The Evolution of Expanded Practice Dental Hygiene in Oregon: Where Have We Been? Where
Are We Now? Where Are We Going?
This panel presentation will examine the past, present and future of expanded practice dental hygiene in
Oregon. The process for regulating health professionals in Oregon will be reviewed with an emphasis on
the regulatory processes that created and have modified expanded practice dental hygiene. Current
regulation of expanded practice dental hygiene will be discussed including permit requirements,
advertising, collaborative agreements, and disciplinary actions. Pending legislation and proposed future
changes to the regulation of expanded practice dental hygiene will also be explored.
Panel Members will include representatives from the Oregon Board of Dentistry (OBD) and the Oregon
Dental Hygienists’ Association (ODHA).

Accounting & Financial Management for an Expanded Practice
The course will present best practices in accounting and financial management for an expanded practice
business. The discussion will include accounting software choices, setting up an optimized chart of
accounts and using financial reports as a management tool. This course will also cover choosing a
business entity and the tax implications of each option. Discussion will include the pros and cons of
leasing versus purchasing clinical equipment and the IRS’ Dirty Dozen Tax Scams for 2015 and common
IRS Audit triggers.

A HIPAA s not a Female Hippopotamus
The Health Insurance Portability & Accountability Act (HIPAA) may be the most feared and
misunderstood law in all of health care. But it doesn’t have to be. This course will explain HIPAA in a
nutshell and provide an easy-to-understand overview of what can be a complex, difficult area to navigate

when it comes to patient health information. We will address the definition of “protected health
information” in the real world, explain the Security Rule and how it differs from the Privacy Rule, discuss
what to do when the clinic experiences an honest-to-goodness breach and look at the types of incidents
that pose the greatest risks for expanded practice dental hygienists. Then we will look at fraud, waste
and abuse practices within the health care setting. We will look at key legislation (Anti-Kickback Statute,
False Claims Act and the Stark Law) and answer the one burning question on the minds of EPDH’s
everywhere: “What do you mean I can’t stay at that condo in Maui just because the owner is the guy I
happen to buy my varnish tubes from?”
Jon Klein, JD is Compliance Officer for Capitol Dental Care, an OHP health plan and provider affiliated
with Gentle Dental and Smile Keepers clinics throughout Oregon and Washington. He has also worked
as an assisted living administrator for communities in Portland and on the Oregon coast. A former lawyer
by profession, Jon completed an additional one year graduate certificate in Health Care Compliance at
Pacific University, and currently holds CHC certification, in addition to a law degree. In his spare time Jon
enjoys writing about wine (though he enjoys drinking it even more) and will publish an article on Part D
Medicare Compliance for Dentists in the July issue of Compliance Today.

The Strategic Plan for Oral Health in Oregon: How Can Expanded Practice Dental Hygienists Make
a Difference?
This panel presentation will begin with an overview of the Oregon Health Authority (OHA), their Oral
Health Unit and the role of Oregon’s new dental director. Members of the Oregon Oral Health Coalition
will present their newly released Strategic Plan for Oral Health in Oregon and lead interactive sessions to
explore the role that expanded practice dental hygienists can play in implementing the strategies
recommended in this plan.
Panel Members will include representatives from the Oregon Health Authority (OHA), the Oregon Oral
Health Coalition (OrOHC) and the Oregon Dental Hygienists’ Association (ODHA).

Dental Infection Control for Expanded Practice Settings
This course will review current guidelines for dental infection control based on recommendations from the
U.S. Centers for Disease Control & Prevention (CDC), Occupational Safety & Health Administration
(OSHA) Bloodborne Pathogens Standard, the American Dental Association and new requirements from
the Oregon Board of Dentistry. Emphasis will be placed on adapting dental infection control procedures
for dental hygienists who work in expanded practice settings.
Gail Aamodt, RDH, MS is an Associate Professor and Clinical Education Coordinator for the School of
Dental Health Science at Pacific University in Hillsboro, Oregon. She previously taught in the dental
hygiene programs at Northern Arizona University and in the School of Dentistry at Oregon Health Science
University. Gail has over 25 years of experience as a clinical dental hygienist, having worked both in
private practice and in a managed care organization. Gail is an active member of the American Dental
Hygienists’ Association and the American Dental Education Association. Gail is currently President of the
Oregon Dental Hygienists’ Association and she will represent Oregon as a Delegate to the 2015 Annual
Session of the American Dental Hygienists’ Association to be held June 2015 in Nashville, Tennessee.

Unveiling the Mystery of Caries Management: What’s the Secret?
The non-surgical intervention of incipient carious lesions has become the standard of care in modern
dental therapy. Re-mineralization of these lesions is the most non-invasive of all dental procedures and
can result in the maintenance of the integrity of the dentition. From risk assessment to implementing
therapy, this course will provide the information needed to implement conservative caries management in

Monica Monsantofils is the West Clinical Educator for DENTSPLY Professional. Monica received a
dental hygiene degree from Portland Community College, Bachelor of Science in Dental Hygiene from
Eastern Washington University and PG Diploma of Dental Sciences from King’s College London, UK.
Monica brings over 30 years of clinical experience in periodontal and general practices and 13 years of
academic experience to the Division. Monica’s academic experience includes advanced instrumentation,
community oral health and restorative functions. Monica’s research “Oral Impacts on Daily Performances
and Use of Dental Services in Schoolchildren” was published in the International Journal of Pediatric
Dentistry. Monica’s focus is to provide dental professionals with current concepts and evidence-based
research to assist them in implementing effective and efficient evidence based treatment protocols in their
clinical practice.
