INTRODUCTION
The Ohio Child Welfare Training Program promotes the delivery of high quality, culturally
responsive, family-centered services to children who have experienced or are at risk of abuse,
neglect, or dependency, and their families. We provide competency-based training, primarily to
the public agency professionals, caregivers, and adoptive parents who serve them. We collaborate
with other service providers to promote the delivery of competency-based training. We advocate
for public policy and practice standards that reflect best child welfare practice.
The Ohio Child Welfare Training Program is a cooperative effort of the Ohio Department of Job and
Family Services, the Public Children Services Association of Ohio, the Institute for Human Services,
and the eight Regional Training Centers. Funding for the program is provided by the Ohio
Department of Job and Family Services.
The Ohio Child Welfare Training Program is a model program that includes these essential
elements:
Utilization of a “Universe of Competencies”
Competencies are statements of knowledge, skills, and values required for workers to do their
jobs.
Use of an Individual Training Needs Assessment Instrument
Trainers must have the appropriate course content knowledge, the necessary adult training
skills, and the ability to promote family-centered, culturally competent practice.
Development of Job Related Training Content
Training content relevance is assured by using our “Universe of Competencies” as the guide
to curriculum development.
The Utilization of Transfer of Learning Activities
Transfer of learning activities promote the effective and continuing application by trainees to
their jobs of the knowledge and skills gained in training.
A Statewide System for the Delivery of Training
Training is developed and delivered based upon data gathered from ongoing training needs
assessments of workers in each region.
Training is provided locally through eight Regional Training Centers, located in the following
counties:

THE SOUTHEAST OHIO REGIONAL TRAINING CENTER
The Southeast Ohio Regional Training Center provides high quality, competency-based workshops
and other skill-building initiatives to the child welfare staff, caregivers, and adoptive parents in our
thirteen county agencies in a friendly and comfortable learning environment.
We are here to assist you in identifying your individual training needs and to schedule workshops
to meet those needs, either regionally or at your agency.
REGISTRATION AND CONFIRMATION
To register for training, log in to E-Track and search for the workshop using the E-Track Course
Number listed for each workshop. You can call or email the contact person listed for the workshop
you wish to attend. A registration deadline is posted for each workshop. Please register early to
secure your admission in each workshop. Late phone registrations will be accepted if space is
available. When registering, please identify any special needs you may have. It is the Training
Center’s goal to make your participation enjoyable, as well as informative. If you register for a
training event but will not be able to attend, PLEASE call as soon as possible to cancel your
registration.
CANCELLATIONS
Training sessions are occasionally canceled due to low registration, inclement weather, or other
unforeseen circumstances. When a workshop is canceled, each of the 13 child welfare agencies
will receive notification. It is the responsibility of the host agency to notify registered participants
of any training cancellation.
CERTIFICATES
To receive a certificate, participants must attend the entire training event. Each training session
will begin on time, so please be prompt for all training sessions. Participants who miss 15 minutes
or more of a workshop will not receive a training certificate.
The State of Ohio Counselor, Social Worker, Marriage and Family Therapist Board has informed us
that we can only provide credit for total hours ATTENDED during a workshop. For example, in the
event of inclement weather, early dismissal, or any other reason the workshop ends before total
stated hours, the certificate will reflect the number of hours attended at that point in time.

PLEASE NOTE! The Ohio Welfare Training Program is an approved Continuing Education
Provider through the Ohio Counselor, Social Worker and Marriage & Family Therapist
Board. OCWTP programs designated as approved for licensure credit hours can be used
by licensees toward license renewal requirements. Only individuals completing training in
its entirety will receive Certificates of Training.

PROGRAM CONTENT:
This American Heart Association Heartsaver Pediatric First Aid course was
developed on the basis of evidence-based guidelines. It is a modular course
that includes essential information and training in the first-aid skills
recommended by OSHA and provides the skills to effectively assess and
maintain life from the critical minutes immediately following an emergency,
until the arrival of emergency medical services personnel. It provides the
learner with a comprehensive overview of first aid basics for children as well as
CPR and AED use for all ages. Its highly effective video based practice while
watching instruction format enables students to experience case-based
scenarios in a realistic setting. Instructors introduce a topic, and then show a
video segment; students practice the skill, one at a time, while watching the
video. The instructor also presents cases for discussion.
The participants receive a 2 year certification in CPR (Infant, Child and Adult),
AED and First Aid upon successful completion of this course.

