In oase of State Health Society (SHS) Punjab which is a registered body under Societies Act 1860, Civil Services Rules Punjab are not applicable as such;lherefore SHS being the governing body/societt_ may determine the tems and conditions ofemployment of staff on contract basis-. 2.0 Provision for ContributolA Providcnt Fund Scheme: There will be provision ofCPF schenre for employees considering it a statutory requirenent. 3.0 Renewal ofContlact: Increase in contractual amount @ 6 % on completion olone year will be given to employees \\henever contract is rcnewed, 4.0 Entitlemcnt for TA/DA and other :lllowances: Reinbursement for TA/DA and other allowances to the contractual staff at par with the comparable regular staffworking under Health Departnent at lhe rates appljcable at bottom oflhe respective scale will be made. 5.0 Matemiry Leave/ Aborfion Leave: Maternity Leave would be available as per provision of Maternity Benefit Act 196l and Abortion Leave would also be admissible as per the Medicel Tennination of Pregnancy Act 1971 to all female employees working in NRHM with the stipulation that they should have put in at least one year service in NRHM on the date this leave is applied for. 6.0 Medical Leave/Sick Leavet Emplolees who have completed at least 6 months of contractual service, shall be e titled to 15 days Medical Leave with pay sub.iect to the condition that the employee in question is hospitalized and is bedridden due to sonre serious illness. accident etc The application for such leave should be supported by a certificate lrom Medical Officer ofthe Medical lacility where the patient/employee has been hospitalized ln special citcunstances, depending on the severity oftho illness, this leave may be extended up to 15 days (without pay) at Mission Director Level on the rccommendation ofCivil Surgeon 7,',t Casual Leave: Maximum number ofcasual leaves permissible during a calendar year 12 days for male employees and 15 days for female employees. Casual leave will be will be sanctioned naximum up to 3 days at one time provided that total absence in combination \\,ith off days,{rolidays is less than 7 days at a stretch. It can be cornbined u ith pubJic holidays & rveekly olfs but it cannot be conbired with ary other kind of leave. Hall days casual leave shall be admissible to employees. 8.0 Extra Ordinary leave: Extraordinary leave without pay will be graDted to employees in special circumstances with the approval of Mission Director NRHM. a. When no other leave is admissible. b. Can only be granted for a maximum period of 30 days in case of urgent domestic worumarriage/goin g abroad etc. c. lt will d. Period ofabsence without leave be availed without wages by the employees. will commute retrospectively in to oxtraordinary leave i.e. The authority empowered to grant leave may commute period ofabsence in to Extraordinary leave. 9.0 R€strictcd Holidaysr Employecs will be entitled to 2 Restricled Holidays in a calendar year as per Pu jab Govemment Rules. These 10.0 There tlill will be fixed by the State Head Quaflers. be no provision for any other kind of leave including Eamed leave, Study leave, Special DisabiliS leave, Patemity leave, Ex-India leave or any other leave. L Leave cannot be cl^hned as a matter of right & the leave sanctioning authoriq rnay refirse or revoke leave of aDy kind- 2. Prior pemission for availing any kind of lcave needs to be taken fiom the concemed authorities except in special circumstances (in case olany emergency). Post facto approval for such leave is nandatory to be taken from the appropriate authoriiies. 3. Absence lrom duty aller expiry olloave 4. Absence without leave 5. Satudays, Sundays, Restricted Holidays, whether prefixed or/and suffixed, shall not be counted as casual leave. will entail disciplinary action. will entail disciplinary action & may resull in termination ofservices. 11.0 Provision for Transfer ofcontractnal €mployees under NRIIMT Amendment: "Transfer of employees an)where within the State or to & fro State Head eunrters can be made on adrninistrative grounds in the interest ofthe Department by Mission Directof,. 12.0 Terms ofCoDtract ofemployees under NRIIMI a) b) The appointment will be purely on contract basis on a consolidated remunemtion. The offer of appointment shall initially be for a period of one year or such other period as determined by the MD NRHM. c) The contract period tay or may not be extended by Mission Director, NRHM depending on the factors like workload, work rcquirement, rcquirement of the post; work & conduct ofemployee or desirabiliry ofcontinuing the post etc in the Department. d) Services ofthe employee can be discontinued on issuing 7 days notice from the Department, in case there is no requirement ol the post or there is no sut-Iicient rvork to be allofted to employee in question or due to reasons like rationalization ofmanpo*er vis a vis availability the of work in the Deparlment. e) However for reasons like gross indiscipline, unauthorized absence/leave from duty, misconduct, inefliciency in work as per Appraisal Systent, or otherwjse the services of employees shail be liable for termination at any tine during the currency ofthe contract period by giving 7 days notice to the employee. f) Services of employees can also be terminated by Mission Director on pul€ly administrative grounds or any other ground prcjudicial to the interest g) In case the employee intends to ofthe Deparhnent by giving ? days resign from the post, he/she notice_ rvill have to give one month resignation notice in advance or deposit one month's salary with NRHM in lieu of one month nolice or salary for the poriod by which it falls short ofone nonth. h) If any infonnation/ declaratior,/ documents furnished by the employee to the department in connection rvith his/her appointment on conftact basis is found to be false or incorect at any point oftime, his/her contract willbc rcvoked forthwith. .i) Terms & conditions ofappointment & salary ofthe contractoal assignment are liable to change as per guidelines/directions issued by Mission Dircctor/ State Health Society/ State Govenlment or Covernment i) oflndia lrom time to time & *'ill be applicable accordingly At the time ofappoinhnont ca didate will have to submit a Medical Fitness Cetificate issued by a Registered Medical Practitioner oI Governdent Hospital Even in case the candjdate {:leclared nedically fit by the Practilioner, it \lill be the sole discretion is ofthe Mission Director to reject or accept his/herjoining on the post in question k) Joining: A candidate will have to join within 7 days lrom the date of issue of the appointment letter' In case lhe ?u' day ofjoining falls on public Holidays' he/she will have tojoin one day prior to it' l)lfacandidatefailstojoinwithinastipulatedtimei.e.(7days),his/hercandidatureshallbe cancelled for the post against which he/she has beel appointed' m) Extension in Joining Period: for Extension injoining period can only be taken liom the Mission Director provided the request extensionrcachestheDepartmentwithinTdaysofissueofappointmentletterlothecandidate. period However, it will be sole discretion of Mission Director to grant or l1ot to granl cxtension & ofextension to be allowed to the applicant forjoining. 13,0 Appraisal System: Employee will control officer be appraised before expiry/ relewal of contract period lmmediate for ofTlcial workilrg at i.e. Civil Surgeon at DHQ or below and MDNRHM at State Head Quarters State headquarter and District level officials working in Districts *'ill appraise ihe work of enployee which will be final. 14.0 In case will be the of any dispuie/clarification in any ofthese clauses is required Mission Director final authority lor deciding the same 15.0 ln case of any residDal matter, Mission Director NRHM will be the authodty to decide fiis'
