TRIP Status Report
TRIP projects are moving rapidly through the various stages of project development. This
report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please

MILESTONES
Last month, TRIP held back-to-back ceremonies marking the start of construction on the Rosedale Highway
Widening Project, the completion of construction on the State Route 58 Gap Closure Project, and the start of
construction on the Beltway Operational Improvements Project.
This month, we’re celebrating the completion of Westside Parkway Phase 6C. This event will mark the
completion of the City’s first new freeway to be built in the past 40 years. We are in the process of scheduling a
ribbon cutting ceremony for this month. A date will be announced shortly.
Keep your calendars handy. Construction bids for the State Route 178 Widening Project will be opened on April
8th at 11 a.m. It’s anticipated that the construction contract will go before City Council for approval on April 22nd,
and the project will have a late spring groundbreaking ceremony.
PROJECTS UNDER CONSTRUCTION
Westside Parkway Phase 6C
Contractor: Security Paving Company
99% complete
Numerous work items were completed in March including the concrete barrier rails, metal beam guard rails,
pavement grinding, pavement joint seals, asphalt paving for the tie-in at Stockdale Highway, and the Countyfunded block wall and the slatted chain link fencing.
Freeway striping is expected to be completed on Friday, April 3rd. Wood chips and mulch are being placed for
weed and erosion control within the median and side slopes, and the contractor is working to complete punch
list items prior to project acceptance by the City. We anticipate cutting the ribbon on this project this month,
after which the final section of the Westside Parkway will be open to traffic.
State Route 58 Gap Closure
Contractor: Security Paving Company
100% complete
Although a ceremonial ribbon cutting was held for the State Route 58 Gap Closure Project on March 20, 2015
and construction work is complete, the new lanes will not open to traffic until later this month. The State Route
58 Gap Closure and the Beltway Operational Improvements project areas overlap along this section of State
Route 58 and while this project has been completed, the Beltway Project has yet to begin. Beltway activities will
primarily take place along the outside of the freeway and, when that project begins, traffic will be shifted to the
inside traffic lanes, including the new pavement, to maintain two lanes in each direction during construction.
Prior to moving traffic onto the new lanes, new signs and temporary striping need to be installed. Signs are
currently being made and are expected to be posted and the temporary striping installed this month. City staff

is making every effort to reduce the time frame. Once in place, approximately 90 percent of the newlyconstructed lanes will open to traffic. A short section of the new eastbound lane (in the vicinity of the H
Street/Chester Avenue ramps) will remain closed to allow for Beltway construction activities.
At the request of Caltrans officials, City staff has installed lane delineators to close off the new lanes since the
contractor removed the concrete barriers separating the project area from active traffic lanes after completing
work.
In the near future, motorists will also see nighttime work to repair potholes in the shoulders due to heavy
traffic use during construction
State Route 178/Morning Drive Interchange
Contractor: Granite Construction
67% complete; anticipated completion: July 2015
Paving is complete on the newly-widened Morning Drive and the road has been re-opened from Panorama
Drive to Auburn Street. The contractor began installing the transparent panels for the soundwall adjacent to the
Canyon Hills Church residential units, continued removing the sub-base material from beneath the bridge,
poured foundations for street lights, and began installing irrigation systems.
Anticipated work for April includes completing the soundwall, paving interchange ramps, completing the
sidewalk and stamped concrete on Morning Drive, completing the project’s storm drain system, pouring
concrete for the bridge rail, and placing the sub-base and base material for the mainline west of the Morning
Drive Bridge.
State Route 99/Hosking Avenue Interchange
Contractor: Granite Construction
20% complete; anticipated completion: early 2016
The contractor has constructed the forms for the west bridge abutment and plans to pour concrete in early
April. Work continues on the west bridge abutment and a concrete pour is planned for mid-April. The center
bridge columns are also expected to be placed in mid-April.
The contractor plans to begin importing dirt from the State Farm Sports Village to the construction site in
early April. This operation will continue for the next six to eight weeks. The project needs to import
approximately 76,000 cubic yards of dirt to the east side of the project and 95,000 cubic yards for the west side.
Up to 600 truck trips will be occurring between the Sports Village and the project site each day.
Falsework is expected to be erected in early May. This operation will be performed at night under a freeway
closure.
Beltway Operational Improvements
Contractor: Security Paving Company
0% complete; anticipated completion: early 2017
A ceremonial groundbreaking ceremony was held on March 20th in conjunction with the State Route 58 Gap
Closure Project. The Beltway Operational Improvements Project includes various improvements along State
Route 58, from east of State Route 99 to Cottonwood Road, and on State Route 99 from Wilson Road to north of
Ming Avenue. Initial tasks include the approval of required submittals and the project schedule. This project is
expected to take two years to complete.
Temporary striping for the first stage of construction is expected to be done in April, with construction
beginning in June. Motorists should anticipate closures to the outside lanes once construction of the Beltway
Operational Improvements Project is underway since the majority of the work will take place along the outside
freeway lanes.

