Charter School Application Process and Timeline 2015 Activity Technical Assistance Potential Charter Applicant Orientation Application Submission Description Date Applicant may schedule an appointment to discuss application procedures, requirements and deadlines. To schedule this appointment, please call Frances Celis, Supervisor of Secondary Education, at (904) 529-5721. Open Dates This orientation is not required, but is highly recommended, for those interested in opening a charter school in Clay County. The application process will be explained in greater detail. March 25, 2015 (9:30 a.m.) Professional Development Center 23 S. Green St., Green Cove Springs PLEASE RSVP (904)284-6590 Applicant must submit 5 bound hard copies of the charter application (tabbed and double sided), and 1 electronic copy in PDF format to the Supervisor of Secondary Education Office, 23 S. Green St, Bldg. 2, Attn: Frances Celis. Upon the submission of these documents, no further changes can be made to the application, except those allowed by statute. On August 3, 2015 by 4:00 p.m. Applications should be completed in the format of the Model Charter Application provided by the Florida Department of Education. Interview Application Review Recommended Action Application Decision All applicants and/or applicant teams will be interviewed by SDCC staff at a date and time agreed upon by both parties. SDCC staff will complete a formal evaluation of the charter application using the Florida Charter School Application Evaluation Instrument provided by the Florida Department of Education. Completed evaluation instrument and review of the application will be sent out to the applicant including the recommendation of approval or denial from the Superintendent. Considering the formal evaluation of the application by district staff and the Superintendent’s recommendation, the School Board will vote to approve or deny the application at a School Board Meeting or Workshop. Model Florida Applications for: Charter Schools High Performing Replications Virtual Charter Schools ***Applications may also be submitted in the same manner by 4:00 p.m. on May 1, 2015 for a preliminary review with a fee of $500 per Florida Statute. Varies August- September/(October) Florida Evaluation Instruments for: Charter Schools High Performing Replications Virtual Charter Schools No later than September 25, 2015. (With extension –October 2015 – Date TBD) October 2015 – Date TBD (With Extension) Information on this document is subject to change at any time. Upon approval of the charter application: • Within 30 days, SDCC will provide an initial proposed charter contract to the charter school. The Sponsor and Charter School then have 40 days thereafter to negotiate and notice the contract for final approval. • In accordance with 1002.33(6)(f)2, F.S., approved charter applicants are required to participate in training provided by the Florida Department of Education after approval of an application but at least 30 calendar days before the first day of classes. Upon denial of the charter application: • A Denial Letter will be sent to the applicant within 10 days of the School Board's decision to deny the application. • In accordance with 1002.33(6)(c), F.S., an applicant that is denied charter school status shall have the right to appeal the sponsoring School Board's decision and must notify the Sponsor in writing within 30 days of receipt of the Denial Letter.
