GRANTS PROGRAM
East Gippsland Shire Grants Program Round One 2015/2016
Opens Wednesday 6 May and closes Wednesday 1 July at 4pm.
The East Gippsland Shire Grants Program offers the following grant programs; Community
Grants, Arts and Heritage and Regional and District Event Sponsorship (RADES).
The East Gippsland Shire Grants Program provides funding opportunities for the East Gippsland Shire
area. It aims to support local community based groups, organisations, services and in some categories,
individuals (eg artists).
Through its grants programs, the Shire supports a wide range of services and innovative activities that
strengthen our communities, build pathways to environmental sustainability and health and foster
cultural diversity, the arts, strong local economies and knowledge communities
All grant applications must now be submitted online using a new grants management program
called Smartygrants.
This is going to make applying for a grant so much easier and the grants officers will be available to
support any applicants through this transition.
A series of Smartygrants Community Grant Writing Workshops are being held in the locations listed
below. If you would like to know more about the new application process or if you need some hints for
writing a grant, please come along.
The grant officers’ responsible for all three grant programs will be in attendance; Ruth Fitzclarence,
Andrea Court and Stephen Kleinitz.

Early Years in the High Country Update
Capital Works in Omeo for Early Childhood integrated service.
The High Country Early Years Action group is pleased to announce that the concept plan we have
developed has successfully led to us being the recipient of Capital Works Funding for a New Early
Learning Facility. The funding will be made up of $646,500 State Government Funding and $215,000
Federal Government Funding. This facility will be located on the grounds of Omeo Primary School.
We are working closely with the Department of Education and Training on this process.
Play Based Learning
Kathy Walker of Early Life Foundations was approached to deliver a professional development
workshop in the 2nd Term on 23rd April, 2014. This full day PD focused on play based education within
the early years. The HCEYAG focused promoted training opportunities and ensured that staff could
participate in the training. The training was well attend with 61 professionals participating,
approximately 45 from the High Country. The High Country Action Group received a small amount
of funding through Communities for Children East Gippsland to enable professionals outside of the
High Country to participate in this opportunity.
Follow up sessions involving one on one sessions and a twilight workshop have been conducted in
October and November 2014 . The facilitator was available until October and November 2014 for this
follow up work to take place.
We will continue this work in 2015.
Strategic Plan Development
The High Country Early Years Action group has engaged a consultant Wayne Craig to assist us in
developing a Strategic Plan for the next stage of our work. He will commence working with us in
Term 2 of 2015.
Wayne will work with leaders/representatives from services around a draft strategic plan.
There is a sense of urgency around change given the development of the new facility

Emotional intelligence: All our services provide an environment where children
develop a strong sense of identity, connect with and contribute to their world, have a strong sense of
wellbeing and are confident involved learners who can effectively
communicate, through developing the emotional intelligence of our staff.
Staff Development: Educators in the High Country reflect and commit to ongoing
improvement, so that their skills and knowledge are constantly being challenged
and updated. Leadership
Parent /Community engagement
Culture: Across the High Country we have a vision and values around early years
education and we all model the associated behaviours and actions and high expectations of all members
of the Early Years Community.
Family support: We have agreed consistent strategies for inclusion, parenting support and communication with families based on ‘Family Focused Practice Principles’.
There is consistent collaboration and communication between services to support
children and families to tailor support to individual needs of each child and family.
The Learning Environment
Learning environment: Our in indoor and outdoor learning environments promote a sense of wonder,
exploration, investigation and interest in a rich range of materials,
resources and opportunities in which the child can engage. It is child centred and
reflects the child is the most important part of the environment.
