PROCEDURE FOR ACCREDITATION OF NON-GOVERNMENT ORGANIZATIONS (NGOs) AS
PARTNERS OF THE PHILIPPINE DRUG ENFORCEMENT AGENCY (PDEA)

II.
BACKGROUND AND RATIONALE
PDEA recognizes the importance of community involvement in the successful implementation of
the national campaign against illegal drugs. PDEA envisions an empowered society against the lures of
drugs-communities that are capable of formulating and carrying-out their own anti-drug projects and
activities aligned with the national anti-drug campaign and appropriately suited to the peculiarities of
their respective environment.
To be able to realize this vision, PDEA welcomes the support of non-government organizations
(NGOs). These NGO are expected to play a critical role as: (A) force-multipliers in augmenting the limited
manpower and financial resources of the Agency in promoting the anti-drug advocacy in the
communities; and (B) “catalysts” for mobilizing the citizenry into action against dangerous drugs.
To date, PDEA has existing MOA with a total of 36 NGOs. However, it has been observed that
some of these partnerships with NGO forged through MOA have not as advantageous to the Agency as
expected. In fact, based on records, only 15 NGO-partners are actively implementing the provisions of
the MOA. Some NGOs after entering into a MOA with PDEA have become inactive. Some have even
involved in unscrupulous activities soliciting donations using their affiliation as NGO-partner of PDEA.
Thus, the integrity and credibility of PDEA as the lead anti-drug agency is being unnecessarily
linked or associated with organizations engaged in Machiavellian activities.
To prevent the recurrence of similar incidences in the future, there is a need to assess and
evaluate the performance of NGOs that have existing MOA with PDEA to determine which among these
organizations have provided assistance in promoting the anti-drug campaign that highly benefitted the
Agency.
It is also necessary to require these NGOs, and even those who shall manifest intention to
become PDEA’s NGO-partner in the future, to undergo a process of accreditation prior to entering into a
MOA with PDEA to ensure not only the legitimacy of the said organizations, but also their organizational
capability to support the Agency in advancing the anti-drug advocacy.
III.
OBJECTIVES
The assessment, evaluation and accreditation of NGOs intends to:
A. (for NGOs with existing MOA with PDEA) Identify organizations that are “actually” providing
assistance to PDEA in promoting the anti-drug advocacy;
B. (for NGOs who are interested in entering into a partnership with PDEA) Identify organizations
that have the potential and capability of providing significant assistance to PDEA in
promotion the anti-drug advocacy;
C. Ensure that only legitimate NGOs with good standing are authorized to enter into a MOA with
PDEA; and
D. Protect the Agency from being usurped in fraudulent activities being initiated by some
organizations.
IV.
IMPLEMENTATION CONCEPT
A. The Creation of the NGO Assessment Teams and the NGO-Accreditation Committee
1. The NGO Assessment Team (NGO-ATeam)
The NGO Assessment Team shall be created in the National Office and Regional Offices to assess
and evaluate the organizational background and capacity of NGOs to provide advantageous support to
PDEA in promoting the anti-drug advocacy and mobilizing citizen-support to the national anti-drug
campaign.
Composition of the NGO-ATeam. For the National Office, the NGO-ATeam shall be headed by
Director, PECIS with selected PECIS personnel as members. On the other hand, NGO-ATeams in the
Regional Offices shall be headed by the Regional Director and PECID personnel as members.
2. The NGO Accreditation Committee (NGO-ACom)
The NGO Accreditation Committee (NGO-ACom) shall be created in the National Office to
facilitate the accreditation of qualified NGOs. The NGO-ACom shall issue the Certificate of Accreditation
to qualified NGO-partners.
Composition of the NGO-ACom. The NGO-ACom shall be composed of the following:

B. Accreditation Procedures
1. Assessment and Evaluation
a. Potential NGO-Partners (that have no existing MOA with PDEA)
NGOs that intend to enter into a MOA with PDEA as anti-drug partners shall be subject
to assessment to determine the legitimacy of the organization as a juridical entity, its organizational
capacity and structure as enabling factors to provide support and assistance to PDEA in promoting the
anti-drug campaign and mobilizing citizen-support to the anti-drug campaign.
Requirements:

Duly filled-up Application for Accreditation;
Authenticated copy of the organization’s latest registration with the Securities and
Exchange Commission or Cooperative Development Authority, whichever is appropriate;
Latest NBI Clearance of the President/Chairman;
Organization’s By-Laws/Charter/Rules and Regulations;
List of Members (with corresponding address and contact number);
Official logo, uniform and identification card issued to members.
b. NGOs having existing MOA with PDEA
The performance of all NGOs having existing MOA with PDEA shall be evaluated a year
after the affectivity of the MOA. This shall determine if the assistance provided by a particular NGO has
been beneficial to PDEA and may serve as basis for termination or renewal of MOA.
Requirements:

Duly filled-up Application for Accreditation;
Accomplishment Report on anti-drug activities initiated by the organization for the
previous year with attached photo documentation;
Authenticated copy of the organization’s latest registration with the Securities and
Exchange Commission (SEC) or Cooperative Development Authority (CDA), whichever is
appropriate;
Latest NBI Clearance of the President/Chairman;
List of new Members (with corresponding address and contact number);
NGOs shall be required to submit abovementioned documentary requirements to PDEA
through appropriate NGO-ATeam nationwide. Appropriate NGO-ATeams shall verify/confirm
authenticity of submitted documentary requirements and conduct background check on the NGO to
determine the legitimacy of the organization and its capacity to provide support to PDEA in promoting
the ant-drug advocacy, through the following:

Anti-drug information reporting
Community mobilization
Civic anti-drug awareness and prevention
Mechanism for referral to treatment and rehabilitation of drug dependents
Alternative development programs
Appropriate NGO-ATeam shall issue certificate of Eligibility to qualified NGOs.
2. Accreditation of NGO-Partners
NGOs that passed the assessment and evaluation shall automatically be considered
candidate for accreditation as PDEA-partners. The NGO-ATeams shall endorse to NGO-ACom the
Application for Accreditation submitted by the NGO together with Certificate of Eligibility.
A Certificate of Accreditation shall then be issued by NGO-ACom to accreditation NGOs
who are eligible to enter into a partnership with PDEA through a MOA.
3. Drafting, Finalizing and Signing of the MOA
The NGO-ATeam shall inform NGOs regarding the status of their application for
accreditation. Accredited NGOs shall be required to send letter with official letter head to PDEA
manifesting intention to enter into a MOA with the Agency. The MOA shall be drafted and finalized upon
the approval of both parties (PDEA and NGO-partner) prior to official signing. The venue for which shall
be agreed upon by both parties.
V. Scope of Accreditation
The accreditation of NGO-partners shall be in effect for one (1) year only. All NGO-partners
having MOA with PDEA shall be assessed and evaluated annually based on their accomplishments during
the previous operational year. Re-issuance of Certificate of Accreditation shall be the basis for the
renewal of termination of MOA between PDEA and NGO-partners.
VI. Rescission
All previous MC, LOIs, SOPs, and other issuances not in conformity with this circular are
hereby rescinded.
VII. Effectivity
This Agency Memorandum Circular takes effect immediately upon approval and signing.
