Welcome to the Afghan -Turk CAG Educational (ATOE) NGO booklet. Over the
years, the ATOE has gained
a
worldwide reputation for its
quality education. ATOE is running six international standard educational
high schools besides an international computer science and foreign languages
institute in Afghanistan. ATOE enjoys extremely good reputation in
Afghanistan, mainly due to:The experience, commitment and proven success of the Turkish and Afghan
teaching staff.

Message
Through the incredible pace of information technology, all people are the same
like members of a family, who are sharing the same home. World has virtually shrunk in
to a village and in this small world, all people are supposed to live in a lovely family
environment. We are following our educational activities with this idea that the future
world be more glorious in senses of love, reconciliation and freedom of thoughts. ATCE
hope to achieve this target as it aims to create a supportive, welcoming educational
environment to students from many and diverse backgrounds. The proportion of
students successfully completing their educational courses in ATCE educational
projects is also among the highest in Afghanistan. ATOE is now firmly established as
an educational centre of excellence across a wide range of specialists and relief subject
areas in Afghanistan. There are approximately 1,000 regular students including 450
boarding and 3000 special courses students studying in various classes, in various
educational projects of the ATOE. I wish them all a happy future.

INTRODUCTION
On 15th August 1994, a reference letter of the President of Turkish
Republic H.E. Suleyman Demirel, regarding introduction of Turkish International
Educational Foundation also laid the stone of Afghan -Turk CAG Educational
(ATOE) Non -Government Organization in Afghanistan. The name of Head
quarters of ATOE is CAG Education and is located in Istanbul, Turkey.
The word, "CAG" being used in
the name of the ACTE is taken from our
Headquarters name, which is a Turkish
word, meaning "era" or "time" and
pronounced as "cha
".

It has more than 260 international educational institutions worldwide
besides about 300 inside Republic of Turkey. These are providing quality
education to the students worldwide. Presently ATOE is engaged in the field of
education and relief work and running six international standard educational high
schools, besides an international computer sciences and foreign languages
institutes in various parts of Afghanistan. The main aim of all these educational
and relief activities is to increase literacy level and reduce the ever growing
economic burden of the Afghans.
RELATIONSHIP BETWEEN ATCE AND MINISTRY OF
NATIONAL EDUCATION, REPUBLIC OF TURKEY
According to regulations spituted in a
decree dated 24th February 1997, issued by
Ministry of National Education, Republic of
Turkey, The Embassies of Republic of Turkey
are intrusted to supervise and control the
functions of private Turkish Educational
Institutions abroad.
H.E. Bozkurt Aran, the Ex- Ambassador Embassy of Republic
of Turkey, Pakistan with Mr. Halit ESENDIR, Chairman,
appreciating the excellent work of the ATCE.
STATUS
ATCE is registered as an International non -government
organization (NGO) with the Government of Islamic Emirate of
Afghanistan with a view to alleviate the educational and human
sufferings of the Afghans. It is working in Afghanistan since
1995.
Its
efforts have always been appreciated by the
Government and the people of Islamic Emirate of Afghanistan.
It is equally recognized as an international NGO world wide.
Presently, it is serving the Afghans in the fields of education
and emergency relief. It is also coordinating its relief activities
with all the United Nations offices such as UNHCR, WHO,
ICRC, UNOCHA, WFP, UNICEF, UNDP, UNPF, and HABITAT
etc,. besides ACBAR and national and International NGO's
working for the betterment of the Afghans. It is also helping the
Afghan refugees world wide, specially in Pakistan.
AIMS AND OBJECTIVES
Following are the aims and objectives of the ATCE:-

institutes inside Afghanistan.
Grant of scholarships to the outstanding students for higher education in the
science field.
Grant of scholarships for higher studies inside Afghanistan.
Free distribution of scientific journals.
Training of community educators /trainers.
Community education on variety of relevant educational issues.
Free educational camps.
Fund raising.
Establishing of well equipped research centers in Afghanistan.
Provision of most modern scientific laboratories in the educational institutes.
Educational grants to deserving schools.
Establishing of technical and vocational institutes in Afghanistan.
Provision of hostel services to the deserving students.
Participation in the international olympiads competition in Turkey.
Participation in the international educational and environmental competitions
worldwide.
Annual Iftar and Sayyam programs during Holy month of Ramazan.
Annual Azha Q'urbani programs.
Emergency relief work.
Establishing of an international standard university in Kabul, subject to the
permission by the Afghan Government.
Establishment of girls schools and a women university in Afghanistan, subject to
permission of the Ministry of Education, Afghanistan.

