Review the Student Film Festival Rules/ Guidelines below and the OC Fair Guidelines. Non-compliance will disqualify your entry. 2. Filmmakers are solely responsible for reading the competition guidelines and rules, and entering their entries in the correct Divisions/Classes. Incorrect entries may result in disqualification and may not be exhibited. If you need assistance determining the Division and/or Class, please contact the Visual Arts Office at (714) 708-1624 or email [email protected]. Someone should contact you within 48 hours. Personal assistance is also available during Help Days, see “Need Help” on page 4 for dates and times. 3. No refunds will be issued for films incorrectly entered by the exhibitor. 4. All state and local rules apply. 5. Films must be produced personally by the filmmaker and/or their production team. 6. Entries must be written, produced, directed, photographed and edited, in their entirety, by amateur student filmmakers whose name or names appears on the entry submission form plus team participation form. 7. Film must be original and completed within the last two years. 8. Work must be entered in the division reflecting the highest grade level of the participant. Group work will be entered under the name of the primary entrant. The primary entrant will be the contact person for the group. 9. Film submissions need not be premieres and may have been previously exhibited in other OC Fair Visual Arts RULES competitions other than the OC Fair. No changes of any kind are allowed after delivery deadline. 11. Final acceptance of the film will be left to the discretion of the Program Coordinator. 12. Entries must meet all copyright standards. No copyrighted materials (music, images, etc.) may be used for this contest unless you own the copyright, have obtained a license to use the material for this contest, or usage falls under the “Fair Use” portion of copyright law. 13. Due to the family-oriented theme of the OC Fair, no films dealing with drug use, obscenity, defamatory statements, violence or gang activity, satanic or cult themes, or other offensive or objectionable content will be accepted. This is at the discretion of the OC Fair staff. 5 ENTER ONLINE BY JUNE 1, 2015 10. STUDENT FILM FESTIVAL • We encourage all students to capture their stories, even with the simplest equipment, and explore the art of short-form filmmaking. The festival places a great deal of importance on imagination and creative storytelling. • Film must be original content authored and composed by student producers and content in the public domain that are copyright and royalty free. Limited use of copyrighted material will be permitted in the entry so long as it is a lawful or “fair use,” and so long as such use does not overwhelm the contribution of the student(s). • By submitting a film for this competition, the entrant affirms they own or have obtained the necessary rights, licenses, consents and written permissions to use all the copyrighted material (such as, but not limited to, music, images depictions of buildings, trademarks, or logos, slogans, brands, etc.) in the film and allows OCFEC to use or post on public websites or to use in the public forums of any kind. Failure to obtain such rights and consents will result in the disqualification of the submission at the OCFEC’s sole and absolute discretion. • If the film submission is for educational purposes, then use of the copyrighted material may fall under the “Fair Use” guidelines, which allows reasonable use of copyrighted work, without permission, for research criticism, or education. • Please note: “Fair Use” is a gray area, making it difficult to ensure that you are not infringing on the rights of others. The safest action is to get permission from the copyright owner of any material being used in your production. • Give credit to the producer of the copyrighted material. Be aware that not citing sources, or attempting to pass off copyrighted material as your own work, is plagiarism and will be cause for disqualification. • Should you include personally identifiable information about anyone in your submission, you acknowledge and agree that such information will be disclosed publicly and you are solely responsible for any consequences thereof. • Entrants on non-English projects should contact OCFEC before entering the festival. Information about the production must accompany the entry. Advisors • Individual students or teams may produce a film with the assistance of an advisor. • Advisors are encouraged to be resources and may provide guidance, instruction, and critiques, but may not participate in conceiving and producing the film. The project must be student work, including scripts, camera work, pre- and post-production. Outside help must be limited to showing students to do a task while never actually performing the task for them, and offering suggestions while allowing the students to make the final decision. • No professional (paid) assistance may be used in production of the film in any manner. 6 ENTER ONLINE BY JUNE 1, 2015 • Producers must avoid potentially dangerous production situations that could put members of the team, actors, or the public at risk. Safety during the project is of highest priority. Rights and Permissions • Entrants who do not obtain and cannot provide written documentation of all necessary rights and permissions for participants, music, images, film clips, some filming locations and any and all other non-original aspects of their entry will result in disqualification. • Evidence of rights will be verified before a film is declared a winner. • Ownership of the submitted film project remains with the filmmaker/team. a.) Entrant(s) and the participants names, likeness, photographs, voice, biographical information, statements, quotes, and testimonials for advertising, publicity, and promotional purposes. b.) The right to use, copy, reproduce, reprint, distribute, perform, transmit, post, broadcast, publish, display, or exhibit publicly the entrant’s film in whole or any derivative works of the film for advertising publicity and promotional purposes such as posting on the OCFEC website, social networking sites, festival viewing, showing throughout the duration of the 2015 OC Fair, or at any other venues. • The above rights include the right to make such modifications as are technically necessary. 