Colleagues,
Welcome to the Spring 2015 OASFAA Conference!
The Spring 2015 OASFAA Conference is entitled, "Involve, Inspire, Influence". We will
have several opportunities to become involved, be inspired, and be of influence to
OASFAA. I encourage you to get involved in our diversity efforts, be inspired by a mentor,
or help influence our advocacy efforts!
To kick off the Spring conference, we will be hosting what is hoped to be a bi-annual Policy
Day Summit. We have invited Ohio policymakers and legislators to meet with you, their
constituents, and discuss the future of higher education funding in Ohio. We are delighted
to welcome all that can join us in this important initiative as we help Ohio families fund
their futures.
We are pleased to be joined by, and back by popular demand, our colleague from NASFAA
on May 6, 2015. Megan McClean, NASFAA's Director of Policy and Federal Relations, will
wrap up our Policy Day with a NASFAA "Inside the Beltway" presentation on emerging and
current federal aid issues as Reauthorization looms near.
You will be delighted with the continued efforts of the Diversity training track that kicked
off at the Fall conference. We are continuing these efforts with more inspiring sessions to
help you work more effectively with the diverse students that we serve. We have also
prepared new professional tracks and seasoned professionals tracks to encompass the vast
experiences of our members. You will also have opportunities to get involved in OASFAA
as a mentor or mentee by signing up with the New Member/Mentor committee.
Lastly, please join me in a year end review on Friday, May 8 for lunch as I share the
accomplishments of this year's executive board and pass the gavel of presidency to
Amanda Reisinger. It has been a great opportunity to serve as president. I hope many of
you will consider getting more involved in OASFAA and volunteer at all levels.

Conference Scholarships
Mary Arter Bell Conference Scholarship
Mary Arter Bell, friend and colleague, will be remembered for her passionate approach to serving
others, her commitment to student success, and her sincere dedication to The Ohio Association of
Student Financial Aid Administrators. Mary served on many OASFAA committees throughout her
career and she especially enjoyed planning and participating in conferences. Although Mary lost her
battle to leukemia in May 2012 she will not be forgotten.
The Mary Arter Bell Conference Scholarship will allow us to continue to recognize Mary’s
contributions as we come together as a community at annual conferences. Each year these
scholarships provide funding to those who would otherwise not have the resources available to them
from their institutions to attend conference.

Awards and Recognition
James W. White Award
The James W. White Award honors James W. White, Director of Financial Aid at Oberlin
College, when he retired in 1990. The award, first presented at Spring Conference 1991, is
given annually to a member of OASFAA who exemplifies the dedication to students, to the aid
community, and to the recipient's local community-qualities that were so evident in Jim's
career as a financial aid professional.

Mission Statement
The mission of the Ohio Association of Student Financial Aid Administrators shall be to
ensure access to higher education through the promotion of
financial aid awareness.
Further, the mission of the Association is to affect public policy initiatives,
to promote ethical administration of student aid programs, and to encourage an
environment of cooperation among individuals, agencies, organizations and
educational institutions to better serve all student populations.

Awards and Recognition
Support Professional Award
The Support Professional Award, initiated in 1990, recognizes an individual or team of
support/clerical professionals reporting to an OASFAA member. Nominations are submitted to
the Support Professional Committee and the award is made at Spring Conference. The

MASFAA Meritorious Award

MASFAA State Leadership Award
The MASFAA State Leadership Award is presented annually to recognize outstanding leadership of
a member from each of the 9 states within MASFAA. The recipients, who must be current
MASFAA members, must have made outstanding contributions to the financial aid profession at
the state and regional levels over a sustained period of time., i.e. seven years or more. Leadership at the regional level is not the only criterion for this award, and the selection process will not
be limited to current state elected leaders. The individuals selected for this award must: exhibit
high integrity and character; have shown creative leadership; have inspired and encouraged others
to participate actively in professional development activities; have sustained active involvement in
professional organizations, and have supported the goals and objectives of MASFAA.