This training will provide some information to help foster parents understand
the addicted birth parent. Presented by a trainer who battled these same
issues as an addicted parent herself, she will try to explain why it was so
challenging to put down the drugs and reclaim her role as an effective and
active parent. Come away from this training with new awareness of how
substance abuse takes over the brain and how to engage your birth parents in
their treatment and recovery as well as their parenting, protect your own
sanity and role as awesome foster parents, and to communicate and be open
with your foster kids about addiction and how it affects families.

When one first thinks of culture, race usually comes to mind; however, culture
is more complex than race and ethnicity. In this workshop, participants will be
challenged to define culture outside of the traditional mindset of race and
ethnicity and will consider the impact of culture on children in foster care. We
will discuss a global definition of culture, as well as answer the questions: Is
culture created through human experiences or through racial identity? Is
culture transmitted through learning? We will also discuss the areas of
behavior influenced by culture.

The most tragic and vulnerable victims of the drug culture are infants who are
forced to share in their mother’s drug habit prenatally. This course will provide
an overview of commonly used and abused drugs, with a focus on how this
prenatal exposure impacts the developing child before and after birth. Focus
will be on promoting best care through gaining an understanding of the
complex medical and developmental needs of these infants and identifying
strategies to minimize the potential negative effects of drug withdrawal,
prematurity, sensory processing disorders, nutritional and health risks.

This workshop centers on the reality that foster parents will either break under
the stresses of caring for children who are anxious and angry, or we will break
through our breaking point to victory. When we are challenged daily with
difficult behaviors, it is easy to get discouraged and wonder how we can
possibly make a difference in the lives of our foster children. In this workshop,
we will explore ways to encourage attachment and healing. We will also count
the costs to our families and ourselves as we learn some survival techniques.

perspective of an incest survivor. Learn what worked for one survivor to

This is a follow-up workshop to 923-65 (FC 3 hr.) Babies’ Brains - The Basics for
Caregivers. There will be a brief review of the importance of relationship in the
development of the baby brain, including how various cultural perspectives
impact the adult-child caregiving relationship. The importance of both the
child's and parent’s mental health will be explored, and how this is inherently a
two-way relationship - each being impacted by the other. Using video,
discussion, and exercises, we will review ways that caregivers can interact with
babies and toddlers on a day-to-day basis to promote healthy child
development. Obtaining support for oneself and managing transitions will be
addressed as crucial elements in the process.

State child welfare records indicate that substance abuse is one of the top
problems exhibited by families referred to their agencies. It is estimated that
6.6 million children in the United States are living in a home with a parent who
has alcohol or drug issues. These children confront numerous physical, mental,
and emotional health problems as a result of a parental addictive pattern. Each
family member plays an integral role in the addictive family pattern. This sixhour workshop will address the various psychological and behavioral problems
that children from addictive families may exhibit. Participants will be provided
with the behavioral characteristics of addictive homes, personality roles of the
addictive family, and interventions for working with children from addictive
homes.

PROGRAM CONTENT:
When planning for permanency with adolescents, we have to think and use
approaches differently from when planning for younger children. Permanency
for older youth is not centered around the living arrangement; it is not simply
providing independent living services; and it is not just offering adoption.
Instead, it provides youth with the opportunity to forge lifelong permanent
connections to people they identify as important. This training allows
participants to experience the impact of permanent connections and grasp why
they are important. Finally, participants will come to understand how
adolescent development relates to permanency.
It is strongly recommended that participants attend 202-35-NOS (CW and FC 12
hr) Positive Youth Development: The Vital Link, prior to attending this
workshop.

