Minutes of 12th SLSCMeeting: RI(VY - Gujarat Minutes of the 12thSLSC meeting of the Gujarat State for Rashtriya Krishi Vikas Yojana (RKVY) held on December, 2014 in CR-1, Block No.-1, osth New Sachivalaya, Gandhinagar at 12:30 hrs. under the chairmanship of Chief Secretary of Gujarat State. 1. List of the officers/ members who participated in the meeting- has been given as per Appendix-A. 2. The Principal Secretary (Agriculture), Guiarat State at the outset welcomed the committee members. r \ 3. With the permission of Chairman, Principal Secretary (Agri.) initiated the meeting and briefly discussed about the objectives of the meeting and Salient Features of the new guideline of RKVYfor iz" Five Year Plan as circulated by the Ministry of Agriculture, Government of India. Shri Bhushan, Jt. Secretary, GOI pointed "Maintence under out that the project of exisiting Gopal Mitra Centers" cannot be taken RKVY. Principal Secretary (Agri) said that the project "Maintence of exciting Gopal Mitra Centers" already proposed for being dropped in this SLSCAgenda. 4. Chief Secretary has put to the notice of Joint Secretary (RKVY),Gol regarding difficulties in implementing vehicles. 1 percent contingency projects without staff and is not sufficient to execute the projects. ,- 5. (a) Financlal Progress of the projects : Project wise financial progress up td March, 2014 both for Gal projects for the year of 2013-14 were put up before SLSCfor its consideration and approval. After discussion on the various Gal projects, it was uridnlmously decided. to surrender the savings. of the Gal . , scheme i.e. Initiative for nutritional security through intensive • mitiets ' promotion, (INSIMIP), Rainfed Area Development Programme (RADP), Accelerated Fodder Programme (AFDP), IDPVR and Special programme Development on Oil Palm Area Expansion (OPAE) which has either been merged with other scheme or closed. It was unanimously urban cluster decided to keep Vegetable Initiative for (VIUC), NMPS-Goatery and NMPS1isheries '. Ongoing for the year 2014-15. Chief Secretary suggested to take necessary steps to assure the quality of seeds distributed under • VIUC projects of Horticulture. Also,' the Chairman instructed Commissioner of Fisheries to make. the expenditure under NMPS fisheries projects before March 2015. 8.2 Stream-/ (a) Modification in the projects: Total 4 projects were put up for modification/change change. in total project outlay or component All the proposed approved by the modifications Committee tn . projects unanimously after were detailed discussion. The Details are attached as per Annexure-1. (bj Post Facto approval: submit Joint secretary (RJ(VY) suggested to Post Facto approval cases in State Level Screening Committee and there after submit such cases for approval of SLSC. •• (c) Financial progress of the projects of 2013-14: Project wise financial progress up to March, 2014 both for continuous and new projects under steam-I for the year of 2013-14 was put up before SLSC for its consideration and after detailed discussions, the same was approved by the committee. (c) Financial progress up to November-2014 of the projects of 2014-15: Project wise financial progress up to November, 2014 both for continuous and new projects for the year of 2014-15 was put up before SLSCfor its consideration. SLSC advised the implementing agencies to expedite completion/expenditure in their projects expeditiously. (d) Grant requirement requirement , for 2014-15 (Continuous projects}: Grant of 15 continuous projects worth Rs. 3488.60' lakhs for 2014-15 were approved except for the project of "Project SagarLakshmi". The Details are attached as per Annexure,:,2 (e) Dropped Project in 2014-15: After detailed discussions and explanation given by respective implementing agency, the Committee decided to drop 18 projects in 20114-15. Details are attached as per Annexure-3 (f) New projects implementing committees proposed for 20'14-15: 9 projects of 5 different agencies after due scrutiny by the Screening headed by Principai Secretary rAgri.) were for consideration of SLSC. Written comments of , G.O./. in request-of each project were brought to the notice of the SL5C. After detailed discussions, 9 projects were approved after detailed discussion with an outlay of Rs. 41414.90 lakhs for 2014-15. Detailed remarks on each project are as per Annexure -4. 8.3 Stream- /I Financial Progress:' The expenditure of Rs. 606.87 of the project "/SOPOM-OPP" implemented by Gujarat State Seed Corporatiotv of was approved as Stream-II project. 9. ATMA SEWP 2014-15 The State Extension Work Plan of ATMA for year 2014-15 was put up for approval before committee by State Nodal Officer, A tMA & Director, SAMET!.
