April County 4-H Council Meeting
4-H Good Standing Requirements
The next County 4-H Council Meeting is
scheduled for:
Members, parents and leaders, do you
know exactly what 4-H members need to do
to be in “good standing”? Do you know what
the “good standing” requirements are? If not,
please take a moment to check these out now.
Don’t wait until before the fair (or other
event/activity) when you may not have
enough time to meet the requirements.

Council Club Voting Representatives!
Remember, a 4-H member in good standing
is one who has met the following requirements:
Beef Projects
 Enrolls in a 4-H Club by February 2, 2015.
Weigh Date & Hoof Trimming
 Attends at least 40% of all club meetings
held between October 1, 2014 and the date
of the event or activity. Some 4-H Clubs
require members to attend at least 50% of
club meetings. So, be sure to check with
your 4-H Club leader for the minimum
number of club meetings you are required
to attend to be considered in “good standing”.
Cattle will be weighed and hoof trimming
will be available at the Otero County
Fairgrounds on the following date:

Record keeping is an important life skill and all 4-H
members are encouraged to keep written records of
their 4-H Club year. These records are turned into
the Extension Office each year and evaluated. Each
member receives helpful feedback and may receive an
award for their effort and achievement.
Animals will be available for viewing
beginning at 9am. The Sale will begin at noon.
Payment will be due at the time of
purchase by check or cash only.
See page 9 for a list of consignors.
County 4-H Record Book packets are available
from the Extension Office or can be obtained
from the Otero County Extension website:
http://oteroextension.nmsu.edu.
The packets include instructions and required forms.
This packet has everything you need to know about
assembling your 4-H Record Book and submitting it
for judging. Be sure you are working on your record
book in order to have it ready to turn in to the
Extension Office by the October 15th deadline.

All Novice, Junior, and Senior 4-H members who enrolled by February 1st of this year are eligible to compete in
County 4-H Contests. There are many contest areas to compete in: Wildlife Identification, Horticulture,
Public Speaking, Favorite Foods Show, Clothing Revue, Livestock Skill-a-thon, Home Ec Skill-a-thon, and more!
Countywide practices will be held to help prepare 4-H’ers for contests.
Talk to your 4-H Club leader to find out if practices at the club level are also being offered.
If you are a 4-H Leader and would like to volunteer to lead practice sessions to help
prepare 4-H’ers for contests please contact Kelly or Tom at the Extension Office, 437-0231.
All 4-H members wanting to attend District Contests or State 4-H Conference must qualify
in at least one contest area. The following dates are for the District and State level competitions:

Schedule for 4-H Contest Practice Sessions
►Favorite Food Show
Thursday, 6:30pm @ Extension Office: April 30th
This contest gives youth the opportunity to prepare their favorite food and share it with others.
►Home Economics Skill-a-thon
Thursdays, 4:30pm @ Extension Office: May 7th, 14th & 21st
This contest tests a participant’s knowledge in cooking, baking, nutrition, crafts, clothing and even health!
►Horticulture
Wednesdays, 4:30pm @ Extension Office: May 6th, 13th, & 27th
A contest in which 4-H’ers learn to identify fruits, vegetables, nuts, herbs, and common household plants.
All 4-H members, parents and leaders interested in learning more about these contests are welcome to attend the
practice sessions. Contest rules, resources, examples and other information will be provided during the practice
sessions.
National Volunteer Week - April 12 - 18, 2015
4-H Leaders –Thank You!
Somewhere between the sternness of a parent and the comradeship
of a pal is that mysterious creature we call a volunteer 4-H Leader.
These leaders come in all shapes and sizes, and may be male or
female. But they all have one thing in common - a glorious twinkle
in their eyes!
4-H Leaders are found everywhere - at judging contests, 4-H meetings, fairs, and community service activities.
They always are preparing for, sitting through, participating in, or recuperating from an event of some kind.
They are tireless consumers of muffins, experts at taking knots out of thread and spend hours on the telephone,
email, facebook and other communication methods!
A 4-H Leader is many things - an artist making a float for the Fourth of July, a doctor prescribing for an underfed
calf, a counselor at camp, a lawyer filling out reports, and a shoulder to cry on when that dress just won't fit. Nobody else is so early to rise and so late to get home at night. Nobody else has so much fun with so many boys and
girls.
We can't do without them. They receive no salary and we can never repay them.
They are angels in aprons, saints in straw hats. Their only reward is the love of the youth they work with and the
respect of the community. But when they look around them at the skills they've taught, and the youth they've influenced, there's an inner voice from somewhere that says, "Well done."