HISTORY OF THE ATCE
Details are as under:-
Year 1995. ATOE opened its educational activities in Afghanistan. The first ever
Turkish international school was established with the name of, "Afghanistan- Turkiye
Dostluk International High School ", in Shebergan, Jawjan. It was renamed as
"Afghanistan -Turkiye Uhuvvet High School ", during 1999.
Year 1996. In order to increase the educational activities, ATOE open an school
named, "Afghanistan -Turkiye Murtaza Ali International High School ". It also opened
its Head Office in Mazar -e- Sharif, Bulkh, Afghanistan in 1996. The Head Office
remained functional till 1999, when moved to Kabul for better administration,
coordination, communication and command purposes.
Year 1997."Afghanistan- Turkiye Anatolia Iman Hatif High School ", was opened in
the second master building at Mazar -e- Sharif, Bulkh. Later on, it was shifted in 1998
to Samangan, and renamed as, "Afghanistan -Turkiye Mujtaba Ali High School ".
Year 1998.ATCE opened the following international standard educational projects
in Afghanistan: 1.
"Afghanistan -Turkiye Evran International High School ", Maymana, Faryab.
2.
"Afghanistan -Turkiye Mujtaba Ali International High School ", Samangan.
Year 1999.ATCE opened yet another international school in Afghanistan with the
name of, "Ariana Afghan -Turk International High School ", in Kabul. This schol was
inaugurated by the distinguished guests from Embassy of the Republic of Turkey,
Islamabad, Pakistan in the presence of Maulvi Abdul Salam Hanifi, Deputy Minister
of Education, Afghanistan.
Year 2000. ATOE opened the following educational school and institute
in
Afghanistan:1.
"Afghanistan- Turkiye Zarghona International High School ", in Kandahar.
2.
"Ariana Afghan- Turk International Computer Sciences and Foreign
Language Institute ", in Kabul.
Note: Since 1995 till to date, all relief work like lftar-Sayyam program and free
distribution of food stuff during Holy month of Ramazan and slaughtering of cows during
Eid -ul -Azha are continuously going on.

MUTUAL COOPERATION
ATCE enjoys extremely cordial relations with all the United National offices working in
Afghanistan and Pakistan. Some of the worth mentioning UN agencies in this regard are
UNICEF, UHOCHA, UNDP, UNWFP, ICRC, HABITAT, WHO, UNPF and UNHCR.
There is a regular exchange of views and ideas for continuous improvement of the
educational and administration system of the ATCE.
ATCE regularly attends educational meetings in the office of the Agency Coordination
Body for Afghan Refugees (ACBAR). This
meeting is also attended by a number of
representatives from various European,
American, British, Afghan and Pakistani
non -government organizations.
ATCE is also thankful to ICRC for helping
Turkish Staff -free movements to their
educational institutes inside Afghanistan.

transportation of educational equipment
and material through ICRC Cargo services
Guidance and Psychological Council
It is aimed at building the characters of the
students. Every student is regularly
interviewed and helped in the field, it is
desired most suitable for him. Guests
speakers are called to deliver lectures on
topics relating to the education, social
welfare, sports and character building. The
students are also given guidelines for proper
career choosing. They are also guided by
the psychologists from time to time.

Note:This program is approved and applied as per the latest educational policy of the
present Afghan Government.
Beside the Persian education, English education (English Language, Science subjects
Math and Computer are also given English) are provided in the afternoon from the time
of 200 up to 430 every week 14 hours courses.
SPECIAL RELIEF MEASURES'
All education, food, dresses, boarding, lodging, stationary, health services, text books
and other miscellaneous living / educational facilities are being provided free of cost, in
view of economic hardships of the Afghans.
ANNUAL IFTAR SAYYAM PROGRAM
This is a regular annual relief event since last over six years. A large number of poor
and needy Afghan nationals are given the meals during the Holy month of Ramazan.
Students are given a vary special diet during this month. Afghan refugees in countries
like Pakistan are also specially remembered during these Iftar programs.
ANNUAL AZHA QURBANI PROGRAM
A large number of cows are slaughtered every
year on Eid -ul -Azha. For example, 400 cows
were only slaughtered during the Eid -2000:
The meat is distributed among the Afghans and
the refugees in Afghanistan and Pakistan. 48
cows were slaughtered in Pakistan during Eid2000 and the Afghan Refugees in Pakistan were
the main beneficiaries of their meat.

Membership of the ATCE (NGO)
Rules & Regulations
Following are the general rules and regulations for the membership: so.
Membership is opened to all nationals of the world.
Membership form can be acquired
through the address of the NGO
Age bracket for eligibility is 19- 75 years;
High school education is a must.
Require to pay a certain amount of
monthly /annual donation;
Must not have past history of being
convicted;

Must have familiarities to Afghani or
Turkish cultural and educational norms,
problems and development issues.

