Vision
Nordic Council of Ministers
From the Prime Ministers’ report
at the launch of the project:
“If green growth is to be a key priority for
Nordic co-operation in the next few years,
then it is essential to have a joint vision for the work
– a vision underpinned by tangible activities, one that enjoys
strong political support and sends important signals about
political goals and intentions”

700.000 tons of plastic are discarded
with household waste in the Nordic
countries each year

Nordic Council of Ministers
If the Nordic countries recycled half of their
plastic waste, it would reduce the outlet of
green house gasses corresponding to the
outlet from all cars in the Nordic capitals

7
Nordic Council of Ministers
Three projects on plastic waste
• Nordic improvements in collection and
recycling of plastic waste
• Nordic plastic value chains - Case WEEE
• Recycling of plastics at recycling centres

Important aspects
1. Increased collection
2. Market opportunities
3. Nordic co-operation

9
Nordic Council of Ministers
Increased collection
• Better source-sorting
• Collection of other plastic waste
• More efficient sorting of mixed wastes
• Plastic bulky waste

Nordic Council of Ministers
Market opportunities
• The chicken and egg syndrome
• Where is the demand ?
• Communication and transparency

Textile waste as resource
for the Nordic region ?

Nordic Council of Ministers
14
Nordic Council of Ministers
Every year 350 000 tonnes of textiles are
consumed in the Nordic region, of which
only 120 000 tonnes of used textiles are
separately collected.

Nordic Council of Ministers
Key goals of the commitment:
• Eliminate the illegal collection, export and
trading of post-consumer textiles
• Enable legitimate actors to collect, sort,
reuse and recycle textiles in cooperation
with producers, importers and authorities.
• Increase transparency on the fate of
collected textiles and the purpose of the
collection and increase public confidence
in collecting organisations
Nordic Council of Ministers – Nordic Waste Group

Nordic Council of Ministers
10 years goal
• Within ten years double the share of
post-consumer textiles that are collected
separately in the Nordic region
compared to 2012
• At least 50% of collected textiles are
reused (either in Nordic countries or
abroad) and 90% of the total is reused
or where reuse not possible, recycled.
Aim towards closed loop recycling rather
than downcycling.

Extended Producer
Responsibility (EPR)
Nordic Council of Ministers
Policy principle to promote total life cycle
environmental improvements of product
systems by extending the responsibilities of
the manufacturer of the product to various
parts of the product’s life cycle, and
especially to the take-back, recovery and
final disposal of the product.
Based on the “polluter pays” principle.

New green jobs
Increasing collection, sorting, reuse and
recycling of textiles in line with the
strategy comprises potentials to create
significant increases in employment –
potentially more than 4000 new green
jobs – and position the Nordic region as a
forerunner in resource efficient use and
handling of used textiles.