7 ENTER ONLINE BY JUNE 1, 2015 • In consideration for participation in the contest, entrant(s) and the participants listed in the submission materials, hereby irrevocably grant to OCFEC a non-exclusive, royalty-free, unconditional, unlimited and perpetual right and permission to use without further compensation, consent or notification: OC Fair Visual Arts HOW TO PREPARE FOR THE SHOW... STUDENT FILM FESTIVAL Both analog and digital recordings are allowed, but all entries must use some form of computerized editing or mixing application (sound/music, graphics, titles, etc.) for the final production. The submitted film needs to meet specific criteria • All entries must be submitted in digital format • Films may be copied onto a DVD or CDROM disc (no Blu-ray media). The media will not be returned. • Film disc must be labeled with the registered entrant’s name and telephone number, the division/class, film title, digital format used, and length of film. • Film may be uploaded to a file sharing cloud storage account (such as, Dropbox, Box, Amazon Cloud Drive, ICloud, Google Drive, etc.). E-mail the link to [email protected] so we may download your entry. • The final film product must be submitted in one of the following formats: avi, flv, mpeg, mov, wmv. • We recommend that you use the H.264 codec. • There is no required minimum resolution but HD is preferred. • There is no recommended or minimum bit-rate. • Use native aspect ratio without pillar or letter boxing. • Use the original frame rate without re-sampling. • MP3 or AAC audio format is preferred with sampling rate of 44.1kHz and 2 channels (stereo). • All entries must include the following information: Title (full-screen slate) with film title, cast and crew, and total running time • Project must not exceed maximum length for class entered (excluding title screen and credits) • Credits and citations must list all sources, such as participants, locations, music, and images used to create the film, particularly for work not student-produced. • Format film for viewing on a TV. • Text must fit within the title safe area and is large enough and on-screen long enough to easily read. • Test your submission on a computer other than the one used to create it. 8 ENTER ONLINE BY JUNE 1, 2015 Checklist for Submitted Film OC Fair Visual Arts SUBMISSION FORMAT STUDENT FILM FESTIVAL First Round Judging The OC Fair Student Film Festival is a juried competition. Not all entries will be accepted. Status of entries will be posted at ocfair.com/results by June 17 and will be e-mailed. Judging Process Judging of film entries will be in two stages: Acceptance and Awards. • Acceptance: The entries will be viewed by the judges to determine their acceptance for screening in the Student Film Festival • Awards: Judges will review the accepted film entries and select the award winners Evaluation and Judging Notification of entry status will be sent by Monday, June 17. Student Film Festival entries will be reviewed by judges to determine if the submitted entry meets the basic requirements to participate in this competition and the subjective standards set by the judges. All entries will be juried into the show by recognized authorities in the film industry. Jury selection is final. The judges’ decision cannot be protested. All accepted entries will be shown on a video monitor in the Visual Arts Gallery during the 2015 OC Fair. Awards WHO ARE THE JUDGES? Judges The OC Fair Student Film Fes?val is a juried competition. Qualified judges will be selected by the Program Coordinator to judge all films. The jurors are professionally trained in film and video production as educators, professional filmmakers, gallery and museum professionals, etc. The decision of the jurors is final. 9 ENTER ONLINE BY JUNE 1, 2015 The judges will review the accepted film entries and select the award winners, if in the opinion of the judges, the film has sufficient merit. If an entry is disqualified after judging is completed, the judge will not change the status of awards given for other entries. OC Fair Visual Arts HOW IS MY ENTRY JUDGED? STUDENT FILM FESTIVAL The following criteria will be used in determining the winning entries: • Creativity/Originality – Provides interesting insights into the subject of the production. • Organization/Purpose – Shows evidence of planning through all parts of the production as it focuses on achieving the film’s purpose. • Continuity/Structure – Shows that the information or story is paced and developed in a way that keeps viewers interested and helps them understand the meaning. • Relevancy/Importance – Overall impact. Will anyone care about the content of the production? Does the film keep viewer attention and interest? • Technical Quality – Audio, lighting, exposure, camera techniques, composition, special effects, titles, appropriateness of technique, utilization of available equipment, and overall technical quality. Top Prize... Dates and times are absolute. Late entries will not be accepted. Who May Enter Enter Online • Enter online at ocfair.fairmanager.com. Incorrect or incomplete information on online entry may disqualify the exhibit or cause delay in issuing awards. • Online submission of data requires that you understand that the decision of the judge is final. You agree to abide by all rules and regulations contained in the OC Fair Competition Guides and understand that such rules and regulations are incorporated with and become a part of this agreement. You hereby release the OC Fair and the State of California from all liability of every kind and character on account of loss, damages or injury to property, which may occur on the fairgrounds. Processing Fees • Most divisions require processing fees (check individual Competition Guides.) Fees are payable online with a credit card. No refunds will be issued. 