REQUEST FOR INVITATION TO BID FOR THE RENOVATION OF THE PHILIPPINE CHANCERY ANNEX LOCATED AT 1617 MASSACHUSETTS AVENUE NW, WASHINGTON, DISTRICT OF COLUMBIA The Embassy of the Philippines, through the Philippine General Appropriations Act of 2014, intends to apply the sum of One Hundred Million Pesos (US$2,222,222.22) only being the Approved Budget for the Contract (ABC) to eligible payments under the contract for the “Renovation of the Philippine Chancery Annex located at 1617 Massachusetts Avenue NW, Washington, D.C. 20036.” Bids received in excess of the ABC shall be automatically rejected at bid opening. The Project includes complete removal of the building’s interior wall and ceiling surfaces and finishes, interior stair case, exterior fire escape, and selected windows. Construction of new egress stairs in place of the existing stairs at the exterior of the north side of the building, a building core located on each floor including the new egress stairs, passenger elevator, men’s and women’s restroom; provision of new consulate offices at the first and second floors; new windows; provision of all mechanical, electrical, and plumbing systems and fixtures to include connection to site utilities; and provision of additional structural support members. The Embassy now invites bids for the said project, described as follows: Lot No. Project Specification ABC (US$) Non-refundable Bid Fees (US$) 1 Renovation of the Philippine Chancery Annex located at 1617 Massachusetts Avenue NW, Washington, D.C. 20036 2,222,222.22 500.00 The Embassy-Bids and Awards Committee (BAC) has scheduled the following activities for the said Project: Pre-Bid Conference Deadline for Submission of Bids Bid Opening 20 October 2014, Monday, 2:00 pm 03 November 2014, Monday, 2:00 pm 03 November 2014, Monday, 2:00 pm Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. It is the bidder’s responsibility to fully understand the Embassy’s procurement procedures and guidelines. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility under the IRR of RA 9184. A complete set of bidding documents may be purchased by interested bidders from the Embassy and upon payment of a non-refundable fee in the amount specified in the schedule. It may also be downloaded free of charge from the website of the Embassy, provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids. All bids must be delivered to the Chancery no later than November 3, 2014, 2:00 pm. All bids must be accompanied by a bid security in any of the acceptable forms in the amount stated in Section 27.2 of the IRR of R.A. 9184. Bids will be opened immediately thereafter in the presence of bidders’ representatives who choose to attend. Late bids will be rejected and returned unopened. The Embassy reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