The OASFAA Leadership Program was initiated in 2002-03 as a way to recognize the talents inherent in

Policy Day
OASFAA will be kicking off the Spring 2015 conference with the bi-annual Policy
Day event. The purpose of this day is to invite policymakers to share their
perspective on the future of financial aid funding for Ohio students and families.
This is an opportunity to hear about emerging legislations, new polices, or
collaborative partnerships to support higher education for our students. This year,
we have invited several policymakers to join us for this event. As we continue to
grow and expand this initiative, we hope to increase the involvement of our
legislators, and from you, our higher education advocates.
With a keen focus on getting more Involved in higher education funding
discussions, Influencing decisions that support Ohio families, and Inspiring to
lead OASFAA to ensure representation from the financial aid community when
higher education funding decisions are being made. We hope you will join us for
this, and future, Policy Day initiatives to get more involved.

Seasoned Professionals: Leadership in the Financial Aid Profession - Dublin II

How do you become a leader in this profession? Does a leader need to have the ability to “Involve,
Inspire and Influence?” Leadership doesn’t necessarily mean standing on a stage conducting a
meeting or giving a presentation. There are many different leadership paths in financial aid
associations today for both the outgoing and reserved personalities. This session will give you a
better understanding of the different leadership paths one can take and how to mitigate those
stumbles that might happen along the way. Join us for this session to learn about all the different
ways to lead in financial aid organizations.
New Professionals: Verification Comes In All Shapes & Sizes - Dublin I

In response to the positive feedback from the mental health sessions during Fall Conference, OASFAA
brings you REACH Training. REACH is a suicide prevention training for faculty, staff, and students,
developed by The OSU Campus Suicide Prevention Program. Student mental health is a hot topic in
higher education today, and many, if not all of us, interact with students every day. Anyone can
prevent suicide by learning the risks and warning signs. Regardless of college or university, all
should be involved in suicide prevention on their campus!
Loan Rehabilitation: A Second Chance for Borrowers - Dublin VI

Defaulting on a student loan doesn’t have to be the end of the story. Loan rehabilitation can give
borrowers a second chance that other loans don’t offer. In this session we will share what happens
when a student loan defaults, walk through the nuts and bolts of loan rehabilitation, discuss whether
loan rehabilitation is the best option, share ways you can be INVOLVED to help keep your borrowers
from defaulting and provide you with helpful resources to INSPIRE defaulted borrowers that will
greatly INFLUENCE their future.

before. Because students are considering more colleges and universities than in the past, personal
attention from a counselor can make all the difference. But how do you make this happen with the

School Tools for Aversion and Default Management - Franklin

Dr. Terrell Strayhorn
Terrell L. Strayhorn, PhD is Professor of Higher Education at The Ohio State
University (OSU), where he also serves as Director of the Center for Higher
Education Enterprise (CHEE), Senior Research Associate in the Kirwan Institute
for the Study of Race & Ethnicity, and Faculty Affiliate in the Todd A. Bell
National Resource Center on the African American Male and the Criminal Justice
Research Center. Prior to joining the faculty at OSU, Strayhorn served as Special
Assistant to the Provost at the University of Tennessee, Knoxville (UTK) and
founding director of the UTK Center for Higher Education Research & Policy.
Dr. Strayhorn maintains an active and highly visible research agenda focusing on
major policy issues in education: student access and achievement, equity and diversity, impact of
college on students, and student learning and development.
Professor Strayhorn is sole author or lead editor of 8 books/volumes. He has published more than
100 refereed journal articles, book chapters, scholarly reviews, and commissioned reports. He has
also presented more than 150 papers at international and national conferences. Named "one of the
most highly visible scholars in his field," by the Journal of Blacks in Higher Education, Strayhorn has
received the 2007 ACPA Emerging Scholar Award, NASAP Benjamin L. Perry Professional Service
Award, SACSA Outstanding New Professional Award, 2008 ACPA Annuit Coeptis Emerging Professional Award, 2009 UTK Helen B. Watson Faculty Research Award, Early Career Award from the Association for the Study of Higher Education (ASHE), and in 2011, Diverse: Issues in Higher Education
named him one of the nation’s “Top Emerging Scholars.” Strayhorn has been named “Who’s Who in
Columbus,” “20 to Know in Education” by Business First magazine, and one of the most prolific
young scholars in the country by several news sources.
Dr. Strayhorn received a bachelor’s degree (BA) from the University of Virginia (UVA), a masters degree (MEd) in educational policy from the Curry School of Education at UVA, and doctorate (PhD) in
higher education from Virginia Tech. He is a member of Alpha Phi Alpha Fraternity, Incorporated and
a native of Virginia Beach, Virginia.
David Skonieczny
In 1996, David Skonieczny became a member of Chicago Investigative Staff.
For twelve years, Mr. Skonieczny worked on a variety of grant procurement,
institutional and single beneficiary fraud investigations involving multiple
subjects and numerous criminal statutes. Since January 2008, Mr. Skonieczny
has served as the Assistant Special Agent in Charge for the North Central
Region which includes the Chicago, Ann Arbor, and Nashville Field Offices. In
this capacity, Mr. Skonieczny oversees the daily operations of all three field
offices which include the supervision of more than 75 criminal and civil investigations.
Mr. Skonieczny earned a BA in Criminal Justice from St. Ambrose University in Davenport, IA. He
then earned a Master’s Degree in Business Administration from St. Ambrose University while
serving as a graduate assistant for the St. Ambrose Athletic Department.