1997 yilinda Mezar-i Serif` te verilen ikinci binada Semenganda
tamirati devam eden Afgan-Türk Mücteba Ali Anadolu i.H.L. olarak 3 Türk,4

Afganh muaalim ve 40 ögrenci ile egitime ba5ladi. 1998 yih kasim ayinda
Taliban Kuzey Afganistan da yönetime gelmesinden sonra Semengandaki
yeni binasina ta5indi.
Yine 1997 de eski yönetim zamaninda binase verilen 1 vilda tamirati
tamamlanan Meymene Afgan-Türk Ahi Evran Lisesi Taliban döneminde
ekim 1998 de 3 ögretmen 60 talebe ile egitime basIadi.
1997 5ubat ayindan beni Kabilde Taliban yetkilileri ile devam eden
görü5meler 1998 mayas ayinda Serpare(Devlet) Suras! tarafindan Kabil ve
Güney Afganistanda okul açma izni verilmesi üzerine 21 agustos 1998 de
Taliban yönetimi ile yapilan antla5ma ile Uluslararasi NGO olarak Afgan-Türk
Çag Educational NGO (ATCE) kuruldu.
Bakanhgi bilgisi dahilinde NGO statüsüne
Kabil yönetimi ile
sahip yeni antlagmalara binaen Kuzey Afganistan' da askerler tarafindan
kontrol altinda tutulan binalarimizda yeniden egitim ögretime ba5lama izni
verildi. (15 eylül 1998). Bu tarihten sonra Kuzey Afganistanda 4 okulda
birden egitime yeniden ba5landi.
1998 yih eylül ayinda Kabil de Ariana kiz Lisesi binasi okul aglmak
üzere verildi. 6 ayda tamirati tamamlanarak nisan 1999 da 100 ögrenci 5
Türk ö9retmen ve 8 Afgan ögretmenle egitime ba5landi.
1999 nisan ayinda Türkiyenin Afganistan Koordinatörü ve Büyükelçi
Aydemir Erman Bey ve heyeti Taliban yönetimi ile ilk direkt temaslanni
yapti0i sirada Kabil' de e6itime ba5Iayan Ariana Afgan-Türk Lisesi nin
açilisini yapti ve Mezar-i Serif ve Sibirgan`daki Afgan-Türk Liselerini ziyaret

Hastanesinde incelemelerde bulundu. Daha sonra bu hastaneye kizilay
heyetide geldi 25000$ ilaç yardimi yapildi.
Kuzey Afganistanda Taliban yönetimi misafirhanesinden ba5ka kalacak yer
olmadigi için Büyükelçi ve yanindaki heyet 2 gece Mezar-i Serifteki okul
binasinin misafirhanesinde agirlandilar.
Sayin Büyükelçi Aydemir ERMAN Beyin tavsiyeleri üzerine Kuzey
Afganistan Özbek-Türkmen bölgesinde 4 tane okulun bulunmasinin Taliban
yönetiminin rahatsizli6ina sebeb olabilece6i ihtimaline binaen Kabil' den
sonra Kandahar' da da okul açmaya karar verildi.
1999 ekim ayinda Kandahar' da verilen okul binasi 5 ayda
tamamlanak nisan 2000' da Zarguna ana Afgan-Türk Lisesi olarak 3 Türk
ögretmen, 5 Afgan ögretmen ve 100 talebe ile e6itim ö6retime ba5Iadi.
Ilk açilan Sibirgan ve Mezar-i Serifteki okullarimiz Anadolu Lisesi
müfredatini, Mezar-i Serifte ikinci binada e6itime ba5Iayan Semengan
Mucteba Ali Lisesi Anadolu I.H.L. müfredatini uyguladi.
Agustos 1998 de Taliban yönetimi Kuzey Afganistan' i kontrol altina
almasindan sonra yapilan antla5ma gere6i bütün okullardaki e0itim
ögretimi Anadolu IHL gibi e6itim ögretim yapmaya ba5landi.
Yapilan bu anla§maya göre eski yönetimin kabul etti6i Afgan talim
sistemini bütün okullarimizda uygulamaya b4adik. Bu sistem ile
Türkiyedeki Anadolu IHL gibi e6itim ögretìmi yapmaya b4adik
Bu sistemde hazirlik sinifi olmadigi içín antla5maya göre ögleden
sonra her hafta 14 saat ingilizce verilmektedir. 06renciler ilk yil sadece
ingilizce, diger yillarda ingilizce ve Matematik, Fìzìk, Kimya, Biyoloji ve
Bilgisayar dersierini ingilizce olarak Türk egitimcileri tarafindan verilmeye
devam edilmektedir. Türkçe dersieri Afgan müfredatinda yabanci lisan
olarak okutulmaya basIandi. Halen 6 okulumuzda 1050 ögrenci 40 Türk
ögretmen 60 Afgank ögretmenle egitim ve ö6retim yapilmaktadir.
