CLARIFICATION: The question was raised that model numbers in the scope of work did not match model numbers on the price sheet. A revised scope of work is attached. END OF ADDENDUM 4 School District 24J complies with provisions of the various civil rights laws, such as the Fair Employment Practices Act, Title IX Regulations, and section 504 of PL 93.112 in employment and educational programs and activities. It is the intent of Salem Keizer School District (SKSD) to enter into a contractual agreement with a single or multiple HVAC contractor(s) to install cooling systems for several schools. The general scope of the work would be to install ductless or ducted split system cooling / heat pumps systems in up to 55 classrooms. The installations would be released for construction in packages of no more than 11 systems per installation package. These systems would be at multiple sites. The goal is to have all the systems installed before the end of summer 2015. The equipment will be manufactured by Daikin supplied by Oregon Air Reps in Lake Oswego Oregon. SKSD has secured pricing for the system types that may be installed. SKSD intends to have the Contractor purchase the equipment using the negotiated price agreement. SKSD is asking for pricing to complete the first grouping of these installations. Computer Lab HVAC General Installation Requirements Includes all labor, materials, equipment and supplies required for a full functioning HVAC system including: 1. Installation of outside unit and indoor unites) - Include a complete price including labor, equipment and materials needed to install the indoor and outdoor units. Do not include price for equipment as that price will be assigned based on the price agreement. Equipment to be delivered to the location of contractor's choice. Units to be shipped FOB Factory FFA to a location in Salem Oregon. The exact location (contractor's office or site) is to be determined by the contractor. Supporting hardware such as line sets, brackets, cages, pads, etc. may be purchased through the agreement, but should be procured through the most economical means if other options provide a lower cost. All Daikin units shall be purchased through the agreement. Please see attached specification for Supporting Hardware. 2. Mounting of outdoor units: a. Factory wall brackets for wall mounted units are included in the agreed equipment price. Include only the labor for installation and any needed fasteners. The attachment means for the bracket to the wall shall be submitted and approved by the district prior to any work commencing. b. Where outdoor units are located at grade they are to be locate on a concrete pad and inside security cages. Concrete pad is a mobile standard low density polymer concrete pad. Demolition of landscape where required is the responsibility of the contractor. Irrigation modifications will not be necessary. c. For roof mounted equipment (where slopes are less than 3:12) include the cost for a curb, cap and flashing. See attached detail # 1. 3. Penetrations through Structure: a. See detail for roof penetrations, detail #2. Many of the roofs are warranted by the installing contractor. Any revision to the roof must be completed by this approved contractor. SKSD will provide the firm (or choice of firms) to be used. Contractor is to include an allowance for roof work in pricing. That allowance is $500.00 and is Subject to revision based on actual invoiced costs. b. Seal all exterior penetrations, provide sealant with low VOC listing and less than 25/50 flame spread / smoke propagation characteristics. 4. Exact indoor and outdoor configuration and location shall be determined by SKSD during site review with contractor. 5. Electrical: a. Power to unit(s) including conduit, wire, disconnects, breakers, surface raceway, and terminations. See specifications included for electrical device means and materials. b. Wire to outside units to be min. 10ga. Power connection from source of power to outdoor unit to be bid based on 50' conduit length. All outdoor wiring to be run in liquid tight conduit with associated connectors. See additional items for longer distance costs. c. Wiring to indoor units to be min. 12ga. Power connection from source of power to outdoor unit or indoor source of power (depending on system type) to be bid based on 50' conduit length. See additional items for longer distance costs. d. All wiring to be in EMT conduit, liquid tight conduit or approved surface raceway where easily accessible. For concealed locations MC cable is allowed. e. Where wiring cannot be concealed it is preferred to run on wall inside building rather than outside. f. Power and control wiring may enter the interior units from the bottom, side or back only. g. Provide and label breaker feeding new equipment. Label units as to circuit feeding them. Exterior label shall be appropriate for application. h. Conduit and wire shall be concealed in rooms and locations where possible. Install conductors and conduits (MC Cable) in framed walls where lines can be fished. Install concealed above accessible ceilings or in attic spaces. 6. Controls: a. If hardwired thermostat option is chosen, provide control wiring and specified wire-way between units and the wall mounted thermostat. For bidding purposes the distance between the unit and the thermostat is less than 50'. If the hardwired thermostat option is not chosen, only the wireless remote will be provided as part of this work. b. Control wiring to be 18ga. min. c. If the units are to be integrated into the building DDC system the Contractor will use the District's approved controls contractor. A price agreement has been established. The cost for the responsibility of the control work will be included in the Contractors Contract. 