THE TRUSTEES OF MONROE TOWNSHIP MIAMI COUNTY, OHIO
March 16, 2015
The Trustees of Monroe Township, Miami County, Ohio met in Regular session this
Sixteenth day of March 2015 at 7:00 p.m. in the township meeting room 6 E. Main St.,
Tipp City, Ohio. President of the Board Mr. Philip G. Cox called the meeting to order and
then asked the Fiscal Officer to call the roll. The following members were present; Martin
E. English, Mr. Philip G. Cox, and Mr. Ronald D. Thuma.
RESOLUTION NO. 3-H-15 Motioned by Mr. Thuma and seconded by Mr. English
to approve the Minutes of the Regular meeting of March 2, 2015. There being no
further discussion and the roll being called, each member voted aye after his
name was called. Motion carried unanimously.
The following visitors were present: Deputy Lowry, Miami County Sheriff’s
Department; John Berk, Tipp City Senior Citizens Representative; Sarah Gibson,
KIT TV.
Mr. Berk reported on the status of negotiations with the City of Tipp City for the
property at the proposed location of the Senior Citizens Center.
Mr. Kirk Thuma gave the road report. The road crew has been: replacing grass
damaged by snow plowing; patching road holes; washing road salt off dump
trucks; cleaning the township building basement.
Mrs. Creech gave her office report. She updated the trustees on upcoming
meetings for the remainder of March and the beginning of April. The township
road crew will begin removing older gravesite floral arrangements on March 30th.
New arrangements may be placed by individuals beginning April 4 th. The next
Tri-Agency Meeting will be hosted by Monroe Township on Monday, March 30 th.
The next regularly scheduled Township Meeting is Monday, April 6th.
Mrs. Wilson, Special Projects Administrator, presented the EPA Third Generation
National Pollutant Discharge Elimination System (NPDES) Municipal Storm
Water Systems (MS4) Storm Water Management Program 2014 Annual Report.
RESOLUTION NO. 3-I-15 Motioned by Mr. Thuma and seconded by Mr. English
to adopt the EPA Third Generation National Pollutant Discharge Elimination
System (NPDES) Municipal Storm Water Systems (MS4) Storm Water
Management Program 2014 Annual Report (Attached). There being no further
discussion and the roll being called, each member voted aye after his name was
called. Motion carried unanimously.
Mr. English presented a proposed contract with Quick Mow Inc. to mow certain
township ditches in 2015, at the same rate as the 2014 contract of $2,250.00.
RESOLUTION NO. 3-J-15 Motioned by Mr. English and seconded by Mr. Thuma
to accept a contract with Quick Mow Inc. to mow certain township ditches in
2015, at the same rate as the 2014 contract of $2,250.00. There being no further
discussion and the roll being called, each member voted aye after his name was
called. Motion carried unanimously.
Mr. Thuma reported that a residential property on Allen Park Drive is
accumulating a large amount of trash and apparently discarded items. The Miami
County Planning and Zoning Commission and the Miami County Board of Health
will be notified. Also, the township is reviewing the spring street sweeping
process for township subdivisions. The company that has performed street
sweeping in the prior years is out of business.
Mr. Cox reported on the Miami County Council Meeting on Wednesday March
11th.

Mr. Skolnicki presented the Proposed 2015 Permanent Appropriations totaling
$1,878,450.00 and the Proposed Blanket Certificates for the rest of the 2015
year.

to approve the 2015 Permanent Appropriations totaling $1,878,450.00. There
being no further discussion and the roll being called, each member voted aye
after his name was called. Motion carried unanimously.
RESOLUTION NO. 3-L-15 Motioned by Mr. Thuma and seconded by Mr. English
to approve the following Super Blanket Certificates for the period 3/16/15 –
12/31/15. There being no further discussion and the roll being called, each
member voted aye after his name was called. Motion carried unanimously.

BE IT RESOLVED by the Board of Trustees of Monroe Township, Miami
