Network Neutrality and Public Libraries
The Federal Communications Commission (FCC) voted on February 26
to affirm strong open Internet protections by upholding the principles
of network neutrality in this order. Many of you have probably viewed or
read the numerous media accounts of this landmark ruling. I would like
to use this column to explain why an open Internet is essential to our
nation’s freedom of speech and central to libraries

neutrality advocates because of the central role Internet access plays
in the delivery of library services. Can you imagine using the Library
District’s many resources without the Internet? The Internet allows our
users to download eBooks, digital audio books and music, complete
homework assignments and access our many research databases.
It allows our users to browse our collection to place holds and to
register on-line for library cards, programs and to reserve our study and
community rooms. For many users, our public computer labs provide
their only access for electronic job and housing searches and for staying
connected with friends and colleagues via email.
Now imagine using these same services but at much slower speeds
if the quality of Internet access were based on content, application,
website or on the consumer’s ability to pay for the access. Without
Network Neutrality protections, the Library District as a public entity
with a finite budget might not be able to afford adequate high-speed
access and broadband width at market price from our Internet service
provider. Our content providers who are facing similar cost increases
may pass along those costs to the Library making it that much more
difficult for our institution to meet the information needs of our public.
Finally, our users accessing on-line library resources and services from
home or work might also become frustrated if their Internet connections

Opponents of net neutrality
regulation believe that the
Internet is working fine without
further protections and that
regulation may do more harm than
good by limiting innovation and
producing less efficient network
operations. Furthermore, the cost
of regulation would get passed on
to the consumer.
Luckily because of the FCC’s
February 2015 actions, libraries
across the nation and their
users will not be faced with the
hypothetical scenarios described
above. The ruling bans paid
prioritization and the blocking
and throttling of lawful content
and services and reclassifies
high- speed Internet service as
a telecommunications service,
insuring continued affordable
quality access for now and in the
immediate future.

My formal training and career started with
computers and math, but after almost 20 years
between Honeywell and Hewlett-Packard, I
decided to pursue a more people-focused tract.
I started volunteering with various local nonprofits and moved into professional volunteer
management (shout outs to CASA of Larimer
County, Hearts and Horses Therapeutic Riding
Center, the Education and Life Training Center and Realities For
Children)! I am excited to have landed at the Poudre River Public
Library District, where we can offer community members so many
different volunteer experiences, which enhance their lives while
enabling us to offer more and better services.