13 OC Fair • Some divisions are open only to Orange County residents and some limit the number of entries and age of entrants. Check individual Competition Guides for who may enter each competition. • Youth must enter the divisions and classes specified for their age group. The exhibitor’s age as of July 17, 2015, determines their age group. • Youth may not enter in the Adult divisions. Open Youth who turn age 19 by July 17, 2015, are considered adults. 4-H youth members in good standing may be age 19 as outlined by the 4-H Cooperative Extension Office. 4-H members who are age 19 may choose to enter as either a 4-H Young Adult or Adult - they may not enter both. This rule applies for all OC Fair 4-H Competitions. OC FAIR GUIDELINES ENTRIES AND EXHIBITS Acceptable Entries • No entries or works with copyright or licensing infringement will be accepted. If there is any reproduction of a registered trademark item or work of another artist, the OC Fair reserves the right to disqualify the entry. • The OC Fair is a family-oriented event. Any entry deemed inappropriate for family viewing will be disqualified prior to judging. • Articles which are objectionable, stained, soiled, broken, or not ready for hanging will not be accepted for judging and will not be displayed. You will be notified for pickup. • OC Fair reserves the right to refuse, accept conditionally or to cancel any entry, disqualify exhibitors, prohibit exhibition of entries or to cancel awards, without claim for damages. • OC Fair will not be liable for entries made in error and will not re-open judging to accommodate such entries. • No items entered in a previous year’s OC Fair competition will be accepted. Exhibit Sales • Sale of an exhibit or any part of an exhibit for delivery during the OC Fair will not be permitted. Entry Limit • The Exhibit Supervisor and/or Program Coordinator have the right to limit entries to facilities available. • Entry forms will be dated as received and entry forms received first will have priority. All entries will be accepted unless the exhibitor is otherwise notified. Protection of Exhibits • All cases will be locked and will not be opened while the public is in the building. Exhibits will not be allowed to leave the OC Fair & Event Center grounds unless the Program Coordinator has approved a release slip. Reasonable precaution will be taken in protection of exhibits. The exhibitor must arrange for insurance if desired. • OC Fair will not be responsible for accidents or loss that may occur to any of the exhibitors or exhibits at the show and the exhibitors shall hold the management harmless and indemnify it against any legal proceedings arising from such accident or loss. Presentation of entry form shall be deemed acceptance of this rule. 14 OC Fair Repeat Entries OC FAIR GUIDELINES JUDGING AND AWARDS Judges and Judging Procedures • For judging purposes, the OC Fair reserves the right to combine classes or divisions to create an adequate judging pool where numbers are insufficient to ensure adequate competition. • Qualified judge(s) will be selected by the Program Coordinator to judge all exhibits. • Judges have the authority to disqualify or transfer to the correct class any exhibit that does not meet the requirement of the division or class in which it is entered. • Adult Divisions are placed using the American Judging System (ranking exhibits one against another). 1st, • • • Premiums • Signed judging sheets will be used as evidence for payment of premiums. Ribbons and tags will not be accepted. • Checks for awards will be made payable to the exhibitor whose name is indicated on the entry form and distributed within 30 days after the close of the OC Fair. Ribbons • To encourage high standards, the judge shall award 1st ,2nd , 3rd Place in each class according to merit; if without merit, the judge shall make no award under any circumstances. Ribbons and special awards must be picked-up by exhibitors at the close of the OC Fair unless otherwise noted Claiming Awards and Exhibits • Exhibits and/or awards left after the official release date are not the responsibility of the OC Fair and will be discarded without exception. If you are unable to pick up your items, please arrange for someone to pick them up for you. Claim check or photo ID is required for pickup. No additional phone calls or email notifications will be made. OC Fair and State Guidelines • All OC Fair and State Guidelines apply to all divisions. State Rules are online at ocfair.com/competitions. 15 OC Fair • • 2nd, 3rd Place and Honorable Mention may be awarded in each class if judges so determine. Young Adults and Junior Divisions are placed using the Danish Judging System where each entry is judged on how well it meets a standard rather than how it compares to other entries. Entries are judged Blue (superior), Red (very good) or White (average) Award. There may be more than one Blue, Red or White Award per class. All Blue Awards will compete, using the American Judging System, for cash awards. The decision of the jurors is final. If an entry is disqualified after judging is completed, the judge will not change the status of awards given for other entries. Judging is NOT open to the public (except Special Contests). Judging results can be viewed online around the third week of the OC Fair at ocfair.com/results. Please do not call or email for competition results. Award information will not be given by telephone.
