7:30 a.m.
At 7:30 a.m., the Association of Hawaiian Civic Clubs will conduct its
lei draping ceremony at the Prince Kuhio statue at Kuhio Beach on
the state holiday for Prince Kuhio . After the lei draping, Civic Clubs
will join the Royal Family, the Department of Hawaiian Home Lands,
Homestead Associations, Royal Societies, and others at the Royal
Mausoleum at Maunaala for the final commemoration. Speakers
remember Kuhio ’s life and the impact that he has had on the Native
Hawaiian community. The Statue Lei Drapingis free events and open
to the public.

Kalanianaole, founder of the Hawaiian Civic Club movement and
proponent of the Hawaiian Homestead Act of 1920. A unique parade,
it honors the dedication and commitment of a multitude of
individuals and organizations who work year­round to practice and to
perpetuate the Hawaiian culture and who enhance the welfare and
well­being of the Native Hawaiian community.
The 2015 Grand Marshal is Jimmy Duvauchelle from Kalamaula,
Molokai which was the first Hawaiian Homestead established after
the Hawaiian Homestead Act. He is known on Molokai as Uncle
Jimmy and was recently inducted into the Paniolo Hall of Fame for
his contributions to the paniolo tradition. In addition to being a
statesman, Prince Kuhio was an established equestrian. The
Association of Hawaiian Civic Clubs is proud to present three
mounted units featuring beautifully decorated horses and riders.
Parade participants include the Hawaiian Civic Clubs, the
Department of Hawaiian Home Lands; Hawaiian Homestead
Associations; the Office of Hawaiian Affairs; the Queen Liliuokalani
Children’s Center, and numerous community organizations, halau
hula, and marching units. Each year members of the Royal Societies
(Royal Order of Kamehameha, Kaahumanu Society, Hale O Na Alii,
and Mamakakaua) also participate.
Rare Hawaiian flags of the Hawaiian Kingdom are featured.

The Hoolaulea/Hoikeike at Kapiolani Park features native Hawaiian
arts and crafts, exhibits by various Native Hawaiian organizations
and businesses. Visitors and Malihini get get up close and personal
with Hawaiian artisans and see cultural demonstrations and
activities. The Hawaiian Civic Clubs will be offering up rarely
available plate lunches as well as homemade snacks and treats.
Hawaiian musicians Hula Halau fill the afternoon with
entertainment.
ACTION ALERT: Federal Rulemaking
on Green Sea Turtle Listing as
"Endangered"
In February 14, 2012, the Association of Hawaiian Civic Clubs
petitioned the Department of Commerce, the Department of the
Interior, National Oceanic and Atmospheric Administration and the
U.S. Fish and Wildlife Service to classify the Hawaiian Green turtle
population as a discrete population segment and delist the population
under the Endangered Species Act.
In response to the petition, the National Marine Fisheries Service and
Fish Wildlife Service has returned with this report, “Endangered and
Threatened Species; Identification and Proposed Listing of Eleven
Distinct Population Segments of Green Sea Turtles (Chelonia
mydas) as Endangered or Threatened and Revision of Current
Listings.” The report divides the world population of green sea turtles into
eleven distinct population segments (DPS). The Central North Pacific
DPS (Honu) covers Hawai`i. This discussion begins at page 334 of
the status review document. Recommendation is to continue the
current status. So, the honu was listed as threatened in 1978 and

continues to be threatened even with the documented increase of the
population.
The American Samoa population of green sea turtles (i’a sa) is the
Central South Pacific DPS. The discussion begins at page 310. The
Central South Pacific DPS is proposed to be listed as endangered an
upgrade from threatened.
Guam and CNMI DPS is Central West Pacific. This includes the
Solomon Islands, Marshall Islands, FSM, Palau, New Guinea and
Ogasawara, Japan. The discussion begins on page 259. The Central
West Pacific DPS is proposed to be listed as endangered. This
upgrades those area’s turtles from threatened.
Currently, there is only one hearing scheduled for the Pacific, in
Honolulu. Given the far­reaching impacts of this action, hearings
should be requested for every US territory and island in the Pacific.
The proposed rule will also change the status of green turtles in
American Samoa, Guam and the Commonwealth of the Northern
Mariana Islands (CNMI) from its current threatened listing to
“endangered”. Guam and CNMI green turtles are considered part of
the population now called the Central Western Pacific DPS, and
American Samoa is part of the Central South Pacific DPS. See

each. A public hearing is scheduled in Honolulu on April 8, 2015,
but no hearings are scheduled in the outer islands in Hawaii
or in American Samoa, Guam or CNMI. The proposed rule is open for public comment for 90­days