This training examines the relatively new type of child sexual abuse - sexual
exploitation via computers and the internet, with particular focus on chat
rooms and social media sites like Facebook. Participants consider who are the
victims and who are the perpetrators, as well as how to protect children when
they are online. Real-life case examples are discussed, and an on-line
demonstration is conducted, revealing how easily and quickly perpetrators
connect with children. There is also a discussion on how Facebook impacts
children and teens, and what Facebook settings caregivers should be aware of.

Orientation to Foster Care, Adoption and Kinship Care
This workshop provides an overview of the child welfare system and examines the
differences between foster care, adoption, and kinship care. Participants receive
information about the needs of waiting children as well as the process of becoming a
caregiver.

The Child Protection Team
This workshop discusses the history of foster care/adoption and examines the role of
the foster/adoptive/kinship caregiver within that system. Information is shared about
the effective use of teams to serve children.

The Effects of Child Abuse and Neglect on Child Development
This workshop examines the dynamics of child maltreatment. The trainer also seeks to
develop empathy for the birthparent or caregiver who has abused or neglected a child.
Participants view a video about an abusive birthparent, and they view a set of slides
which depicts the signs of child maltreatment. This workshop gives participants an
overview of normal child development and examines the impact of abuse and neglect
on child development.

Attachment, Separation and Placement
This workshop demonstrates normal, healthy attachment and the impact on attachment
of separation from primary parents, siblings, and other attachment figures. Participants
also learn methods to reduce the trauma to children who have experienced separations
from significant others.

Managing Behavior
This workshop examines the reasons for behavioral problems among foster and adopted
children. The workshop also explains the agency policy regarding corporal punishment
and the underlying reasons for that policy. Finally, participants receive information on
positive ways to manage behavior including natural and logical consequences,
contracting, and rewards.

Preventing and De-escalating Crisis
This workshop explores the triggers that might generate feelings of anger or fear in the
caregiver or the child, resulting in family conflict. Techniques to resolve conflict through
win/win, rather than win/lose, negotiation, will be presented and practiced.
Participants will learn strategies to prevent crisis from developing and will learn
methods to de-escalate crisis, if necessary, while keeping all family members safe.

Cultural Issues in Placement
This workshop presents an overview of culture and the ways in which our values and
codes of conduct are impacted by culture. Participants learn to separate culture from
race and learn to identify the many and complex ingredients of cultural identity.
Caregivers will also learn methods to more successfully parent a child from a culture
different than their own.

Understanding Primary Families
This workshop provides information about the losses experienced by birth families,
expected behaviors of grieving birth parents, and ways to work effectively with birth
families along a continuum of contact. A birth parent may speak to the training group
about his or her experiences with the foster care system.

Caring for Children Who Have Been Sexually Abused
This workshop examines the definition and dynamics of sexual abuse of children. The
workshop also prepares prospective parents to develop an awareness of the
characteristics of caregivers that lead to success in parenting children who have been
sexually abused.

The Effects of Caregiving on the Caregiver Family
This workshop examines the impact of foster care/ adoption/ kinship care on the family
system. The workshop also enables prospective parents to develop effective coping
strategies and survival plans.

Permanency for Children
This workshop examines the effect of long-term separation from the birth family (either
by adoption or long term foster care) on children. The workshop will explain some
“triggers” that may exacerbate difficulties of children experiencing these long-term
separations.

Permanency for Families
This workshop examines the impact of adoption issues for adoptive parents on the
family system. The workshop also explores techniques of talking with the child(ren)
about their adoptive status and difficult birth histories. This workshop will present the
typical stages of adoptive family adjustment following placement. Finally, information
about post adoption services is shared with prospective parents.

