JOHN M. LAZAR

John Lazar is the senior director of international programs for Oshkosh Defense. He serves as the
focal point for Oshkosh Defense’s strategic business efforts in Canada, Europe and other
international interests.
Lazar joined Oshkosh in June 2013 and brings with him more than 28 years of military and
international management experience. Prior to joining Oshkosh, he served as senior director of
training and intelligence services for DynCorp International. He also previously served as the chief
operating officer for Mission Readiness, LLC.
Before concluding his 26 years of service with the U.S. Army as a colonel, Lazar served as the
director of operational contracting support and policy for the deputy assistant secretary of the Army.
In this position, he developed and implemented strategic mission management, and directed
procurement oversight for $40 billion of wartime contracting in the Middle East. He also served
as the military deputy to an Office of the Secretary of Defense’s senior defense acquisition executive,
commander of Defense Contract Management Agency (DCMA) for Central Iraq and commander
of DCMA Canada. His international experience includes living and working for over nine years in
multiple Western and Central European countries, as well as Canada and the Middle East.
Lazar earned a bachelor’s degree in general engineering and Russian from the U.S. Military
Academy at West Point. He also received master’s degrees from the U.S. Army War College
(strategic studies), Webster University (procurement and acquisition management) and Indiana
University (kinesiology). He is certified as a program management and contracting professional
by the Defense Acquisition University.