Shooting Sports Projects
►Hunter Education
All 4-H members must complete a hunter education class before they are eligible to participate in shooting
sports practices and contests. 4-H members participating in practices and contests need to submit a copy of
their hunter education card and completed ‘14-‘15 4-H release form to the Extension Office if they have not
already done so. For additional information regarding hunter education classes or to register for a class go to

The NM State 4-H Shooting Sports Contest will be held April 30 - May 3, 2015 at the NRA Whittington Center
in Raton, NM. This contest is for Senior 4-H members having qualified at the respective Otero County Contest.
Registration forms are available at the Extension Office for qualifying Senior 4-H members. Completed
registration forms must be received in the Extension Office with payment no later than April 8th, 2015.
Good Luck to all the Otero County 4-H Members who will be going to the
State 4-H Shooting Sports Contest!
*All 4-H members must pre-register no later than May 8th to be eligible to participate in Otero County 4-H Novice/Junior

Scrapies Tags
Livestock Selection Assistance
The NMLB inspector reminds breeders that
they must have a sheep/goat brand and master
number in order to get scrapies tags. ALL
unaltered lambs/goats must have a scrapies tag
in order to be shown at the Otero County Fair.
County Agricultural Agent, Tom Dominguez,
is available to assist livestock exhibitors
with selection of their animals.
If you are breeding your own animals you still
have time to apply for your brand if you do not
have one. If you purchase a female lamb or
goat or an unaltered male be sure your
breeder has applied the scrapies tag to them.
Please call Wes Green, 575-551-1782, if you
have other questions regarding brands, master
numbers, or scrapies tags for the upcoming
fair season. The scrapies tag rule also applies
to ALL open lamb/goat entries including
pygmy, dwarf, and other small breeds.

animals at a sale, farm, etc. please let
Tom know well in advance by contacting
him at the Extension Office, 437-0231.

Important Updates for County Fair Livestock Exhibitors

contact the NM Livestock Board Inspector, Wes Green at 575-551-1782.
4-H Rodeo Waivers
NM Youth Ranch Management Camp
All 4-H members planning to participate in 2015 NM
4-H Sanctioned Rodeos must complete a “4-H
Rodeo Eligibility Certificate and Waiver of
Liabilities” form and submit the form to the
Extension Office. Once the forms have been
received in the Otero County Extension Office the
Extension Office Staff will submit the forms to the
State 4-H Office (Las Cruces). Completed forms are
due in the State 4-H Office no later than May 1,
2015. The form requires a 4-H Leader signature and
4-H Extension Agent signature. Please do not wait
until May 1st to submit your completed form to the
Extension Office. Submit you rodeo waiver form to
the Extension Office prior to May 1st to allow time
to obtain signature(s) and mailing of forms to the
State 4-H Office.
New Mexico State University’s Cooperative Extension
Service hopes to build on the success of its New
Mexico Youth Ranch Management Camp when it
hosts the event May 31, 2015 to June 5, 2015 at the
Valles Caldera National Preserve in northern New
Mexico.
The 4-H Rodeo Liability Waiver can be obtained
from the State 4-H website, http://nm4h.nmsu.edu
(click on the link titled 4-H Rodeo, then Rodeo Liability
Waiver Form - Requires 3 Copies (PDF)). Additional
information regarding NM 4-H Sanctioned Rodeos
may be obtained from the State 4-H website
including a schedule of 4-H rodeos, rodeo rule book,
entry forms, and more. Contact the Extension
Office if you have questions regarding 4-H Rodeos.

