The National Food Authority (NFA) Regional Office VIII, through the 2014 Typhoon Yolanda Rehabilitation
Fund, intends to apply the sum of PESOS: THIRTY EIGHT MILLION TWO HUNDRED FORTY FIVE
THOUSAND (P38,245,000.00) being the Approved Budget for the Contract (ABC) to payments for the
CONSTRUCTION THRU DESIGN AND BUILD SCHEME OF 100,000 CAVAN CAPACITY
WAREHOUSE WITH WAREHOUSE SUPERVISOR II OFFICE INCLUDING SITE DEVELOPMENT AT
SAN PABLO, ORMOC CITY(REBIDDING). Bids received in excess of the ABC shall be automatically
rejected at bid opening.

The NFA Regional Office VIII now invites bidders for the Construction thru Design and Build Scheme of
100,000 Cavan Capacity Warehouse with Warehouse Supervisor II Office at NFA San Pablo, Ormoc City
(Rebidding).
A prospective bidder should possess a valid PCAB Contractor’s License of at least Size Range “Medium A”
and License Category “B” (per PCAB Circular No. 001 series of 2005). The Design and Build Contractor (as
solo or in joint venture/consortia) should be able to comply with the experience requirement under the IRR of
RA 9184, where one of the parties (in a joint venture/consortia) should have at least one (1) similar project,
both in design and build with at least 50% of the ABC to be bid: Provided, however, that contractors under
Size Range Medium “A” and license category “B” with no experience on its own in design and build projects
may enter into subcontracting, partnership, or joint venture with design or engineering firms for the design
portion of the contract.Bidding will be conducted through open competitive bidding procedures using nondiscretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of
Republic Act 9184 (RA 9184) otherwise known as the ”Government Procurement Reform Act”.

A complete set of Bidding Documents may be purchased by interested Bidders from NFA Regional Office,
Pawing, Palo, Leyte, upon payment in cash to the NFA Cashier of a non-refundable fee in the amount of
P 25,000.00.
Interested bidders may also download bidding documents free of charge from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) and NFA website, provided that they shall pay the
non-refundable fee for the bidding documents not later than the submission of their bids.

Bids must be delivered to the NFA at the 2nd Floor Conference Room of the Regional Office Building at
Pawing, Palo, Leyte not later than 10:00 AM, June 04, 2015. All bids must be accompanied by a bid
security in the form and in the amount indicated in the bidding documents. Late bids shall not be accepted.
Bids will be opened in public at the above stated address and schedule.
The NATIONAL FOOD AUTHORITY REGIONAL OFFICE VIII assumes no responsibility whatsoever to
compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
The NATIONAL FOOD AUTHORITY REGIONAL OFFICE VIII reserves the right to accept or reject any
or all Bids, to annul or cancel the bidding process at any time prior to contract award, and accept the proposal
most advantageous to the government without thereby incurring any liability to the affected Bidder or Bidders
whatsoever.