7. Piping / Plumbing: a. Installation of line set. Include cost for line set installation. For bidding purposes the distance between the outdoor unit and indoor unite s) is 35' . b. Line sets shall be sized for the application and shall be pre-insulated copper tubing c. Condensate from indoor unites) to be routed to exterior landscape area in 1" PVC (Sch 40), PEX, or type M or thicker copper. Copper shall be used where exposed. d. Condensate drainage shall be via gravity where possible. Where pumps are required these shall be provided per the unit cost in the proposal. Pumps may be purchased through the SKSD Price Agreement, but should be procured through the most economical means if construction of the pump matches that of the Price Agreement unit. Installation of condensate pumps is requested as an added item for only those locations where it is necessary. Assume condensate piping does not exceed 35'. e. Protection of exterior refrigerant lines is to be provided. Provide galvanized sheet metal covers, Rector Seal "Slim Duct" in color similar to building exterior, or Aluminum pipe shield material (per ASTM C1729). f. Where it cannot be concealed the piping is preferred to run on wall inside building rather than outside. 8. Cleanup of all debris and restoration of damaged surfaces. a. Contractor shall protect all adjacent surfaces and shall return the work site to the same or better condition as existed before beginning the work. Any damaged surfaces shall be restored by means and with products agreed to by the District. 9. Submit for and purchase all permits required. Include time to be on site for reviews / site inspections. Provide final inspection report to show all permits are closed and approved. 10. Ducted unites) to include adapters to round SA / RA mains. Mains to be sized at less than 1000 FPM air velocity. Duct to be 26 ga minimum and constructed per SMACNA standards for 1" positive / negative pressure. Branch ducts to be sized at less than 800 FPM velocity. Ducts may be flexible round (Flexmaster or approved). Diffusers to be sized at NC value of 20 to 25 for cooling only units and 25 to 30 for heat pump units. RA grilles to be sized for less than 500 FPM face velocity. Grilles and diffusers to be Price SMDA directional diffuser with PDR perforated face return grilles or equal Titus or Nailor. Ductwork to be insulated for installations in unconditioned spaces. Provide one diffuser per rated ton capacity of the indoor fan unit. Assume 25' for main SA / RA duct and 10' per diffuser branch duct. Ductwork to be installed above T-bar ceiling or in attic space. For installation with exposed ductwork revisions to pricing will be reviewed on a case-by-case basis. Provide all supports and attachments required by code and SMACNA standards. 11. Controls Scope: The work will be bid directly by the district's control contractor of choice (Environmental Controls Corporation (ECC) - Lake Oswego Oregon) or (ESC Automation (ESC) - Durham Oregon). The contractor is responsible for coordination of scheduling ECC or ESC to complete the installation. Direction to ECC or ESC to visit the site to complete their work prior to the systems being ready will result in the costs for the wasted trip being billed against the contractor's installation costs. ELECTRICAL SPECIFICATION 1. GENERAL a. All work and materials shall conform to all applicable local and state codes. b. All work and materials shall confirm to NEC. c. All electrical products installed in this project shall be listed by Underwriters Laboratories, Inc., or be approved in writing by the local inspection authority as required by governing codes and ordinances. d. Provide raceways and conduits for all electrical system wiring (low voltage and line voltage). Exposed locations in finished areas (where concealing of conduits is not possible) use surface raceway. e. Under no conditions are beams, girders, footings or columns to be cut for electrical items. f. Provide complete electrical connections for all items of equipment requiring such connections, including incidental wiring, materials, devices and labor necessary for a finished working installation. 2. CONDUITS a. Conduit type required by areas of use: i. Dry concealed locations: GRC, IMC, EMT ii. Wet Locations: GRC, IMC b. Flexible metal conducts are allowed but limited to final connection of equipment (not more than 48”). Flexible metal conduit will be permitted only where flexibility is necessary. Flexible metal conduit shall be used for connection to all equipment subject to movement or vibration. Liquid-tight flexible metal conduit shall be used when moisture may be present and for exposed motor and equipment connections. c. Metal-clad cable may be used for all concealed branch circuit wiring where permitted by local codes and NEC Article 330 except where otherwise noted. Metal-clad cable shall be used only for concealed interior wiring and shall be exposed only in unfinished crawl spaces or attics. Cable shall be steel jacketed, interlock armor with internal, fully insulated, green grounding conductor and multi-conductor, thermoplastic, insulated, color-coded solid or stranded copper conductors No. 12 through No. 6 AWG, 600 volt. d. Galvanized Rigid Conduit (GRC) shall be hot-dip zinc, galvanized inside and out, mild steel pipe manufactured in accordance with UL-6 and ANSI C80.1. All threads shall be galvanized after cutting. GRC shall be coupled and terminated with threaded fittings. Ends shall be bushed with insulating bushings equal to T&B 1220 or 1230 series. e. Electrical Metallic Tubing (EMT) shall be steel only and shall comply with UL797 and ANSI C80.3. Exterior shall be hot-dip zinc galvanized and interior protected by a corrosion-resistant lubricating coating. Connectors and couplings for EMT shall be steel concrete tight compression type or set screw type with insulated throats on connectors. Indent type connectors shall not be used. f. Intermediate Metallic Conduit (IMC) shall comply with UL-1242 and ANSI C80.6. Exterior shall be hot-dip zinc galvanized and interior protected by a corrosion-resistant lubricating coating. IMC shall be coupled and terminated with threaded fittings. Ends shall be bushed with insulating bushings equal to T&B 1220 or 1230 series. g. Flexible metal conduit shall be steel and comply with UL 1 and ANSI standards. Liquid-tight flexible metal conduit shall comply with UL 360 and ANSI standards. 