MISFA was set up in 2003 with a mission to provide financial services to rural and urban micro, small, and medium enterprises through Developmental Finance Institutions (DFIs). It currently works with five DFIs serving over 175,000 clients in 14 of Afghanistan’s 34 provinces. Thirty six percent of the clients are women. The outstanding portfolio of the partner DFIs stands at nearly US$100 million as of February 2015. TERMS OF REFERENCE: The Director of Finance and Administration is a key position within MISFA Management structure. S/he will oversee the Finance and Administration departments. The responsibilities include directing and managing the Finance, administration, security, procurement, IT, and logistics functions of the organization. The Director of Finance and Administration will report to the Managing Director of MISFA. The specific tasks related to this position include but not limited to the following: Finance: Ensure that Finance Department is able to effectively perform key duties related to: o MISFA budgeting and financial planning. o General accounting and financial management of MISFA Deliver accurate and comprehensive financial reporting and high quality financial analysis as well as developing and maintaining a strong internal control environment. Review all financial data to ensure that they are properly recorded and disclosed in the financial statements and financial reports for month-end, quarterly and year-end reporting purposes, in addition to Forecast and Budget. Ensure that loan portfolio and investment portfolio is properly managed. Ensure Cash flows and liquidity is managed on a periodic basis. Update, as required, the MISFA chart of accounts and Finance Manual. Review bank account reconciliations of all MISFA bank accounts on a monthly basis. Administration: Oversee implementation of MISFA’s procurement policies and procedures and ensure their adherence to the internationally accepted best practices and MISFA donor requirements. Maintain effective oversight of inventory control and management. Ensure the effective selection, administration and maintenance of office equipment agreements, software contracts, office lease agreements, insurance policies, etc. Direct and oversee implementation of the organization’s security and safety plan. Support relevant staff in coordinating MISFA’s IT needs and user support including computer hardware, software, internet etc. Oversee implementation of the IT plan to ensure that MISFA’s computers are all protected with updated anti-virus software and the electronic files are backed-up automatically and regularly. Direct and plan essential services for the main office to include but not limited to security of space, maintenance, housekeeping etc. General: Lead the design and implementation of internal controls for new processes/business activities and/or for those processing areas requiring a stronger control environment. Work to continuously improve the quality of internal controls to minimize the business exposure to all forms of operational, financial and compliance risks. Ensure the staff’s compliance with the policies and procedures. Manage and supervise staff of the finance and administration departments. Manage various employee relation issues and function as a mediator. Assist in reviewing employee needs and recommend appropriate training and development programs. Ensure effective record keeping of all financial and administration files, inventory, leases, contracts and agreements. Perform other duties as requested by supervisor. EXPERIENCE AND QUALIFICATIONS: Bachelor’s degree required. Master’s degree preferred. Other educational requirements / preferences include Professional Accounting Certification such as CA, ACCA, degree in business administration. At least 10 years’ senior level employment experience in the fields of finance and administration. Fluency in English, working knowledge of Dari/Pashto would be a plus. Exceptional integrity, communication, leadership, team building and interpersonal skills. Good computing & analytical skills. Must be discreet and have the ability to effectively interact with all levels of staff. High degree of flexibility and the ability to make adjustments as necessary. Ability to work under pressure, timelines and in a challenging environment.