Aaron Steffans
Currently serving as your MASFAA President, Aaron Steffens grew up
on a dairy farm near the northeast Iowa town of Clermont. After
receiving his BA degree in Marketing and Psychology from Upper Iowa
University, Aaron took his first job as an Admissions Counselor at Loras
College in Dubuque. Two years later, in 1998, Aaron accepted the
position of Financial Aid Counselor at Loras College and began his
career in Financial Aid. Aaron moved to Mt. Mercy College in 2000 as
an Assistant Director and then moved to Luther College in 2007 where he is currently serving as Associate Director. Aaron has been very involved in IASFAA, serving as its President as
well as its first ever Treasurer-Elect and eventually Treasurer. He has also chaired several
IASFAA committees and has received the President’s Award and Distinguished Service
awards from IASFAA. In MASFAA, Aaron has served as both the Membership and Donor Development Chairs in addition to serving on numerous committees. MASFAA has recognized
Aaron with the State Leadership Award for Iowa, the Meritorious Service Award and most
recently the President’s Award. As MASFAA President, Aaron is also currently serving as a
member of the NASFAA Board.
Angela Smith
Angela Smith has spent her entire adult life as a public servant. At the age
of 17 began working for the U.S. Office of Personnel Management as a high
school work-study student in 1988. She worked at OPM intermittently
during summer breaks from college until she graduated from Western
Illinois University in 1993. Angela transferred to the U.S. Department of
Education in 1995, and for the nine years that followed she worked as an
Account Manager with the Federal Direct Loan Program. When the
appropriation for the Direct Loan Account Management Group expired in 2004, Angela was
reassigned to the position of Training Officer for ED’s Federal Student Aid office, where she’s
served to this day.
When not serving in her federal capacity, Angela spends her spare time entertaining friends
and family, training to be a runner (she recently completed her seventh half-marathon), and
working in her garden.

Megan McClean
Megan McClean is the Managing Director of Policy and
Federal Relations at the National Association of Student
Financial Aid Administrators (NASFAA) where she
oversees the Association¹s policy and advocacy efforts .
Prior to joining NASFAA in the fall of 2010, she served
as the Director of Government Relations for the
federal Advisory Committee on Student Financial Assistance, where she contributed to
several congressionally mandated reports on the postsecondary access and persistence of
low- and moderate- income students. Megan began her career in higher education as an
admissions counselor at Penn State University. She received a master's in higher education
at Penn State and BA in political science from Allegheny College.
David Cannon
As Vice Chancellor of Finance and Data Management, David Cannon
oversees all the financial activities and the collection of data and
Reporting for the Ohio Board of Regents. Those financial duties
under his control include SSI formula, budgeting, Senate Bill 6
activities and fee pledges by various colleges and universities. In
addition to these financial duties, David oversees the Data
Management section which works with each college and university
to collect data in the HEI system. The Board of Regents uses that
data to prepare reports and analyze data to determine policy objectives. David is also
responsible for the financial aid and audit functions of the Board of Regents.
After earning a bachelor’s degree in Finance from Ohio State University, and a master’s
degree from Webster University while serving in the Air Force, David has worked as the
Finance Director for the City of Powell, CFO for the Auditor of State and County
Administrator for Delaware County. Prior to coming to work for the Ohio Board of
Regents, David was the CFO for Union County, North Carolina.