The camp, designed for 15 to 19 year-old New
Mexico youth, is an effort to reverse the aging trend in
ranching. Nationally, the average age in the ranching
community continues to increase as more young
people are opting to leave the ranch for careers
outside production agriculture.
The youth selected to attend the camp will receive
training in all aspects of ranch management, including
reproduction and marketing of beef cattle, wildlife
management and range management.

for information and to submit an online application.
Deadline for applications are May 1, 2015. A panel of
industry leaders will review the applications and select
the participants. Successful applicants must submit a
$300 camp fee prior to camp. Local organizations like
the Soil and Water Conservation District, Farm
Bureaus, or Rotary may be willing to sponsor the
camper fee.

NM 4-H Horse School
The New Mexico 4-H Horse School provides youth, parents, and adult leaders with
useful information and skill development related to horses and horsemanship. The
Horse School is scheduled for June 8-12, 2015 at the New Mexico State Fairgrounds
in Albuquerque, NM. The school registration fee is $250.00 and the registration
deadline is May 8, 2015. If you would like to attend 4-H Horse School please contact
the Extension Office. More information can be found on the NM 4-H website:

NMSF 4-H Horse Show Deadlines
4-H Scholarships
Nomination forms and fees for the New Mexico
State Fair 4-H Horse Show futurity and versatility
are due in the State 4-H Office no later than April
15, 2015. This includes “Two-Year Old Western
Pleasure Futurity” and “Three-Year Old Versatility
Class”. The forms require a 4-H Leader signature
and County Agent signature. Nomination forms
can be obtained from the State 4-H website,
http://nm4h.nmsu.edu.
A $500 scholarship is available
to a high school senior or
collegiate 4-H member residing
in Otero County whose
membership is current and has
been a member of 4-H for at
least 2 years. This scholarship is
sponsored by the Otero County Extension
Association (OCEA) and the application deadline is
May 1st. Application forms and eligibility
requirements are available from the Extension
Office or the Otero County Extension Office

4-H Horse Certificates
All 4-H members interested in participating in 2015
4-H Horse Shows, 4-H Horse School, or other 4-H
opportunities involving their horse must complete a
4-H Horse Certificate and submit it to the
Extension Office by May 1, 2015. The 4-H Horse
Certificate may be obtained from the Extension

Be sure to note the day
and time on June 15.
To be entered in the county bred lamb or goat show, the
exhibitor must provide a copy of a bill of sale or other
documentation from the breeder to verify that it is county bred
and all a swine must provide a copy of ear notch papers or vet
papers with the ear notches on them. These will be attached to
the entry cards. If copies are not available we will keep the
original. If there is more than one animal listed on a form,
you will need to provide one copy for each animal you are
entering.
4-H/FFA Stewer Rabbits and 4-H/FFA poultry will
be verified on the exhibit building south patio.
ALL other animals will enter through the northeast
gate by the rodeo arena.
Entry fee for Junior Livestock is $8.00 per animal.
Animals entered in the county bred shows have an
additional $2.00 to the entry fee.
Please be prepared to pay your entry fees and
provide copies of appropriate information at the
time of verification.
Exhibitor Social Security numbers are
required on the entry cards. Be sure to
bring it at tagging.
Please check your entry cards for correctness in tags and
exhibitor names. Any changes made in the Exhibitor MUST
be made by the deadline of the last business day of July.
The exhibitor must notify the Fair Office of any exhibitor
change. The Fair Office WILL NOT accept any changes
after the deadline.

The following will be the rules in place for the 4-H/FFA poultry class. This class is now a premium
eligible class and only the designated birds may be entered in it. This class is open to 4-H/FFA
members in good standing .

