Ellen Fineout-Overholt, PhD, RN, FNAP, FAAN
BIOGRAPHY
Dr. Ellen Fineout-Overholt is a nationally recognized nursing leader,
educator and promoter of evidence-based practice (EBP), innovation and
leadership across the United States and globally. She is passionate about
fostering inquiry and wonder in learners, whether they are novices or
experts. Dr. Fineout-Overholt is the Mary Coulter Dowdy Distinguished
Nursing Professor in the College of Nursing & Health Sciences at the
University of Texas at Tyler. As Dean of the Frank S. Groner Endowed Memorial School of
Professional Studies & Chair of Nursing at East Texas Baptist University (ETBU) and clinical
professor and director for the Center for the Advancement of Evidence-based Practice at Arizona
State University, she worked with faculty and students to revise curriculum to meet the national
mandate for inclusion of EBP in health professions' education as well as with community partners
to implement EBP. Her career has been dedicated to building a critical mass of young leaders in
nursing who will advance evidence-based practice and thereby, transform healthcare. As part of
that passion, Dr. Fineout-Overholt led a team of EBP experts in the writing of the widely acclaimed
“EBP Step-by-Step Series” in the American Journal of Nursing, which is designed to de-mystify the
EBP paradigm and process for point of care healthcare providers.
Dr. EFO, as she has come to be known, has been instrumental in the ongoing development of the
Melnyk & Fineout-Overholt's Advancing Research & Clinical Practice through Close Collaboration
(ARCC) Model that guides implementation of EBP in the service sector, as well as the FineoutOverholt & Melnyk's ARCC-E model that guides integration of EBP into academic curricula. Dr.
Fineout-Overholt is coauthor with Dr. Bernadette Melnyk of the bestselling book, Evidence-Based
Practice in Nursing & Healthcare: A Guide to Best Practice, which just came out in Fall 2014 in its
3rd edition, as well as Implementing Evidence-Based Practice for Nurses: Real-Life Success Stories,
published by Sigma Theta Tau, which offers real world stories about how, when, where, who and
why EBP is so important to healthcare.
Throughout her career, Dr. Fineout-Overholt has intentionally focused on a grassroots approach to
facilitating clinicians, faculty, and others to improve their craft through education about and
implementation of EBP. She has published extensively on the subject and has been received
numerous honors in recognition of her contributions to the profession of nursing, including
election as a fellow into the American Academy of Nursing and the National Academies of Practice.

Francisco. She has over 25 years of clinical experience in critical care and
perianesthesia nursing. Daphne is currently the Director and Chief Nurse
Researcher of the Institute for Nursing Excellence at the University of
California at San Francisco Medical Center. Additionally, Daphne serves as
the Director of the UCSF JBI Centre.
As the Director and Chief Nurse Researcher of the Institute, she is responsible for coordinating
nursing education, fostering nursing research, and supporting excellent nursing practice within the
