“Strengthening community systems to reduce vulnerability to and impact of HIV infection on MSM and TG in the Islands of
Southeast Asia” (ISEAN-Hivos Program)”
REQUEST FOR EXPRESSION OF INTEREST (EOI)
The Islands of Southeast Asia Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation
with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and
Tuberculosis (GFATM) Round 10 in 2010. The proposal was approved by GFATM and the contract grant was signed on 6
October 2011. This grant has the main goal of reducing the: (a) Vulnerability and risks of men-who-have-sex-with-men
(MSM) and transgender (TG) to HIV infection; and (b) Impact of HIV on their lives in the Islands of Southeast Asia. It intends
to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.
ISEAN Hivos Programme (IHP) is currently in its Phase 2 and in this phase, efforts are being intensified in developing a
pool of community mentors and experts from the MSM and TG communities in Malaysia who will build the capacities of
community-based organizations (CBOs) in various areas and disciplines. One of these efforts is the ISEAN Community
Mentorship Program (ICOMP). ICOMP is a few-months-long mentorship program wherein a community mentor/expert
ideally from the MSM and TG community will be deployed to a CBO mentee based on the matching process. The mentees
are member CBOs of the Malaysia MSM and TG Network or myISEAN.
In this regard, PT Foundation (PTF), as the Sub-Recipient of IHP in Malaysia, is seeking for Expressions of Interests
(EOIs) from community experts for manpower pooling, matching process and subsequent deployment. The deployment will
commence by May and shall end by August 2015.
Tasks and Responsibilities of the Community Mentors:

Attend briefing/orientation to further understand the program and the role of the mentors
Complete the required 10 visits to an assigned mentee CBO
Assess the capacity of the mentee CBO and together develop a capacity development plan
Carry out the interventions agreed upon that match the expertise of the mentor
Submit required reports in a timely manner
Key Qualifications
1. Proven track record and experience in his/her respective fields (E.g., organizational development, human resource
management, financial management, advocacy, outreach, counseling, support system for PLHIV, etc.)
2. Has basic knowledge and skills in coaching and mentoring
3. Familiarity with HIV and AIDS work as well as MSM and TG rights/issues
4. Fluent in written and spoken English and Bahasa Melayu
5. Preferably gay, bisexual or other MSM or a transgender person
6. At least college level in public health, social sciences or other related fields
