CLARIFICATIONS ON TENDER
FOR DEVELOPMENT OF LEARN-WARE PORTAL
The Vendor referred to is the party finally selected for the
Work.
The Words “E-Modules” and “Course” have been used
interchangeably.
The Clarifications shall be treated as per Sub-clause
c) of Clause 5 of the Terms & Conditions of the
Tender.
Q. 1.
Whether customised version of Moodle, an open source LMS
meeting all the requirements except in-built CMS is
acceptable to the Institute which can use third party
applications called Articulate Storyline to create E-learning
courses outside and integrate the course in the LMS ?
A.
No, the Learn-ware Portal needs to be developed as per the
details incorporated in the Tender.
Q. 2.
Sub-clause c) of Clause 3: Interacting with different
Content Developers :
How other Content Developers are to be added to the Portal?
Does the Vendor need to design a customised layout to
upload content into the Portal or build any API to fetch data
from other Server/Content Developer ?
A.
The Content Developers are to be mobilised by the Institute
for developing up-loadable E-learning Modules for uploading
on the Portal in association with the Vendor.

Thus the Vendor needs to give us customised software/
platform. The idea is to have a platform wherein any content
can be suitably uploaded.
As per broad understanding, it should work like this : Raw
Contents are converted into uploadable format by the Content
Developer in association with the Vendor (initially for three
months’ period only) and uploaded by the Institute on the
Portal in conjunction with the Vendor or by the Vendor itself.
Thus the Institute does not require any API.

Q. 3
Sub-clause d) of Clause 3: Comprehensive Warranty (On
Site) for a period of one year :
Whether technical expert of the Vendor will provide
telephonic/e-mail support or is technical expert required to be
present in the Institute’s premises?
A.
While the idea is to have comprehensive services/support for
one year, it is not necessary for the Vendor to be present
physically, if the support/services can be effectively rendered
otherwise.
However, it is expected of the Vendor to provide solutions
within reasonable time which can be implemented by the
Institute smoothly/effectively at its own end.
Q. 4.
Generally when data is transferred to National Informatics
Centre (NIC) Server, a third party audit certificate is
required. Who will pay for audit charges ?
A.
In case the Third Party Audit is required, the Institute will bear
the charges. However, the Vendor shall render all the
assistance including Bug Fixing for the purpose of the
Audit/Certificate.
Q. 5.
Whether other CMS like Zend, RoR, Spring etc. can be used
besides Drupal or Moodle ?
A.
Yes, provided the Learn-ware Portal is developed and meets

the specifications/requirements of the Institute as per the
Tender.
Q. 6.
Annexure – I 5 : Face-to-face Interaction between
students and Faculty:
Does it mean Live Video Conferencing, Live Video Lectures,
Live On-line Meeting or Pre-stored Lectures ?
No. of the maximum students in the Face-to-Face Interaction.
Face to Face Meeting Software to be installed on the
Institute’s Server or to have integration with Live Meeting
Providers like Webex, Wiziq etc.
A.
Yes, On-line Chat facility is desired for Face-to-Face
Interaction.
The facility should have provision of 250-500 students of
different Modules interacting with different Faculty
simultaneously.
The Software to be installed on the Institute’s Server.
Q. 7.
Sub-clause b) of Clause 3: Designing and delivery of the
Codes:
What are the Codes ?
A.
The codes are the complete source codes of
platform/portal software and database query and table.
Q. 8.
Does the scope of work include Content Transformation:
transformation of the raw content into interactive content
required for LMS ?
A.
Yes. The Vendor is expected to transform Contents of a
maximum of 50 E-Modules within the cost of
development/customisation of the Portal.
Q. 9.
Will the Institute provide raw content ? What is the volume of
raw content ?

Yes, the Institute will provide raw content as may be received
from its Content Developers.
Each Module is expected to contain Course Contents running
into a maximum of 300 standard pages. The Institute/Content
Developer will give a broad idea about incorporation of
Video/Graphics/Animation/PPT etc. at different places in a
Module.
This component of the Scope of Work is there for a period of
03 months only in terms of the Tender.
Q. 10. How many Courses/Modules will be uploaded on the Portal ?

A.
The Portal, to begin with, should be capable of handling
atleast 50 E-Modules simultaneously with capability to
expand to a maximum of 200 such Modules.
Q. 11. How many students are expected to use the Portal ?

How many number of active users the Institute is
anticipating?

Rough estimate of number of concurrent users (users logging
in simultaneously).
A.
In light of the above and assuming 50 students per Module,
the Portal, to begin with, may be used by 2,500 active users
which may ultimately go upto 10,000.
Besides, half of the above number may be estimated to be
concurrent users at any given point in time.
Q. 12. On-line Examination :
Is it with Browser Lockdown or just On-line Examination with
stipulated time-period access only with no Browser
Lockdown?
A. The Examination is with Browser Lockdown.
Q. 13. What features is the Institute looking for inside a course ?

Q. 15. Does the Institute plan to have any authentication mechanism
set-up like AD, LDAP etc. ?
A.
No.
Q. 16. Will there be an integration with any third-party application to
your LMS ? If so, the details thereof.
A.

Q. 17. Are any automation scripts (the likes of daily course creation,
user creation, enrolments, backups etc.) required ?
A.

Q. 19. What sort of Reports the Institute is planning to have ?
A.
The Reports to be generated would be Assessment Reports;

Made/Received Reports, Category/Caste-wise Reports;
Gender-wise Reports; Educational Qualification-wise Reports;
Performance in Assessment-wise Reports etc.
The Portal should have provision of generating different kind
of Reports the maximum number of which can go upto 50.
Q. 20. Does the content available in the format of PPT, PDF,
Word/Storyboard ?
A.
The contents will be available in all these formats.
Q. 21. Does the Institute have any Images Library ?
A.
Yes, the Portal should have an Images Library.
Q. 22. Will the Institute provide voice-over for the Courses ?
A.
Yes, the Institute will provide/make available the Voice-over.
Q. 23. Does the Institute require Audio Recording for E-Modules ?
A.
No.
Q. 24. Does the Institute want the Course Content in power point
presentation and if so, how many slides and duration in one
Course ?
A.
Yes, in light of Answer at 9, a part of the Contents may be in
PPT. However, the number of slides and duration of the
Modules cannot be estimated at this stage.
Q. 25. Does the Institute require 2 D Animation, Audio Integration,
SCORM packaged and HTML 5 Output ?
A.
Yes, all the above. The Portal should be compatible with all
the devices viz; Mobile Phone, Tablet, Lap Top etc.
Q. 26. Does the Institute have any preferences in narrator of the
Course ?
A.
Please refer to Answer at 22 above.
Q. 27. Can the training to be provided to the identified personnel of
the Institute in operation and maintenance of the Portal, be
on-line ?

Yes, if it does not affect the quality/effectiveness of the training
and does not necessarily require physical presence of the
Vendor.

Objective type questions with time limit
a)
The total duration of a particular Module will be
defined in terms of the total hours.
b)
The Assessment will be held twice in a Module : at the
Middle and towards end.
c)
After completion of the prescribed hours of a Module,
the students receiving marks in the Assessment
above a threshold limit, should be able to generate

Certificate on-line with the help of Reference ID
initially generated at the time of Registration.
