An official privy to
the developments told
this newspaper that
“Based on the sources
from where PMC would
get the additional water, there is need of
some concrete proposal
from the sources. How-

years Chhabra said” To
chart the growth for
this noble cause, in
2009 the Mission organized 306 blood donation camps at different
centres in the country.
This was followed by
371 camps in 2010 and
394 in 2011. In 2012,
the Mission organized
429 camps and in 2013
and 2014 it was a record
number of 446. The
Mission has already
emerged as one of the
leading blood donating
voluntary organizations in the county with
4,073 camps and the
donation of 7,09,595
units of blood in India

satisfy the higher ups
in the MJP Pune office.
This has led to dumping of the PMC water
revamp proposal on the
ground.
MJP had earlier
asked the PMC to revise the plan up to 2031
instead of 2045. The
technical queries raised
by MJP are of genuine
nature but PMC failed
to satisfy the MJP. According to official sources, for the plan up to
