SUPERVISORS MEETING
March 2, 2015
The regular meeting of the Providence Township Board of Supervisors was held in the Township
Municipal Office on Monday, March 2, 2015 at 7:00 p.m. Present were Chairman David Gerhart,
Member Gregory Collins, Solicitor Melvin Newcomer, Manager Vicki Eldridge and twenty four
(24) observers.
The meeting was called to order by Mr. Gerhart at 7:00 P.M followed by the Pledge of
Allegiance. Mr. Gerhart offered prayer.
RESIGNATION AND APPOINTMENT
Mr. Gerhart announced the resignation of Supervisor Jennie Buck due to personal reasons. Ms.
Buck resigned on February 5, 2015. Mr. Gerhart explained the process of filling the vacancy
created by Ms. Buck’s resignation. Mr. Gerhart stated he was aware of two individuals that
were interested in the filling the vacancy. Those individuals were Kent Peiffer and C. William
Shaffer. Mr. Gerhart asked the public in attendance if anyone else was interested in being
considered for appointment. Both candidates had a chance to explain their interest in an
appointment.
At this time Mr. Gerhart made a motion, seconded by Mr. Collins to appoint C. William Shaffer
to serve as a supervisor until the January 2016 supervisor’s meeting. The motion was carried
unanimously. District Justice Stuart Mylin administered the oath of office to Mr. Shaffer at this
time.
Mr. Collins made a motion, seconded by Mr. Gerhart to nominate C. William Shaffer as vice
chairman of the board of supervisors. The motion was carried unanimously.
MINUTES
Mr. Gerhart explained that each Supervisor received a copy of the written minutes from the
February 2, 2015 Board of Supervisors Meeting. With no additions or corrections to the
minutes, Mr. Shaffer made a motion, seconded by Mr. Collins to approve the minutes. The
motion was carried unanimously.

FINANCIAL REPORT
• Vicki Eldridge read the financial report.

Mr. Shaffer made a motion, seconded by Mr. Collins to ratify payment of February bills in
the amount of $84,504.50 from the general account, $108,000 from the DCNR grant
account and $4,499.53 from the state account. The motion was carried unanimously.
REVIEW OF BUDGET
• There were no comments regarding the budget at this time.
PUBLIC COMMENT
• Andrew Odell applauded the supervisors for quickly appointing a new supervisor. He also
encouraged the board members to fill the position of chairman of the vacancy board
quickly. Mr. Odell asked if the budget meetings have been scheduled at this time.
• Carl Faix congratulated Mr. Shaffer on his appointment.
• Clayton Harnish congratulated Mr. Shaffer on his appointment.
• Dan Siegrist asked if the supervisors granted permission to the Gentlemen’s Motorcycle Club
to sell beer at several events.
• John Schroeder asked for Mr. Shaffer’s opinion of granting a license for the Gentlemen’s
Motorcycle Club to sell beer at some events.
• Laurie Siegrist expressed gratitude for the Rock Sports facility located within Providence
Township. She has heard great comments about the facility.
• Pepper Goslin questioned why Mr. Collins was not in favor of Mr. Goslin’s zoning hearing
board application to allow a different use on Mr. Goslin’s property. Mr. Goslin asked if the
supervisors are in favor of Section 200.4.1, the adaptive use of an agricultural building, in
the new zoning ordinance.
PARKS/RECREATION REPORT
•
There was no parks/recreation report given. Mr. Gerhart stated that parks/recreation
meeting will be held on Thursday, March 12, 2015 at 7:00 p.m.

Surveying has begun along the trail property. Adjacent property owners to the trail
property will receive information regarding the surveying.
SOUTHERN LANCASTER COUNTY INTERMUNICIPAL COUNCIL REPORT
• There was no meeting in February. The next meeting will be held on March 17, 2015.
OLD BUSINESS:
Mr. Gerhart made a motion, seconded by Mr. Shaffer to appoint Abigail Odell as chairman of
the vacancy board. The motion carried with two favorable votes, Mr. Collins abstained.
• Following discussions regarding a speed study on Beaver Valley Pike, the supervisors agreed
they are not in favor of proceeding with a speed study at this time. In lieu of the study, the
supervisors directed the township manager to contact the Pennsylvania State Police to ask
to have more speeds patrols in this area.

NEW BUSINESS:
• Mr. Shaffer made a motion, seconded by Mr. Collins to advertise for bids on various
quantities of stone, oil and asphalt (pick-up). Bids will be opened on Thursday, April 2,
2015 at 1:00 p.m. Bids will be awarded at the April 6, 2015 supervisors meeting. The
motion was carried unanimously.

