Cooperative/Public Agency Agreements
HOW TO USE THESE
CONTRACTS:
Oregon State University, Policy #315-005/006, established under the
Alternative Processes in OAR 580-062-0020(6), states that OSU may purchase
from Contracts issued through cooperative agreements or other Public
Agencies, without seeking further competition, if the following conditions are
met:
a) the goods or services were competitively solicited and awarded in a
manner reasonably equivalent to the respective process established in
OAR 580-061 through OAR 580-062; and
b) the solicitation or Contract indicates that other public agencies may
make purchases from the Contract; and (315-006 only)
c) the Contract has not expired and will not expire before the goods and
services are received.
PaCS has reviewed and determined that the attached list of contracts meet
these requirements, allowing OSU personnel to utilize these contracts without
further competition.
ORDERING PROCESS:
1. Contact company representative listed on attached sheet, or the local
representative you are familiar with.
2. Provide requirements and receive pricing. Be sure the quote clearly
states and reflects the contract pricing.
3. Review product lead-time and insure that products will be delivered
prior to expiration date listed on attached sheet.
4. Follow your standard procurement process.
5. When drafting the purchase order:
a. Always list the contract number on the purchase order.
b. State of Oregon agreements have mandatory statements that must
be placed on all PO’s. Statement is listed below.
c. Be sure to check "other" in reference to the T&C's on the PO and
write in "Per Contract XXXXXXX". (State of Oregon Agreements
Only)
"THIS PURCHASE IS PLACED AGAINST THE STATE OF OREGON PRICE AGREEMENT
NO. XXXXX. THE TERMS AND CONDITIONS OF THE PRICE AGREEMENT AND THE
ASSOCIATED PARTICIPATING ADDENDUM ENTERED INTO BY THE STATE OF
OREGON APPLY TO THIS PURCHASE AND SUPERSEDE ALL CONFLICTING TERMS AND
CONDITIONS, EXPRESS OR IMPLIED."