Rules: This show is subject to the Otero County Fair general livestock rules and regulations, the junior show rules
and regulations, and to the livestock rules section.
Arrival: 4-H/FFA Broiler Chickens, Pen of 3, must be verified and entry fees paid on the designated tag/verification
dates. Broiler Chickens will be delivered to the fairgrounds, entered, and picked up according to the calendar of
events and delivery times for exhibits shown in the book.
Broiler Chick Order: Broiler chicks may be ordered through the Otero County Extension Office or from a reputable
breeder/hatchery with proof of purchase or receipt by May 5th; there will be a minimum order of 20 birds per
household. Ownership must be shown during tag day. Broiler pick-up will be at the Otero County Extension
Office/fairgrounds mid-June. All birds must be picked up by 6 PM.
All birds must be banded.
Sifting: A sifting committee, with the department superintendent as one member, will inspect entries to eliminate
entries not in proper show condition. Sick and diseased birds will be refused entry and if discovered at any time
from the point of check in throughout the continuation of the show, will be removed from show grounds and will no
longer be eligible for competition. There is no upper weight limit. Light weight birds will be sifted.
Ineligible birds: If the bird expires between check in/preliminary scoring and call back of its respective quality
group, the pen will be placed at the bottom of its respective quality group. If the bird expires in the arena during
final evaluation, placing within its respective quality group will be left to the judge.
Alternate birds: Exhibitors are only allowed two alternate birds that have been banded and validated in the name of
the exhibitor. No more than 2 birds can be kept for alternate birds on site and must be registered as alternate birds
on tag day.
Handling of Birds: Birds cannot be removed from the assigned cage after they are cooped, except by permission of
the show superintendent. Birds may be touched, handled and managed inside the cage only by the owner of the
birds.
Feed and litter: Each exhibitor is required to supply their own feed. Each exhibitor is required to bring containers

Health papers: The official broiler order form will serve to meet the requirement of the Pullorum disease fowl
typhoid act of 1977 and no other broiler health papers need to be submitted for this show.
Birds must be 7 to 10 weeks old and not less than 4 pounds. Meat pen birds cannot be entered in another class.
All meat birds are judged together.
Must be more than 3 entries to make the class.
Entry fee: $8 per entry.
Each exhibitor will be allowed one holding cage in the facility.
Hughes Farm and Ranch supply has been generous enough to donate the
birds for the 4-H/FFA Broiler class. You may go to Hughes and order your
birds or contact the poultry superintendent , Scott Hamilton, at 575-4955353. He is keeping a list of bird orders and will turn it in to Hughes at one
time. If you like you may also order your birds from a reputable breeder/hatchery so as to have proof of purchase. Please remember all birds
must be ordered no later than May 5 and you will need to provide a copy
of your receipt to be attached to your entry form when entering your
pen of 3. Entry dates for the 4-H /FFA Poultry Pen of 3
will be June 6, 7 am –10 am and June 15, 5 pm –7 pm.
All individual poultry will be entered in the open
classes. There will be no 4-H/FFA class individual
poultry.

Don’t forget the AG/MECH department at the
fair! There are 4 classes for senior 4-H and
FFA members and a class for a group
project. You will need to purchase your
metal for the group project from Pueblo Pipe. We
will use the same plans that were in place last year
for the table . Be sure to keep your receipts to turn in
when you bring your completed group project to be
reimbursed for the cost of the materials.

Other Rule Changes
(All are in general livestock rules)
6f. Fans will be allowed in the steer barn; however,
the fans must be off the ground and attached
securely to a tie rack or fan cage. Electrical
cords must not be a safety hazard. Fans will be
turned off by 3:30 pm on the day of the show and
remain off until the conclusion of the steer show.
18. Only exhibitors and officials will be allowed in the
show ring while animals are being judged. All
animals must be shown by their owner, both in the
judging arena and the sale ring. No exceptions
will be made unless the owner has a valid reason
acceptable to the Superintendents or Fair Board. If
an exhibitor has more than one entry in a class, an
additional qualified livestock exhibitor may be
used in the show. Failure to comply with the
above will result in forfeiting premium, sale, addon, or packer money, if any.