TRAINER INFORMATION

Lynne K. Anderson, B.A., is a former foster mother and has worked as a
caseworker with teenagers, served as director of a senior center, and worked
on the development and coordination of social services in the greater
Cincinnati area. She has worked as an independent trainer for the OCWTP
since 2003.
Brian Bethel, M.Ed., P.C.C.-S, L.C.D.C.III, R.P.T.-S, is a Professional Clinical
Counselor with supervisory endorsement as well as a Certified Chemical
Dependency Counselor. Mr. Bethel has worked in the mental health field for
twenty years and has a diverse clinical background. Prior to his work in the
mental health field, Mr. Bethel worked in child welfare supervision, on-going,
foster care, and adoption services.
Jamole Callahan entered foster care at the age of 13. During his time in care
he was shifted through 9 homes. At 18 Jamole was emancipated out of
care. With the assistance of one of his mentors/teachers he was encouraged to
further his education. In the fall of 1998 Jamole enrolled at Central State
University where he studied music education. After college Jamole married his
college sweetheart. Within that union, they were blessed to have 4 beautiful
children. On the business side, in 2006 Jamole co-founded 90 Degree
Entertainment with a long time college buddy. The company focuses on artist
management, development and promotion. His motto is: “Don’t be ashamed
of your past.”
China Darrington, B.F.A., has made a remarkable success out of her life
following a period in her earlier years when she became addicted to drugs. She
has gone through an extensive recovery period and has since graduated from
college with her B.F.A. in Photography and Design. China works full time and
spends part of her time giving back by talking to other women who are dealing
with recovery issues of their own.
Bonnie Bazill-Davis, B.A., is an award winning speaker delivering life-saving
messages about child abuse awareness. She speaks with passion from the
heart of experience as a survivor of childhood sexual abuse and life as a teen
runaway. As the founder of Speak Out Services, LLC, she has reached
thousands of child care providers, teachers, foster parents, counselors, social
workers, and other child welfare professionals with inspirational messages and
specialized training. Her former clinical background as a certified chemical
dependency counselor gives her a unique perspective of both survivor and
professional helper. Bonnie is also a state champion competitive speaker and
member of the National Speakers Association and Toastmasters International.

Laura Gaines, M.S.W, L.I.S.W., child and adolescent therapist in private
practice in Hilliard, Ohio. For over 16 years, Ms. Gaines has specialized in
serving children with special needs due to developmental or mental health
disorders. She is the mother of two children – one by birth and one by
adoption.
Bobby Grizzard, Detective, joined the Massillon Police Department in 1985
serving in the uniform division until 1988. He has specialized in abuse and
sexual related offenses for 14 years and has been recognized for his dedicated
work. In 2002, he accepted a position offered by the local F.B.I office to join the
newly formed Internet Crimes against Children (ICAC) Task Force. In 2007,
Detective Grizzard was featured in the book “To Catch a Predator” by Chris
Hansen of Dateline NBC for his work on internet investigations.
Jacqueline Jackson, L.S.W., has worked in social work for over 14 years and is a
Training Coordinator/Adoption Assessor at Options for Families and Youth. She
graduated from Cleveland State University with Bachelor’s Degree in Social
Work and minor in Criminal Justice. She is a Licensed Social Worker and a
Certified Adoption Assessor. She has worked with rape survivors, adult
offenders, foster children/parents, and parents of children ages 0-3 years old.
Ronna Johnson, R.N., B.S.N., C.P.N.P., has over 28 years of experience as a
Registered Nurse and Pediatric Nurse Practitioner working with children with
medical and developmental special needs. Mrs. Johnson is also a foster and
adoptive parent for two children with complex special needs.
Jody Johnston-Pawel, B.S.W, L.S.W, C.F.L.E., received her Bachelor of Social
Work from Wright State University, specializing in child abuse research. She is
a Certified Family Life Educator. Ms. Pawel has been involved in the child
protective service field since 1981. As a caseworker, she was in the Sexual
Abuse unit and on a multi-disciplinary community-based planning team. Since
1983, she has been training caseworkers, foster parents and birth parents.
Judith A. Qualls and her husband have been fostering teens since 1995. She
has enjoyed mentoring foster parents and has served on a committee to write
foster parent/private agency goals and protocol. She began co-training
prospective foster and adoptive parents in 1999, and became an approved
trainer for the Ohio Child Welfare Training Program in 2002.