Following discussions regarding a request from the Lancaster County Conservancy, Mr.
Collins made a motion, seconded by Mr. Shaffer to authorize the township manager to write
a letter of the support to the Conservancy to express the township’s support for the
Conservancy’s DCNR grant application to purchase the 31.3 acre Rye Tract located on
Sigman Road and adjacent to the Trout Run Nature Preserve. The motion was carried
unanimously.
Mr. Gerhart made a motion, seconded by Mr. Collins to appoint C. William Shaffer as official
delegate to the PSATS State Convention in Hershey, PA to be held in April 2015. The
motion was carried unanimously.
Mr. Collins made a motion, seconded by Mr. Shaffer to appoint Dave Gerhart to the
Lancaster County Redevelopment Authority Regional Advisory Council. The motion was
carried unanimously.
Mr. Collins made a motion, seconded by Mr. Gerhart to appoint C. William Shaffer as the
township representative to the Solanco Safety Committee. The motion was carried
unanimously.
Mr. Collins made a motion, seconded by Mr. Shaffer to appoint C. William Shaffer as the
supervisor representative to the Solanco Regional EMA.
The motion was carried
unanimously.
Following a discussion regarding the sale of the predestrian bridge, Mr. Shaffer made a
motion, seconded by Mr. Gerhart to award the sale of the pedestrian bridge to Beiler Engine
Services for $2,510.00. The motion was carried unanimously.
Mr. Shaffer asked the board to consider publishing a newsletter for residents. He suggested
selling advertising to cover the cost of the publication. Mr. Newcomer will research this
suggestion to verify that this is authorized on a municipal level.
SEWAGE OFFICER
• Marvin Stoner did not remit any receipts for the month of February.
MONTHLY REPORTS
Secretary:
• Receipts totaling $131,285.17 were recorded in the month of February.
Road Master:
The road crew will finish tree trimming in March. If conditions improve, they will be road
patching and crack sealing. The crew was kept busy in February with eight different snow and
ice storms. Some tree trimming and vehicle maintenance was performed between storms.
ZONING REPORT:
NEW SUBDIVISION BUSINESS:
• David King, new Amish school, 136 Pennsy Road: This is a request to waive the
requirement for land development plan approval for the proposed construction of a new
Amish school on property located at 136 Pennsy Road. After discussion, a motion was made
by Mr. Shaffer and seconded by Mr. Gerhart to grant a waiver of Section 202.51A of the
SALDO, requirement for land development plan approval, for the location and construction
of a new Amish school at 136 Pennsy Road. The waiver is granted with the stipulation the
owner or applicant shall comply with any and all applicable federal, state and local
regulations and requirements. The motion carried with two votes in favor. Mr. Collins
voted in opposition to the motion. The Board then discussed a letter needed from the
township for the installation of two privies to be installed for use at the proposed school.

A motion was made by Mr. Collins to approve a letter being written stating the township is
aware of and approves of the installation and maintenance of two privies, to be installed
and located at 136 Pennsy Road, on property currently owned by Mervin Esch. These
privies would be used for the proposed new Amish school at this location. The motion was
seconded by Mr. Shaffer. After discussion of the motion, it was carried with two affirmative
votes. Mr. Collins voted in opposition to the motion.
OLD ZONING BUSINESS:
• Carl Killian & Janet Evans, enforcement issue, 138 Schoolhouse Road: The
property has not been cleared of all “junk” and unlicensed vehicles. After discussion, a
motion was made by Mr. Gerhart and seconded by Mr. Collins to authorize Mr. Newcomer to
file a judgment in the amount of $2,528.00 at the prothonotary’s office. The motion was
carried unanimously. Mr. Newcomer was also going to follow up with a letter to the
property owners. Mrs. Peiffer is to report back next month on the condition of the property.
• Carl Killian, enforcement notice, 540 Hollow Road: Following discussion, Mr.
Newcomer was authorized to also file a judgment in the amount of $1,680.00 at the
prothonotary’s office for this property.
• Rose Cooper, Enforcement Notice, property adjacent to 322 Schoolhouse Road:
Mrs. Peiffer is to report again on this property at next month’s meeting.
• Zoning Hearing Board, February 10, 2015: Zoning Hearing Board acknowledged the
withdrawal of the request from Joseph Nadu. Decisions were made on J. Pepper Goslin:
denied and Omar Smoker: granted. The modifications to the decision for John Parrish and
Don Frank (Rock Sports) were granted.
• Charles Temple III & Judith Bushong, 162 Hopkins Mill Road, Enforcement
Notice: An enforcement notice was sent pertaining to the pavilion constructed on the
property without any permits.
• Labor & Industry Accessibility Audit: This audit will be on Wednesday, March 4th.
These audits are done routinely.
NEW ZONING BUSINESS:
• Zoning Hearing Board, March 10, 2015: Two hearings are to be held: 1. Quarry Ridge
Contractors: Special Exception/Variance to allow a contracting and carpentry business at
288 Hollow Road and 2. Christopher & Stacy Roefaro: Variance request to construct a
residential addition within the side yard setback area.
• Leon & Nancy Lapp, Enforcement Notice, Beaver Valley Mobile Home Village: The
Lapps had to obtain a new mobile home park permit when they took ownership of the
mobile home park. A check has been received and the violation has been corrected.
• Linford Wenger, 383 Pennsy Road: A Cease & Desist Order was served on the
excavators on site at this property on Thursday, February 19, 2015. There was significant
earth disturbance being done, without the proper permits. Mrs. Peiffer will report next
month on the status of this situation.
OLD SUBDIVISION BUSINESS:
• State Line Stone/Lydell Nolt/Frank/Parrish, 645 Lancaster Pike: As built drawings
have been submitted by the owner of the property, Lydell Nolt. These drawings are being
reviewed by the township engineer.

ADJOURNMENT
• With no further business, Mr. Collins made a motion, seconded by Mr. Shaffer, to adjourn
the meeting at 8:35 P.M. The motion was carried unanimously.