Rosedale Highway Widening
Contractor: Teichert Construction
0% complete; anticipated completion: mid-2016
A groundbreaking ceremony was held on March 19th at 1:30 p.m. and construction is just beginning. This
month, the contractor will begin removing the existing median island and will install temporary medians
between Fruitvale Avenue and Gibson Street. The contractor plans to work in half-mile increments, beginning at
Gibson Street and working west to Calloway Drive. Two lanes will generally remain open during construction.
The City has possession of all of the right-of-ray necessary to construct the project; 95 ownerships have
closed escrow, and four ownerships are currently in the condemnation process.
State Route 178 Widening
Contractor: currently advertised for construction bids
0% complete; anticipated completion: mid-2017
The State Route 178 Widening Project will widen the highway from two to six lanes from Canteria Drive to
Masterson Street, and from two to four lanes from east of Masterson Street to Miramonte Drive.
Construction bids will be opened April 8th; the award of the construction contract is expected to be on the
April 22nd City Council agenda. Utility relocations are underway, and construction is expected to begin in spring.
The City has possession of all of the right-of-way necessary to construct the project; 26 ownerships have
closed escrow and three ownerships are in condemnation.
PROJECTS IN DESIGN AND RIGHT-OF-WAY
SR 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements
Designer: Parsons
Design 100% complete; Project is within existing Caltrans right-of-way; Anticipate bidding: summer 2015
The project provides operational and safety improvements along southbound State Route 99 and at the
Rosedale Highway off-ramp. Savings from the Beltway Operational Improvements bid costs were identified
as the funding source for this project. The City and Caltrans have delayed advertising this project due to the
potential of funding this project under a State funded program. The project has been submitted and the list
should be available in late May.
24th Street Improvement Project
Designer: TYLin International (TYL)
Design 60% complete; Right-of-Way 86% complete (full acquisitions); Anticipate bidding: mid-2016
The City received 60% design plans January; plans are under review by Caltrans
TRIP representatives have met with north side property owners, who will be adjacent to the new sound wall,
regarding wall placement and driveway modifications. The project team is working on designs for these
properties.
The landscape design process is ongoing.
Property acquisitions are underway
• 21 full residential ownerships (two have been removed through design enhancements)
- 18 ownerships are in agreement; 3 ownerships in negotiations
Hageman Flyover
Designer: Caltrans
Design 25% complete; Right-of-Way 0% complete
Design is ongoing and 30% design plans are expected in mid-April; waiting for striping plans
The project team is working on utility verifications

Bridge site submittals are in process

PROJECTS UNDER ENVIRONMENTAL REVIEW
Centennial Corridor
Caltrans lead; Environmental Consultant: Parsons
Environmental process 90% complete; Right-of-Way 45% complete (single family properties, full acquisitions)
Caltrans review for the Centennial Corridor Project Final Environmental Document is ongoing
Preliminary design work is ongoing
Survey work for advance preliminary engineering is underway and crews are expected to be in the field for
several weeks
Geo-technical work began in March. Crews will continue collecting core sample from various locations along
the alignment for several weeks
A coordination meeting was held between Parsons and Caltrans Structures in March; meetings will continue
as needed
Right-of-Way (Early Acquisition/Voluntary Basis)
• Full Acquisitions required for the project: 199 single family residences & 36 commercial properties
- 155 ownerships have requested information on early acquisition
90 single family offers have been approved by City Council; 1 commercial
- 130 letters were sent to remaining parcel owners (full acquisitions); 34 responses to date; a
second letter has been mailed to ensure all property owners have received information on the
early acquisition program.