Wendy Shields, M.P.A., received her Master’s in Public Administration in 2003
and Bachelor of Arts in Sociology in 1996 from Ohio University. Ms. Shields has
worked in various positions with Athens County Children Services, and is the
former Director of Milestones Therapeutic Foster Care Agency since 1996.
Currently, she is the Foster Care Training Coordinator for The Buckeye Ranch.
Susan Stasiak, B.S., is a trainer and business consultant with over twenty years’
experience in the training field, including the child welfare system since 1990.
As president of her own Columbus, Ohio based training and consulting firm, she
assesses, develops, and presents training programs specializing in performance
improvement through customer service, communications, management
training and team development.
Jim Still-Pepper, M.A., is a therapist who works exclusively with children,
teens, and their families. He consults with several school districts and group
homes for teenagers. He is also a motivational speaker and an independent
trainer in the field of child welfare. Mr. Still-Pepper is a freelance writer and
has co-authored six books. He is the creator of the Abstinence Education
Game, which is a powerful tool for teaching kids the importance of abstinence.
John Ward, M.C.C., L.C.D.C.III, is currently a program manager for a private
non-profit organization which focuses on foster-care, independent living and
home-based services. He also spent 10 years as the Director of Counseling for a
non-profit organization. He holds a Master’s Degree in Counseling, and
specializes in the area of Reactive Attachment Disorder, ADD and trauma. John
is also a Licensed Chemical Dependency Counselor III for the State of Ohio. He
is a recipient of the Rising Star Award for the Ohio Child Welfare Training
Program. John also is a master trainer in the area of adoption competencies for
C.A.S.E. John has been involved with child welfare since the age of 14. He spent
his teenage years as a foster child and was later adopted. He has been a
therapeutic foster parent since 1994, and is the father of two biological
children and three foster children.

The 15 Minute Rule
It is the policy of the Ohio Child Welfare Training Program that participants only
receive credit for training if they attend a workshop in its entirety and complete
an evaluation form at the conclusion of the training session. Any participant
who misses more than 15 minutes of the workshop, whether for personal or
professional reasons, will not receive a training certificate. Therefore, please
allow ample travel time for possible traffic and construction delays, and turn
cell phones and pagers off or on silent mode and return calls during break, as
any time spent outside the classroom counts toward the 15 minute rule.
Partial credit cannot be given for a workshop that has not been attended in its
entirety.

 complete online learning evaluation and, provided we have your
email address, receive digital training completion certificates.
If you don’t have computer access at home or work, your local library may
have computers you can use to get online, create and check email, and access
E-Track. You can set up a free email account through gmail.com. All that’s
required is a first and last name (and you can even just use a first initial if you
want).
Even if you don’t have an email address, you will still have an E-Track record
that contains your training history. Without email/internet access, you will
need to contact your Regional Training Center to receive printouts of your
training history, register for training, complete paper surveys, and receive
paper certificates after training.
To get the full benefit of E-Track, we need to have your email address tied to
your E-Track record. Take a half hour to learn to use E-Track and then check for
yourself on your E-Track Profile Tab whether your email address and other
contact information are correct. If you need to make updates, there’ll be a link
to update your information.

Additional Information about E-Track
E-Track Login
Your E-Track login is your 2 digit birth month + 2 digit birth day + first initial +
first 5 letters of last name + 1. Add zeros if your last name is shorter than 5
letters. (Example 0615jsmith1 or 0615jdoe001).
E-Track Password
Your E-Track password is the same as your login or your last name. You have
the ability to change your password once you have logged in.
Registering for Training
Child welfare staff and caregivers will now register for training through E-Track.
Once registered, you will receive an email notification confirming your
registration.
Following Training
You will receive an email notification with a link to the survey for the training
attended. You are also able to access your survey from your E-Track To Do List.
Please complete surveys within 7 days of attending training. Paper surveys will
no longer be completed.
Certificates
8-10 days after the workshop, you will receive an email notification with a link
to your training certificate. Click the link, login to E-Track, and a pop up will
appear with your certificate. This email is the only way for you to access your
training certificate. You may want to save this email, print your certificate,
and/or save the certificate as a PDF and email it to your county foster care
worker.
