Sangguniang Panlalawigan, Province of Pangasinan, held on May 18, 2015 at

APPROVING MUNICIPAL RESOLUTION NO. 79, S-2014
OF THE SANGGUNIANG BAYAN OF SAN NICOLAS,
PANGASINAN, ENTITLED “APPROVING THE ANNUAL
INVESTMENT PLAN (AIP) FOR CALENDAR YEAR 2015
OF THE MUNICIPALITY OF SAN NICOLAS,
PANGASINAN”
WHEREAS, the Sangguniang Bayan of San Nicolas, Pangasinan
submitted its Municipal Resolution No. 79, Series of 2014 to the Sangguniang
Panlalawigan for review and evaluation pursuant to Section 56 of R.A. No. 7160,
otherwise known as the Local Government Code of 1991;
WHEREAS, the Committee on Laws and Ordinances of the Sangguniang
Panlalawigan, with the technical assistance of the Provincial Planning and
Development Officer, have conducted initial review and study on said resolution
and found out that the Local Development Council of San Nicolas, Pangasinan
has formulated the municipality’s Annual Investment Program for CY 2015 and
endorsed thru MDC Resolution No. 02, CY 2014 dated October 31, 2014 to the
Sangguniang Bayan for approval. The Sangguniang Bayan, in session assembled
on December 15, 2014, confirmed the endorsed AIP 2015 of the municipality by
majority of the members of the Municipal Board and passed Resolution No. 79,
S-2014, “Approving the Annual Investment Plan (AIP) for Calendar Year 2015 of
the Municipality of San Nicolas, Pangasinan”;
WHEREAS, the Annual Investment Program of the municipality was
prepared using the prescribed AIP Summary Form which is in accordance with
the Budget Operations Manual (BOM) for LGUs 2008 Edition and in pursuance

to DILG-NEDA-DBM-DOF Joint Memorandum Circular No. 1, S-2007 dated
March 8, 2007.
The AIP of San Nicolas, Pangasinan covers priority
programs/projects/activities categorized into general public, social, economic and
other services sectors including the budgetary requirements of these
programs/projects/activities and for the operations of the different municipal
offices broken down into: PS, MOOE and capital outlay. The AIP also includes
the LGUs 2015 Gender and Development Plan as well as the disaster risk
reduction activities of the municipality;
WHEREAS, the AIP of San Nicolas for CY 2015 has a total investment
requirement of P112,843,005.26, the municipality’s 2015 proposed Annual
Budget which was passed and approved by the Sangguniang Bayan through
Appropriation Ordinance No. 2, S-2014 dated December 15, 2014, fully supports
the implementation of the programs/projects/activities embodied in the 2015 AIP
of the municipality;
WHEREAS, the development fund amounting to P18,449,311.10 which
is equivalent to 21.18% of the municipality’s IRA for CY 2015 (P87,107,229.00)
were allocated for various development projects. This conforms with Section 287
of RA 7160;
WHEREAS, the programs/projects proposed to be funded by the 20%
development fund were selected based on the needs of the sector beneficiaries and
expected to spur economic activities and improve the well-being of the LGUs
constituents. A review of the list of programs/projects shows that they are all in
conformity with DILG-DBM Joint Memorandum Circular No. 2011-1, dated
April 13, 2011 (Amending DILG-DBM Joint Memorandum Circular No. 1, dated
September 20, 2005, entitled “Guidelines on the Appropriation and Utilization of
the Annual Internal Revenue Allotment (IRA) for Development Projects and
DILG Memorandum Circular No. 2010-138 dated December 2, 2010, entitled
“Use of the 20% Component of the Annual Internal Revenue Allotment Shares”);
WHEREAS, the Gender and Development activities are in conformity
with the provisions of Joint Memorandum Circular No. 2013-01 re: Guidelines on
the Localization of the Magna Carta of Women;
WHEREAS, the Municipal Disaster Risk Management Plan for 2015
identifies the specific projects/activities in preparation for and to mitigate the
impact of disasters. The programs/projects/activities of the 70% of the 5% Local
Disaster Risk Reduction and Management Fund (P7,542,988.00) conforms with
Section 21 of RA 10121 and the MDRRMC-DBM-DILG Joint Memorandum
Circular No. 2013-1 dated March 25, 2013 (Allocation and Utilization of the
Local Disaster Risk Reduction and Management Fund). The 30% of the 5%
LDRRMF was set aside as Quick Response Fund;

WHEREAS, the Sangguniang Panlalawigan, after final evaluation, finds
the subject resolution in order;
WHEREFORE, in view of the foregoing, on motion of SP Members
Ranjit R. Shahani and Alfonso C. Bince, Jr. and co-sponsored by SP Members
Sheila Marie S. Perez-Galicia and Amado I. Espino III, duly seconded, it was –
RESOLVED, by the Sangguniang Panlalawigan in session assembled, to
approve Municipal Resolution No. 79, S-2014 of the Sangguniang Bayan of San
Nicolas, Pangasinan, entitled “Approving the Annual Investment Plan (AIP) for
Calendar Year 2015 of the Municipality of San Nicolas, Pangasinan”;
RESOLVED FURTHER, that copies of this resolution be furnished the
Office of the Municipal Mayor and the Office of the Sangguniang Bayan of San
Nicolas, Pangasinan, for their information and guidance.