3. CONDUCTORS a. Conductors No. 10 AWG and smaller may be soft-drawn, stranded, or solid copper. Conductors larger than No. 10 AWG shall be stranded, soft-drawn copper. b. Insulation for new conductors installed in raceways shall be "THWN" for conductors No. 8 AWG or smaller, and "THWN" or "THHN" for conductors No. 6 AWG or larger, or as noted. c. All insulation shall be rated 600 volts unless noted otherwise. 4. SPLICES AND TERMINATIONS a. All connectors shall be solderless pressure type per Fed. Spec. W-S-610, properly taped. All taped joints shall be with plastic tape, "Scotch 33," applied in half-lap layers without stretching to deform. b. Splices shall utilize Scotch "Hyflex" or "Ideal" wing nut connector installed properly. Splices for No. 8 and larger wires shall be made with tin or silver plated copper compression sleeves. 5. DEVICES a. Receptacles: Single and duplex receptacles shall be rated 20 amperes, 125 volts, two-pole, three-wire, grounded type, Hubbell HBL5362 Series. Receptacles shall have nylon faces, one-piece brass mounting strap with integral ground contacts and bypass power contacts. b. Receptacles with ground fault interrupters shall be in accordance with UL 943. c. Receptacles in wet locations shall be in a weatherproof enclosure, the integrity of which is not affected when the receptacle is in use. The enclosure shall be of highimpact polycarbonate construction, with a keyhole hinge without a spring and other metal parts, with a gasketless translucent lid that is lockable and tinted and has large cord openings. The enclosure shall be one or two-gang, and shall be securely secured to the receptacle box with tamper-proof fasteners through factory-drilled or field-drilled through factory-prepared drill points. 6. DISCONNECTS a. Enclosed safety switches shall be horsepower rated in conformance with Table III or Fed. Spec. W-S-865. Switches shall disconnect all ungrounded conductors. b. Safety and disconnect switches shall be equipped with a defeatable cover interlock. Operating handles shall be located to side of switches. c. Enclosures shall be NEMA 1 for indoor use, NEMA 3R where installed exposed to the weather. d. Disconnects shall be fusible or non-fusible as required by equipment manufacture. Equip all fusible disconnects with dual element fuses required by the equipment served. Coordinate fuse sizes at the time equipment is connected. Adjust fuse sizes if necessary to accommodate actual equipment installed. In no case shall fuses be sized smaller than the starter heaters on motor circuits. 7. INSTALLATION a. Conceal all wiring in finished spaces so far as practicable. Exposed conduit shall be used only in unfinished spaces. b. Exposed raceways shall be parallel or at right angles to structural lines, and shall be neatly offset into boxes. Exposed raceways shall follow existing exposed piping/ductwork/conduit paths as far as practicable. c. Install intumescent material around conduits to prevent spread of smoke or fire where installed in sleeves or block-outs penetrating fire-rated barriers. An alternate method utilizing intumescent materials in caulk and/or putty form may be used. d. MC Cable Installation: i. Support horizontal and vertical cable 6 feet on center (maximum) and within 6" of boxes with approved cable clamps. ii. Support cable above accessible ceilings; do not rest cables on ceiling tiles. Attach cables with metal clips or plastic cable ties to support wires from structure on 6-foot centers maximum. iii. Cable shall be cut with manufacturer-approved devices. iv. Splice conductors only in accessible junction boxes. v. Cable shall not be supported from or come into contact with mechanical ducts, water, sprinkler or gas piping; maintain 6-inch separation minimum. vi. Provide junction box at all cable penetrations of wall, ceiling, or floor surfaces for equipment connections; cable shall not be run directly through finished surfaces. vii. Provide junction box at transition from concealed to exposed wiring. Exposed wiring shall conform to Section 16110 - Raceways. viii. Where cable penetrates fire-rated walls or floors, provide mechanical fire stop fitting with UL-listed fire rating equal to wall or floor rating. ix. Provide junction box at transition from interior to exterior wiring. Workmanship is to be judged against industry standards for excellent workmanship. Corrections necessary to bring the installation into compliance with that grade of installation shall be completed at no cost to the owner. Any damage done as a result of inferior installations shall be corrected at no cost to the owner. Warranty: The contractor shall warranty all aspects of their installation for a period not less than one year. The period shall not start until the school district or their assigned consultant declare the installation operational and per requirements. Any revisions to the data above found to be necessary due to these questions will be issued to all parties invited in the RFP.
